Amendment No. 3 to the Administration Arrangement between the Netherlands, acting through its
        Minister for Foreign Trade and Development Cooperation, and the International Bank for
      Reconstruction and Development and the International Development Association regarding the
                           State- and Peace-Building Multi-Donor Trust Fund
                   (Trust Fund No. 072722 parallel to original Trust Fund No. 071021)

1.      Reference is made to the Administration Arrangement between the Netherlands, acting through its
Minister for Foreign Trade and Development Cooperation (the “Donor”) and the International Bank for
Reconstruction and Development and the International Development Association (collectively, the “Bank”,
and together with the Donor, the “Participants” and each a “Participant”) regarding the State- and Peace-
Building Multi-Donor Trust Fund (Trust Fund No. 072722) (the “Trust Fund”) effective as of January 9,
2018, as amended (the “Administration Arrangement”).

2.        The Participants mutually decide to amend the Administration Arrangement as follows:

(a)       Paragraph 8.1 of Annex 1 will be deleted and replaced with the following:

          “8.1. It is expected that the Contribution funds will be fully disbursed by the Bank in
          accordance with the provisions of this Arrangement by December 31, 2022. The Bank will
          only disburse Contribution funds for the purposes of this Arrangement after such date with the
          written approval of the Donors.”

3.        All other provisions of the Administration Arrangement will remain the same.

4.       Each of the Participants represents, by confirming its acceptance below, that it is authorized to enter
into this Amendment and act in accordance with its provisions. The Participants are requested to sign and
date this Amendment, and upon possession by the Bank of this fully signed Amendment and respective
amendments signed by all other donors to the Trust Fund, this Amendment will become effective as of the
date of the last signature.
