Amendment No. 3 to the Administration Arrangement between the Ministry of Finance of the
Government of Japan and the International Bank for Reconstruction and Development and the
International Development Association regarding the GFDRR Multi-Donor Trust Fund for Supporting
Disaster and Climate Resilience in Developing Countries (Trust Fund No. 073410)

1.      Reference is made to the Administration Arrangement between the Ministry of Finance of the
Government of Japan (the “Donor”) and the International Bank for Reconstruction and Development and
the International Development Association (collectively, the “Bank”, and together with the Donor, the
“Participants” and each a “Participant”) regarding the GFDRR Multi-Donor Trust Fund for Supporting
Disaster and Climate Resilience in Developing Countries (Trust Fund No. 073410) (the “Trust Fund”)
effective as of November 15, 2019, as amended (the “Administration Arrangement”).

2.     The Participants mutually decide to amend the Administration Arrangement as follows:

       (a)     Paragraph 3 of the Administration Arrangement is further amended to read as follows:

               “3.    The Donor hereby authorizes the Bank to transfer the Contribution in the following
               amounts from the following trust funds to this Trust Fund (Trust Fund No. 073410) in
               accordance with the schedules set out below:

                       (a)     From the Japan-World Bank Program for Mainstreaming Disaster Risk
                               Management in Developing Countries – Second Phase Single-Donor Trust
                               Fund (Trust Fund No. 073236), USD 3,000,000

                               (i)     Promptly following countersignature – USD              2,000,000
                                       [completed]
                               (ii)    By June 30, 2020 – USD 1,000,000 [completed]

                       (b)     From the Policy and Human Resources Development (PHRD) Fund (Trust
                               Fund No. [072610]) promptly following countersignature of Amendment
                               No. 3 to the Administration Arrangement, USD 2,000,000”

3.     All other provisions of the Administration Arrangement will remain the same.

4.       Each of the Participants represents, by confirming its acceptance below, that it is authorized to enter
into this amendment (the “Amendment”) and act in accordance with its provisions. The Participants are
requested to sign and date this Amendment, and upon possession by the Bank of this fully signed
Amendment, this Amendment will come into effect as of the date of the last signature.
