DESCRIPTION OF THE PROJECT a) Description and Objective of the Project “Cevher I-II Hydroelectric Power Plant (HEPP) Project’’ aims to help meeting some of the increasing energy need of Turkey, and will be constructed and operated by the Özcevher Enerji Elektrik Üretim A. . which is an electricity generation company within the context of the Electricity Market Law, No. 4628, put into force upon publication in the Official Gazette dated 3 March 2001. (The mentioned law aims to establish a financially sound, stable and transparent electrical energy market that can operate in a competitive environment under special legislations to supply continuously for consumer usage sufficient, high quality, low-cost and environment friendly electricity, and to establish an independent regulation and control in this market. The law specifies the rights and obligations of all real and legal persons involved in activities such as electricity generation, transmission and distribution, and wholesale and retail sale, import and export of electricity.) For the Cevher I-II HEPP project, the Energy Market Regulatory Authority granted the production license of the Cevher I HEPP (Cevher I-III-IV-V Regulators) project with the Regulatory Authority decision of License No. EÜ/1325-4/963 dated 27.09.2007, and of the Cevher II HEPP (Cevher II Regulator) project with the Regulatory Authority decision of License No. EÜ/1325-3/962 dated 27.09.2007 (See Annex-14). Correspondences started at the point where the projects (Cevher I and Cevher II HEPP) are undertaken by the same company, the management and production safety are ensured and the energy transmission line is resolved via single line and the project was undertaken by single licence for the increasing installed power. In addition, for project works concerning the first installed power (3,66 MW and 5,74 MW), a “Water Usage Rights Agreement” was signed between the General Directorate of the State Water Works. Within the scope of the project, as per the Environmental Impact Assessment Regulation dated 16.12.2003 and No. 25318, the Cevher I HEPP (5,74 MW) project was evaluated outside the scope with the Environmental Impact Assessment dated 03 December 2007 and No. 67396 and the correspondences of the General Directorate of Planning, and the Cevher II HEPP (3,66 MW) was evaluated outside the scope with the Environmental Impact Assessment dated 03 December 2007 and No. 67395 and the correspondences of the General Directorate of Planning. Following this, the permits for the projects were taken before the construction works and the works are continuing in line with these permits. Due to the installed power increase made subsequently, a Project Information File covering the project changes was submitted to the Trabzon Provincial Directorate of Environment and Forest and the Trabzon Provincial Directorate of Environment and Forest gave the “Environmental Impact Assessment is Not Necessary” Decision. The Cevher I-II HEPP Energy Project is located in the Trabzon Province, Maçka District, on the Ac su Creek. The Cevher I Regulator is located on the Ac su Creek, about 1 km to the east of the Hamuryayurdu Plateau, about 16 km to the south of the Maçka District. It is within the boundaries of the Black Sea Region, between the elevations 1269.20 m and 950.00 m of the Ac su Creek. Waters from the water transmission tunnels from the Cevher I Regulator and from the Cevher III-IV-V Regulators are taken into the forebay, and then to the power plant (HEPP I) through the penstock. The Cevher I Regulator will be located at 549 673 East, 4 502 601 North coordinates, the Cevher III Regulator at 551 300 East, 4 504 460 North coordinates, the Cevher IV Regulator at 549 620 East, 4 502 940 North coordinates, the Cevher V Regulator at 549 630 East, 4 503 060 North coordinates, and the power plant at 550 578 East, 4 505 063 North coordinates. The Cevher II Regulator and the HEPP Energy Project is located in the Trabzon Province, Maçka District, on the Ac su Creek. The Regulator is located on the Ac su Creek, about 1.5 km to the North-East of the Bak ml Plateau, and 18 km to the south of the Maçka District, between the 1580 m and 1269.20 m elevations of the Ac su Creek. 