The findings of the MTR brought out the uneven overall progress between the project’s components and shed on the delays in the implementation of major activities especially in Job Readiness and Placement Program (JRPP) (Component 3) (representing more than 60 percent of the grants proceeds) due to procurement bottlenecks as well as the low disbursement rate (27% equivalent to 1.28 million of the total grant amount) at midpoint into implementation. Indeed, while satisfactory progress has been achieved under Component 1 with the delivery of career counseling to 2/23/2016 Page 1 of 8 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Jordan Support Building Active Labor Market Program (P145241) more than 10,000 beneficiaries as well as in Component 2 with the finalization and testing of the Electronic Labor Exchange (ELE) Portal, significant delays plumbed overall satisfactory implementation of Component 3. Details of progress per component are as follows: Component 1 - School to Work Program. Good progress has been achieved under this component with the delivery of career counseling. Open Days in universities were organized with extensive communication to 10,432 beneficiaries (above the target indicator of 10,000) and the procurement process for the refurbishment of selected universities and Ministry of Labor (MOL) employment offices were initiated. However, not all counseling sessions following the Open Days could be completed and the full delivery of the communications strategy could not take place due to the expiration of the contracts for both firms and delays in processing the required extensions. However, after the MTR the extension of both contracts have been processed enabling implementation to resume. Component 2 - Market Information and Job Search Program. This component has seen a lot of progress with the finalization of the architecture of the Electronic Labor Exchange (ELE) Portal as well as the completion and delivery of the ELE by respective contracted firms. However, during the testing some technical problems unveiled and have delayed the launch of the Portal. The team is closely following up with the Government to have the Portal launched as soon as possible. Nonetheless, while the Portal has not been officially launched, it is currently being used for registration in the Job Readiness and Placement Program in some King Abdullah Fund for Development (KAFD) career counseling centers in universities. Component 3- Job Readiness and Placement Program (JRPP). Unfortunately, this component has not seen much progress since the last implementation support mission and implementation has been unsatisfactory despite the restructuring of the project in July 2015 to enable the completion of the several mandatory phases of the Job Voucher Component. This delay stems mostly from procurement issues with the substantial delay in the selection processing of the firms for the Basic Employability Skills Training, the Voucher Placement, and Management. Consequently, the following adjustments had to be made to JRRP design: (i) the maximum length of the On the Job Training (OJT) has been reduced from 12 to 9 months; (ii) a selected number of beneficiaries will receive the voucher for the OJT upon registration without the employability training; and (iii) the payment mechanism of the wage voucher will be simplified to a flat scale equivalent of JD100/month for nine months, plus the Social Security Contribution. To date, the contracts for the Basic Employability Skills Training and the Voucher Management have been signed while the procurement for the Placement is ongoing. Registration has also started in KAFD career counseling centers in universities as well as in MOL employment offices. Component 4 - Project Monitoring and Evaluation and Management. This component is progressing well. The dynamism and commitment of the Project Management Team (PMU) in moving forward the execution of project activities for each component, preparing timely progress reports, and filling in the two PMU vacancies (following the resignation of the Financial Management Specialist and the Monitoring and Evaluation Specialist). Moreover, the PMU prepared a good quality progress report prior to the MTR mission. The Interim Financial Reports and the Annual External Audit Report for the project were submitted on time and the quality was found satisfactory by the Bank. However, it was agreed during the MTR mission that the PMU efforts should now be focused on launching the JRPP (component 3). Finally, to follow up on the implementation of the activities agreed upon in the implementation plan and provide continuous technical support to the PMU team, regular video and audio conferences are still being held between the World Bank team and the PMU team.
