While it is still in too early a stage for meaningful progress, key progress in the first semester could be noted on the following: (i) the School-Based Management manual and training materials have been developed; (ii) strategies for the Teachers and Leadership Upgrading Program have been developed and adopted; (iii) construction of lower secondary school buildings began with the community participation construction manual and training of Facility Support Teams (FSTs) completed.