1 ÖZCEVHER ENERJ ELEKTR K ÜRET M A. . CEVHER I-II HEPP PROJECT ENVIRONMENTAL MANAGEMENT PLANT The water from the Cevher II Regulator will be transmitted to the Cevher II HEPP by the transmission tunnel. The Cevher II Regulator will be located at 549 723 East, 4 500 186 North coordinates, and the power plant at 549 704 East, 4 502 517 North coordinates. The project area is within Trabzon, the 1/25.000 scaled map of No. G43-d1, and the General Layout Plan is given in Annex-1. The Cevher I-II HEPP project has been designed to evaluate the range between the elevations 1580-950 m, to contribute to national development with 56,53 GWh energy production at a total installed power of 17,06/16,375 ME (mechanical/electrical) on the Ac su Creek. Within the scope of the project, it is planned to construct a regulator, scouring sluice, fish pass, transmission line, sediment pool, water intake structure, forebay, penstock pipe, power house, tail water canal and switchgear, and installations related to energy transmission. In addition, in order to supply the concrete that will be needed during construction, a mobile concrete house shall be built. The Technology of the Project, Work Flow Diagram and Schedule Within the scope of the project, it is envisaged to install 4 regulators, sediment pool, water intake structures, the transmission line that transfers water to HEPP, the transmission canals that transfer water from side creeks, forebay, power house, and construction of energy transmission line installations and manufacture of electromechanical equipment. The Cevher I Regulator The location of the regulator is on the Ac su Creek, about 1 km to the east of the Hamuryayurdu Plateau, about 16 km to the south of the Maçka District. At the location of the regulator, the stream bed elevation is 1 265.00 m. The regulator body has a sluice threshold elevation of 1267,20 m, its upper elevation is 1270.00 m, and the sluice height is 11.0 m. The regulator is envisaged to be 2.2 m above the stream bed and will have tyrol type concrete body. In the centennial recurrent bankfull, the highest water level is 1269.20 m. In the sediment pool, particles bigger than 0.2 mm will deposit at the bottom of the pool. The sediment pool consists of single compartment of 6.0 m width and 26 m length. At the inlet and outlet sections of the sediment pool there will be covers, and there will be bottom discharge gates to discharge the silt that deposits in the sediment pool. With these gates, it will be possible to clean the sediment pool without interrupting the operation. On the right side of the sluice, there will be the scouring sluice. The scouring sluice will allow the accumulated material deposited by time at the water intake inlet to flow downstream when the flow rate is high. However, its main purpose is to prevent the discharge and entrance into the canal of the stream water when it becomes necessary to enter into the tyrol type regulator canal in need of being cleaned. There will be the fish pass over the regulator. Since the stream bed must be dry for the construction of the regulator, a diversion canal shall be opened on one side of the stream. The capacity of this canal will be sufficient to pass 5-year recurrent bankfull peak discharge. The Cevher IV and Cevher V Regulators The Cevher IV and Cevher V regulators will be designed at the 1300 m water elevations that are on the Yurt Stream joining the Ac su Stream from the left bank and on the nearby Tas Stream, and will divert the water from these streams to the Cevher I regulator lake via a 680 m transmission canal. 2 ÖZCEVHER ENERJ ELEKTR K ÜRET M A. . CEVHER I-II HEPP PROJECT ENVIRONMENTAL MANAGEMENT PLANT The Cevher III Regulator The Cevher III regulator will be designed on Derindere Stream, which is on the right bank of the Ac su Stream and will connect to the forebay through a 420 m canal. The Cevher II Regulator The regulator is located on the Ac su Stream, about 1.5 km to the north-east of the Bak ml Plateau, 18 km to the south of the Maçka District. At the regulator location the stream bed elevation is 1575.75 m. The regulator body has a sluice threshold elevation of 1578.25 m, its upper elevation is 1530.75 m, and the sluice height is 12.0 m. The regulator is envisaged to be 2.5 m above the stream bed and will have tyrol type concrete body. In the centennial recurrent bankfull, the highest water level is 1580.00 m In the sediment pool, particles bigger than 0.2 mm will deposit at the bottom of the pool. The sediment pool consists of single compartment of 5.0 m width and 24 m length. At the inlet and outlet sections of the sediment pool there will be covers, and there will be bottom discharge gates to discharge the silt that deposits in the sediment pool. With these gates, it will be possible to clean the sediment pool without interrupting the operation. On the right side of the sluice, there will be the scouring sluice. Fish Pass The fish pass is the waterway that allows for the movement of fish, living in a stream on which a regulator has been constructed, between upstream and downstream. Within the scope of this project, a fish pass shall be constructed to allow the