The SPCR document has been submitted to the Climate Investment Funds on November 9 and will be presented at the CIF sub-committee meeting on December 12, 2017 for endorsement. Five technical studies focusing on areas such as enhancing weather and climate information and service delivery, flood management, watershed management and water resources scarcity, climate smart urban planning and capacity for climate education and research have been finalized. (a) Institutional capacity risks. The technical capacity of the implementing agency and participating agencies is an important risk that could undermine the project outcomes. The World Bank team is closely working with the implementing agency to address these risks through: (i) training and capacity-building activities; and (ii) implementation support for both technical and procurement aspects of the project. (b) Sector coordination risks. There are risks associated with multi-donor engagements in climate change adaptation measures in Bhutan. The lack of coordination among various agencies (such as the GNHC, NEC, Department of Disaster Management, NCHM, and other sector agencies) can delay mainstreaming the SPCR into various sector plans and programs. The risk will be mitigated by strengthening the role of the GNHC and ensuring that the cross-sector coordination mechanism is robust. The project will also emphasize the need to coordinate and create synergies across relevant line ministries and development partners funding complimentary activities where investments are being proposed.
