The World Bank International Statistical Institute (ISI) : Support Developing Countries' Participation in Conferences, Workshops and Short Course (P164458) I. PROJECT STATUS AND RATIONALE FOR RESTRUCTURING The International Statistical Institute’s (ISI) World Statistics Congress (WSC) provides a unique opportunity for statisticians to gain knowledge about best practices from leading experts and managers and also to network with international statisticians from over 100 countries. The WSC satellite meetings focus on specialized topics, such as official, survey, and educational statistics; and the WSC short courses allow the attendees to be trained in key methodological areas. Also, ISI’s Regional Statistics Congresses (RSCs) take place in developing regions in the world and are invaluable for strengthening regional networks and building local capacity. Customized regional workshops in leadership, management, data literacy and statistical methods also contribute to support the development of best practices and innovation among the next generation of leaders in official statistics in developing countries. First request for an extension of the original deadline from March 1, 2020 till June 30, 2020 was made by the recipient to reschedule and accommodate the ISI Regional Conference to be conducted in May of 2020 in Zambia. However, recent COVID-19 pandemic has halted the activities ISI has planned and delayed the implementation beyond current closing date of June 30, 2020. Furthermore, the expenditure for the ISI/ Irvin Fisher Committee on Central Bank Statistics’ High-Level Workshop on Data Governance in Tunis in November 2019 was much lower than the budgeted amount due to contributions from the African Union. ISI has requested additional extension of the Grant Agreement till December 31, 2020. There are no outstanding audit reports, all compliance regarding reporting as per the grant agreement has been received and satisfactory. The workplan for the remaining period proposes a combination of face-to-face workshops (mostly locally organized) and virtual events, mainly webinars. Since the pandemic hit, ISI has setup a working relation with the Laboratory for Interdisciplinary Statistical Analysis (LISA) 2020 project https://sites.google.com/colorado.edu/lisa2020, led by Prof Eric Vance. This successful project with a large number of ‘StatsLabs’ in developing countries provides a sound and trustworthy framework for conducting the workshops for students and young researchers in Nigeria and few other African countries. II. DESCRIPTION OF PROPOSED CHANGES Since face to face meetings and international travel could not be organized into foreseeable future, the capacity building efforts have been organized differently adapting remote/distance mode and small group courses when allowed. The proposed new activities estimated to coats roughly $55,000 which is the same as the remaining balance in disbursement account. Revised plan of activities for the extension period June – December 2020 and potential number of participants are: 1. The International Society for Business and Industrial Statistics It is a regional workshop on Machine Learning and Big Data Analytics to be conducted in December 2020 in Nigeria. ISI and Associations Webinar programme for statistical development. Title “Statistics societies and associations that leave no one behind” to conduct web workshops in August, September, October and November 2020 plus Event to release online content in December 2020. Third LISA 2020 Symposium. Titled “Connecting to Build Capacity to Transform Evidence into Action and Celebrate the International Year of Women in Statistics and Data Science” organized in different countries in cooperation with ISI Statistical Capacity Building Committee (SCB). The LISA 2020 program trains local statisticians in developing countries to collaborate with researchers and policy makers to transform evidence into action for development. The LISA network of stat labs builds capacity in statistics and data science to help non-statisticians advance in their careers, to strengthen current statisticians’ ability to collaborate with domain experts to solve problems, and to inspire future generations to pursue statistics and data science. ISI SCB recently started a cooperation with LISA, sharing the same goals. 4. Online workshop ‘Tidyverse for Data Science’ Together with the LISA project and Lahore College for Women University Lahore Pakistan, ISI is planning to support this workshop in October 2020 in Lahore Pakistan.