fish go to and return from the source of the stream so that the life continuity of the fish are ensured and the natural balance of the stream environment is not destroyed. The main structural units of the fish pass and their properties are given below: 1- Fish inlet or water outlet structure of the fish pass; This is the end structure at the lowest elevation, where fish enter the pass, the water leaves the pass, and which in general has no cover (see Figure 1.a.2). Part of this structure is submerged in water. This structure shall be made to ensure low water flow rate and low turbulence in order facilitate the entrance of the fish. Since the width of the steam is less than 50 m, a single fish pass will be constructed on the left bank of the stream. In addition, at the inlet splashing sounds will be provided by a pipe that provides the sound of water to lure the fish into the canal. 2- Fish pass baffles and sections; These are concrete sections that separate the pools of the fish pass. On the sections or baffles there are openings or slots suitable for the passage of the fish. Fish passes are classified according to the type of such openings. The baffles reduce water velocity, prevents turbulences and allows the fish to rest beyond the baffle where flow is relatively reduced. Beyond the baffles, fish rest 3 ÖZCEVHER ENERJ ELEKTR K ÜRET M A. . CEVHER I-II HEPP PROJECT ENVIRONMENTAL MANAGEMENT PLANT for about from 20-30 seconds to 2-4 minutes, although such time is dependent on the species. Then, with a sudden leap they pass through the orifice or slot to rest beyond the next section and in a relatively still position of the pool. After some rest, they move again to pass through all sections and pools. 3- Fish pass pools; These are generally structures of rectangular cross-section along the length of the fish pass, separated by section walls (see Figure 1.a.2). Although the length, width and depth of the pool changes according to type, head height, fish species, water velocity and flow rate, in general they are built with a length of 1,2-3 m, a width of 0,8-1,5 m and a depth of 0,6 – 1,2 m. The movement of water in the pools has critical importance. Thus, the pools, which allow the fish to rest and gather strength as they swim upstream, they will be designed to minimise the water velocity and to eliminate the undesired currents and whirlpools (Average maximum velocity: 2,4 m/s and water inlet velocity maximum 1,2-2,4 m/s).(1) As the fish move from downstream to upstream against the flow, a structure built there will prevent their motion. On one hand, the structure itself will be a barrier, on the other hand, the fish cannot swim against the high water velocity formed in the water sluiced over the structure. The fish, trying to leap over the water jet, cannot pass the 2-3 m height difference. High shoot heights will prevent the movement of fish, while shoot heights lower than required will make the fish pass longer, which increases the cost. Thus, the construction of the pass will be non-economic. Therefore, it is necessary that the height difference is reduced gradually, to 0.2-0.4 m on the average. For this reason, the fish pass will be constructed in cascades, containing shoots (see Figure 1.a.2). 5- Fish pass lighting window; The fish pass to be designed within the scope of this project will be designed and constructed with the top open since the topographical structure is suitable. Thus, there will be no need for a lighting window. 6- Fish pass exit and water intake gates; The gate structures at the highest point and at the end of the fish pass. Types of Fish Pass: Fish passes are constructed in various types to provide the water flow that is most close to the natural flow. The most common types are fish passes with pools and sections, fish passes with pools and orifices, denil type fish passes and fish passes with vertical slots. Among these types, in Turkey the most common ones are fish passes with pools and orifices. Transmission Facilities Cevher I Transmission Tunnel Water, which is regulated by Cevher I regulator will be directed to the transmission tunnel. Maximum flow rate that will run through the 2350 m transmission tunnel is decided as 3.5 m³/s. CEVHER I-II HEPP PROJECT ENVIRONMENTAL MANAGEMENT PLANT transmission tunnel, which will work with the free surface principal will have the “basket handle” cross section. Tunnel coating is 25 cm, including 5 cm shot-grid. Cevher I Transmission Tunnel Transmission line is composed of the transmission tunnel. Transmission line will forward the Ac su creek currents that are heaved by the regulator to Cevher I HEPP (Hydroelectric Power Plant). Transmission tunnel planned to be basket