The Loan Authorisation Bill is expected to be presented to Parliament for consideration during the November 2017 seating. Overall project preparation/implementation is satisfactory under the US$3 million project preparation advance (PPA). 64% ($1.925 million) of the PPA has been disbursed to date, in line with original disbursement estimates. Key Achievements to date include: • The Communications Act 2016 and E Transactions Act 2016 (prepared with technical assistance support under RCIP) are now in full effect, following Ministerial notice of commencement effective June 2017. • A digital government strategic advisor has been recruited • Contracts for key consultancies have been awarded and are now under implementation including: (i) the National Broadband Strategy; (ii) Regulatory Instruments and Institutional Review; (iii) Digital Government Strategy and Institutional Review and (iv) Enterprise Architecture. • Procurements for the PPP connectivity transaction advisor and e-procurement advisor are well advanced • The pilot for the Digital Mapping has been completed, covering Lilongwe and Ntcheu Districts which will inform the connectivity services transaction. The pilot is now being scaled up nationwide, to be completed by February 2018. • A technical audit and user requirements study for the Government Wide Area Network (GWAN) has been completed and actions to address shortcomings in the network and user/bandwidth management are being addressed • Workshops have been completed for members of the Parliamentary Committee on Telecoms and Media, Members of Cabinet, Permanent Secretaries and Chief Directors across Government to sensitize them to the Digital Malawi Program, challenges and opportunities for Malawi's Digital Development, the shared digital public services platform model and digital government strategy (August - October 2017) • Exchange visits have been completed with Kenya, Uganda and Singapore for Ministry of ICT, e-Government, PPPC and MACRA senior leadership and technical personnel to learn about their digital development experiences, strategies, institutions and applications.
