                                                                     Project Description
                                                                     The project finances technical assistance to conduct
                                                                     qualitative and quantitative surveys to determine the
                                                                     institutional capacity of targeted government agencies and
                                                                     their ability to implement selected laws with the goal of
                                                                     improving government administration in the justice sector.
                                                                     The project strengthens application of the commercial and
                                                                     penal code, supports a system for self assessment of public
                                                                     justice services; and provides institutional capacity building.