handle cross section will have a length of 2.007 m and its slope will be 0,0007 and will have a 4,00 m diameter. Project is scaled as the flow rate provides the free surface flow. The thickness of concrete lining of the tunnel will be 0,35 m. The tunnel is planned to have a great diameter, so storage in the tunnel has also been envisaged. Therefore, more energy production will be provided during the peak season. The capacity of the transmission line, which has been thought for the west coast of the creek bed is designed as 2,75 m³/s in accordance with the results obtained from the studies. Cevher III Regulator Transmission Channel Water, diverted through the Cevher III regulator will be captured by the transmission channel after the sedimentation basin. Maximum flow rate, which is carried by the transmission channel with the length of 420 m. is determined as 1,0 m³/s. Transmission channel, which will run with the free surface principal is in a form of rectangle conduit with the slope of 0,01 and along this conduit, there will be a road platform in 4 m. width in order to be used during construction and operation stages. Conduit base width will be 0,70 m. and the water elevation will be 0,60 m. The thickness of the wall, base and ceiling of the conduit will be 0.20 m. Ceiling concrete, from place to place, will be composed of demountable prefabricated elements and it will also be made possible to access into the conduit for the maintenance during the operation. The equipage of the conduit will be composed of specially designed steel meshing. Cevher IV and V Regulators Transmission Channels Water, diverted through Cevher IV and Cevher V regulators will be taken to the transmission channel. Maximum flow rate, which is carried by the transmission channel with the length of 680 m. is determined as 0,5 m³/s. Transmission channel, which will run with the free surface principal is in a form of rectangle conduit with the slope of 0,01 and along this conduit, there will be a road platform in 4 m. width in order to be used during construction and operation stages. Conduit base width will be 0,60 m. and the water elevation will be 0,40 m. The thickness of the wall, base and ceiling of the conduit will be 0.20 m. Ceiling concrete, from place to place, will be composed of demountable prefabricated elements and it will also be made possible to access into the conduit for the maintenance during the operation. The equipage of the conduit will be composed of specially designed steel meshing. Forebay Cevher I There will be a forebay where the transmission tunnel crosses to the penstock. The main function of the forebay is to keep sufficient amount of water during the upload of the units and in case of the offload, instead of the water’s dispersing around in an uncontrolled way at the transmission tunnel’s outlet, it provides to decrease to the creek elevation through the spillway, without destroying the environment. Normal water elevation in the forebay is 1264,30 m. this elevation is also the spillway’s elevation. Maximum water elevation is 1264,61 m. and upper elevation of the forebay wall is 0,19 m. while 1264,80 m. including the freeboard. 5 ÖZCEVHER ENERJ ELEKTR K ÜRET M A. . CEVHER I-II HEPP PROJECT ENVIRONMENTAL MANAGEMENT PLANT It is important to prevent the vortex motion at the crossing of the forebay to the penstock. Therefore, in front of the intake grids, penstock must be kept in the deep to a certain degree. As a result, the inlet of the penstock was decreased as compared with the general floor elevation of the forebay. It is necessary to keep the water elevation not less than 1261,30 m. in order to prevent the vortex motion with the maximum flow rate. If necessary, there will be a bottom discharge valve with the size of 0,50 m. x 0,50 m. in order to provide the bottom discharge of the forebay. The outlet of this valve will be connected to the chute channel of the spillway. Due to the topographical conditions of the project affected place, it is conceded to construct the forebay at the very end of the transmission channel. Cevher II The main function of the forebay is to keep sufficient amount of water during the upload of the units and in case of the offload, instead of the water’s dispersing around in an uncontrolled way at the transmission tunnel’s outlet, it provides to decrease to the creek elevation through the spillway, without destroying the environment. Moreover, in order to remove the residuals, which accumulate at the bottom of the forebay, a residual bottom discharge channel has been also thought. The forebay has 27 m. length and 7 m. width. Normal water elevation at the forebay is 1577,20 m. whereas the maximum water