The GFDRR Trust Fund was successful closed on 31-Aug-2020 with a disbusment rate of 96%. Component A: MettelSat has so far signed 10 out of 13 planned memorandums of understanding (MoUs) with other institutions that generate or utilize hydromet information. This will enhance sectoral cooperation and provide a platform for data sharing and an opportunity for exchange of expertise. Furthermore, the partnership with the “Ecole Africaine de la Météorologie et de l'Aviation Civile” (EAMAC) based in Niamey will enhance the institutional capacity of Mettelsat by providing long-term training programs. Component B: The rehabilitation of the MettelSat buildings was successfully completed. A stable electrical power connection is established together with a reliable internet connection to ensure a smooth business continuity and minimum interruptions. In the context of acquisition of meteorological and hydrological equipment, all the stations and software were delivered to Mettelsat in Kinshasa by the International Consortium and the plan for their installation is at an advanced stage, with the first set of stations likely to be installed by January 2021. The completion of this activity will guarantee an improved regional and global meteorological forecasting, a better integration with global meteorological information systems and a functioning early warning system. Component C: The collaboration with WMO under CREWS trust fund implemented in parallel to this project is supporting the establishment of the National Framework for Climate Services, extending the benefit of the project to a wide range of users. The draft of the National Framework for Climate Services is available. The validation workshop is scheduled to take place in mid-December 2020 and the strategic action plan of the National Framework for Climate Services decree is expected to be promulgated in the subsequent weeks by the Prime Minister.
