Even in the midst of the initial challenges, the project was able to proceed with operational activities after some adjustments made to protect the health and safety of beneficiaries and program implementers. Continued implementation of GPSNP was crucial in supporting the poor and vulnerable during the challenging times. The following results have been achieved over the period: (i) Labor-Intensive Public Works (LIPW) provided short-term employment to 34,246 beneficiaries, surpassing their target of 30,000; (ii) the productive inclusion program has enrolled 8,669 beneficiaries for the first phase of the intervention. These beneficiaries completed trainings, and the disbursement of cash grants begun in April 2021 and will be completed in June 2021, after which beneficiaries will initiate their new small enterprises; (iii) In addition to being instrumental in providing data for COVID-19 pandemic relief 5/29/2021 Page 1 of 8 The World Bank Implementation Status & Results Report Ghana Productive Safety Net Project (P164603) activities, the Ghana National Household Registry (GNHR) was able to complete data collection in the three Northern regions by December 2020, reaching almost 400,000 households, data dissemination activities are underway; (iv) Over 100,000 LEAP cash transfers beneficiaries were enrolled in the National Health Insurance Scheme (NHIS) with the goal of reaching 100 percent coverage of LEAP beneficiaries by the end of 2021; (v) The Helpline of Hope Call Center of the Single Window Citizens Engagement Service (SWCES) continued to play an essential role in providing information and receiving grievances, particularly in support of the temporary cash transfers that were delivered as part of COVID-19 relief efforts. A total of 6,322 calls were received during the period under review (with over 2000 prank calls). From these calls, 2,209 cases were opened, and 1,974 cases were resolved. In August 2020, GPSNP underwent Level-2 Restructuring to reallocate funds towards cash transfers to support economic relief of LEAP cash transfers beneficiaries, but also to reach 125,000 additional poor and vulnerable individuals not on safety net programming. Existing social protection systems were used for this activity. By April 2021, all targeted beneficiaries had received their first tranche, with 60,000 remaining to receive their final tranche by May 31, 2021. The program faced challenges in providing timely disbursements of cash transfers to LEAP beneficiaries. Continued advocacy is underway to ensure that administrative transitions do not cause delays in cash disbursements. The design of the Ghana Productive Safety Net 2 (GPSNP 2), the US$ 100 million follow on social protection project, was completed and was approved by the World Bank Executive Board on March 30, 2021. The project is currently in the process of receiving national approvals. The design of this project will ensure that there will be no gap in social protection programming, and more beneficiaries can be supported, particularly in urban areas.