elevation is 1577,41 m. Penstock Cevher I The penstock has 1,20 m. diameter and 710 m. length. As a result of the optimization of the installed power, maximum turbine flow rate was determined as 3.5 m³/s and the optimum diameter of the penstock was determined as 1,20 m. Penstock, starting at the outlet of the forebay, to be constructed on site, will be fixed by the fixed bearing masses. Cevher II From the technical and economical aspects, the destination of Cevher II HEPP penstock was determined optimally by taking geological and topographical conditions into consideration. The number of penstock is one and it has 1,10 m. diameter and 500 m. length. If the value of 2,75 m³/s, which is determined as the flow rate of the project passes through the penstock, flow speed in the penstock will be 2,89 m/s. Before the installation of the penstocks, across the line, excavation will be performed until finding the sound rock, so structural bearings will be mounted into the rock soil. Expansion seals will be installed among the fixed bearings in order to prevent the penstock be adversely affected by the temperature changes. The whole bottom side of the penstock will be coated by the concrete and there will be drainage ditches on the sides. Power Plant Building and Tailwater Channel Cevher I Power Plant will be placed on the right coast of the Ac su Creek, at about 2 km. south of So uksu Quarter, in the way that tailwater elevation will be 950 m. Power plant building will be composed of 2 horizontal-axis pelton type units having 2x4, 840 MW/2x4.648 (mechanical/electrical) power. The power plant building has 31 m. length, 17 m. width, and 22m. height. The environment elevation level of Cevher I, which has a turbine axis elevation of 952,10 m., will be 956,45 m. 6 ÖZCEVHER ENERJ ELEKTR K ÜRET M A. . CEVHER I-II HEPP PROJECT ENVIRONMENTAL MANAGEMENT PLANT Cevher II Power house will be placed on the left coast of the Ac su Creek, at approximately 1 km. east of Hamuryayurdu Plateau, in the way that tailwater elevation will be 1269,20 m., which is equal to the highest water level of Cevher 1 regulator. Power plant building will be composed of horizontal-axis pelton type units having 2x3 69 W / 2x3.54 (mechanical / electrical) power. The power plant building has 33 m. length, 16,30 m. width, and 20,0 m. height. The environment elevation level of Cevher II, which has a turbine axis elevation of 1272,55 m., will be 1275,85 m. Energy Transmission (Its Connection to the National Electricity System) At the plant, the energy, which is produced at 6.3 kV, will be transferred to 34,5 kV switchgear after it is raised to 34.5 kV voltage level by unit transformers. For this purpose, 34,5 kV metal guarded indoor switchgear is thought to be built for inside of the power plant building. The power, which is produced in Cevher I-II HEPP projects and raised to 34,5 kV voltage level, will be connected to Gümü hane Province, Tekkeköy Transformer Station Center, which is at a distance of 30 km with 477 MCM line, as mentioned in the production licence, will be transferred to the national electricity grid. The operations related with the transmission line will be carried out under the responsibility of TEDA . Concrete Plant In the land preparation and construction stage, during the excavation works and tunnel digging operations, excavation materials will emerge. Some of these obtained materials will be used during the filling processes and some (materials which are suitable for concrete productions) will be sold to the crushing and screening plants, which are operated in the region. Therefore, the materials, which will be used in concrete productions, will be provided by purchasing from the crushing and screening plants in the region. Alternatively, a new crushing and screening plant will be built and materials to be used in concrete production will be manufactured. If crushing and screening plant establishment is planned, EIA Regulations shall be met. A mobile concrete plant with a capacity of 20 tons/hour will be built in order to meet the concrete need in the project. Concrete plant will be located adjacent to the construction site. Ready-mixed concrete is an important construction material ; because that it is like plastic and have a consistent firm at the beginning, so that it can be shaped easily and gains strength as it hardens over time ; and is obtained by mixing cement, aggregates, water and some dopants when needed, in accordance with a specific production technology. The raw materials that will be used in concrete production, which will be done in accordance with the scope of the project, are sand-gravel (aggregate), water, concrete additive and cement. Concrete