The Financing Agreement was signed with five month delay on November 6, 2015; and project was declared effective on December 7, 2015. This was due to changes in the Government and creation of a new Ministry of City Planning and Water Supply (MCPWS) which has the functional responsibilities for this project. The National Water Supply and Drainage Board (NWSDB), which is the implementing agency remain the same and is now under this ministry. Since the previous mission held in May 2017, implementation has picked up considerably. Under Component 1 (Water Supply and Sanitation Infrastructure), 26 of the 78 rural water supply schemes under Batch 1 and two of the six urban water supply schemes are under implementation, while remaining are expected to be awarded by January 2018. Two new rural water supply schemes and two rehabilitation schemes have already been completed. Finding suitable land for the construction of Septage Treatment Plants remains a major challenge, one of the Seven plants however, have begun construction. The Implementation Support Consultancy is working under the direction of the Project Director to advise and assist the PMU. Similarly, under Component 2 (Institutional Capacity Strengthening), the Institutional Development and Capacity Building consultant has developed a strategy paper on roles and responsibilities of RWS institutions and several working papers in close coordination with NWSDB, DNCWS and PMU. The Monitoring and Evaluation consultancy is on board and presented the draft inception report, which is being revised incorporating inputs from the Mission. TORs for hiring consultant firm for Component 3 (Sectoral Technical Assistance) is being finalized. With recent momentum, overall implementation progress is picking and project could meet the schedule by June 2018. To date 27% of project funds have been disbursed.
