After the midterm, with respect to the diagnosis, recommendations and suggestions, the project activities have been mainly focused on the preparation of the project Additional financing while implementing the remaining activities. Due to the high disbursement rate (73%), availability of resources to implement the recommendations of the mid-term review have been the most important challenge. Project work program have been amended to take into account the availability of resources while pursuing the momentum in the already committed activities. On the preparation of the Additional Financing (AF), on December 10, 2013, the Bank received an AF request from the government along with the request for project restructuring including reallocation of Page 1 of 6 The World Bank Report No: ISR15188 proceeds, update of the project result framework, the lifting of the outstanding conditions for disbursements on Categories 2 and 4 and the extension of the closing date. Moreover, during the period, the project tackled the weak financial management issues with the recruitment of qualified FM and and worked to address the FM issues raised at MTR. All these issues have been fully addressed by the project and the 2012 audit report has been certified. For the preparation of the AF, a project preparation team have been put in place by the government to work with the Bank team on the project preparation. Moreover, due to the foreseen retirement of the project Coordinator, a new project coordinator has been appointed Public Disclosure Copy and took over the project coordination on March 5, 2014. To prepare for the readiness of the project for the AF requirements, three consultants have been hired to update the project Safeguards documents. In the field, 14,000 tons of paddy rice have been produced on the lowlands developed under the project. The overall increase in food crops was 32% against 35% targeted at the end of the project. In term of environmental Safeguards, an environmental and social screening has been done for all project activities and an environmental audit was conducted in the sites classified as B categories.
