Under the results-based component, construction of 23 new SHS is 97 percent completed with 21 SHS operational to date and all 50 SHSs have been rehabilitated under original finance. Contracts for the remaining 2 new SHS were terminated and re-awarded and are scheduled for completion by December 31, 2020. In addition, 62 of total 75 SHSs have been completed using additional finance, 11 more will be completed by end December 2020 and the remaining 2 (contracts for these were re-awarded) will be completed by mid- April 2021. The Technical / Vocational blocks at New Kokrompe and Loggu are at 35% physical progress. These are scheduled for completion by January 2021. As a result of COVID-19 related school closures and the need to ensure education continuity, the iCampus portal was launched across the country in May 2020 and has 128,148 active users. The iCampus provides access to core materials including text, quizzes, videos and virtual laboratories as well as some STEM-biased text and 1/28/2021 Page 1 of 10 The World Bank Implementation Status & Results Report Ghana Secondary Education Improvement Project (P145741) quizzes covering seven electives initiated by Televic, Belgium. The videos and interactive materials for the six additional elective subjects is being developed by government and the video scripts and frameworks for virtual laboratories/simulations have been developed. Over 10,000 scholarships and 10,097 bursaries have been provided to students from low income families, of whom 60 percent were girls. Other achievements include the establishment and roll-out of a school mapping portal with 2019/20 data uploaded online; the development of School Performance Partnership Plans (SPPPs) and the release of funds to implement these plans in 227 project schools; the training of teachers in Maths and Science pedagogy and the MS4SSA; and leadership training. In addition, two education contests highlighted during the mission were the Ghana Science Olympiad (GSO), which tests students in thematic areas of the Integrated Science Syllabus (to be held in November 2020); and the National Science and Mathematics Quiz (NSMQ), a prestigious national quiz held annually. The Ministry of Education noted that as a result of the SEIP intervention programmes in Science and Mathematics, at least 15 SEIP schools qualified for the NSMQ compared to fewer SEIP schools qualifying in the past. Component 1, Pillar 1 Increasing access with equity:  New construction has been completed and 21 out of 23 new construction schools (contracted under 46 construction contracts) are operational. All 50 facilities upgrades under the SEIP Original Financing are 100 percent complete and in use by beneficiaries and additional 62 of total 75 facilities upgrades undertaken under additional finance have been completed. Contracts for 37 out of 41 completed contracts for new schools and 37 of total 50 facilities upgrades have been closed out. CWT is focusing on closing accounts of the remaining completed contracts by mid-February 2021. Component 1, Pillar 2 Improve the quality of education in selected low-performing Senior High Schools:  Strong progress has been made on the School Performance Partnerships (SPPs). The success of the SPPPs is evident in the increasing percentage of students achieving 6 credits or higher in the WASSCE examination in the SEIP schools from 14.5 percent in 2018 to 26.0 percent in 2019, and in SEIP AF schools from 22.8 percent to 37.2 percent. WASSCE performance exercise was conducted from May to July 2020 where schools were ranked and key performance indicators were reported. Education Directors highlighted that the schools performance exercise would: (i) help them monitor and support schools; and (ii) improve WASSCE performance in future years. All Heads of SEIP schools signed performance contracts with respective District directors in September 2020. Component 2: Management, Research, Monitoring and Evaluation  Key activities under this component are in progress. The GES has submitted a budget to hire a permanent research fellow to lead research activities for the project as well as the GES in general. The planned cost analysis comparison between the MS4SSA and the iBox has been delayed due to the partial lockdown and school closures. Further areas of research identified to be undertaken include (i) analysis of dropouts amongst bursary beneficiaries; (ii) loss of learning as a result of intermittent school closures; (iii) rates of utilization of distance and remote learning methods; and (iv) comparative study of the best practices in improving access and quality in secondary education (impact of school leadership training, SPPPs etc.) to inform institutionalization of practices as the project comes to a close.