production will be done by combining the raw materials through mixing them. The aggregate materials, which will be provided from the crushing and screening plants and delivered to concrete plants by trucks, will be brought to the aggregate bunker with the help of the wall which is built inclined. The material, which is loaded to the bunkers, will feed the main bunker regularly by conveyor belts; and there, it will be mixed with water, additive material, cement and the ready-mixed concrete production will be completed. Produced ready-mixed concrete will be forwarded to weighing bunkers, loaded to the mixers which will take place under the bunker and be delivered to the construction site. 7 ÖZCEVHER ENERJ ELEKTR K ÜRET M A. . CEVHER I-II HEPP PROJECT ENVIRONMENTAL MANAGEMENT PLANT Project Capacity and the Area Covered by the Project The Cevher I-II HEPP project has been designed to evaluate the range between the elevations 1580-950 m, to contribute to national development with 56,53 GWh energy production at a total installed power of 17,06/16,375 MW (mechanical/electrical) on the Ac su Creek. The whole area that will be used for the project, is within the area considered as forestry and there are no areas used for agricultural activities. Within the scope of the project, as per the Environmental Impact Assessment Regulation dated 16.12.2003 and No. 25318, the Cevher I HEPP (5,74 MW) project was evaluated outside the scope with the Environmental Impact Assessment dated 03 December 2007 and No. 67396 and the correspondences of the General Directorate of Planning, and the Cevher II HEPP (3,66 MW) was evaluated outside the scope with the Environmental Impact Assessment dated 03 December 2007 and No. 67395 and the correspondences of the General Directorate of Planning. Following this opinion of the institution, the processes to obtain permissions from other institutions have been started. In this context, for the use of the land which is considered as forestry, the “Forest Permit " is given separately for Cevher I (65.247 m²) and Cevher II (49.559 m²) HEPP projects with the General Directorate of Forestry confirmations dated 20.11.2008 and as per the Article 17/3 of the Forest Law numbered 6831 which is amended with the law numbered 5192. Permits shall be taken for the areas considered as forest to be used apart from the areas permitted. b) The Location of the Project Available Land Use Cevher I and Cevher II HEPP Project Facilities are located within the boundaries of Trabzon Province, Maçka District, at the south of Akarsu Village, on the Ac su Creek, in the 1/25.000 scaled, G43-d1 numbered section of Trabzon map. The General Layout Plan on 1/25.000 scaled topographic map is presented in the appendixes. (See Appendix-1) Cevher I-II HEPP Energy Project is located in Trabzon Province, Maçka District and on the Ac su Creek. Cevher I Regulator location is on the Ac su Creek, at approximately 1 km. east of Hamuryurdu Plateau, at approximately 16 km. south of Maçka District. The area between the elevations of 1269.20 m. and 950.00 m. of the Ac su Creek is located within the borders of Black Sea Region. Water, which is taken by the transmission channel from Cevher I Regulator,and water which is obtained by the transmission channels from Cevher III-IV-V Regulators, will be transmitted to the forebay and from there to the power plant (HEPP I) with penstock. Cevher II Regulator and HEPP Energy Project are also located on the Ac su Creek, in Trabzon Province, Maçka District. The regulator is located between the elevations of 1580 m. and 1269.20 m.of the Ac su Creek, on the Ac su Creek, at approximately 1.5 km. north-east of Bak ml Plateau, at 18 km. south of Maçka District. The water which is taken from Cevher II Regulator, will be transmitted to Cevher II HEPP through the transmission channel. The Cevher I-II HEPP project has been designed to evaluate the range between the elevations 1580-950 m, to contribute to national development with 56,53 GWh energy production at a total installed power of 17,06/16,375 MW (mechanical/electrical) on the Ac su Creek. The surrounding settlement areas and their distances to the project units are Bak ml Plateau, at 1.500 m. northeast of Cevher II Regulator, Hamuryayurdu Plateau, at 1.000 m. east of Cevher I Regulator and So uksu District, at 1.700 m. south of Cevher I HEPP. In addition to these, there is a Trout Farming Facility (which belongs to Ali Ba ) located at approximately 50 m. north of Cevher I HEPP Project. The facility uses 20lt/sec water and takes water from the south of Cevher I HEPP and from Derindere stream bed which is a side reach. 8 ÖZCEVHER ENERJ ELEKTR K ÜRET M A. . CEVHER I-II HEPP PROJECT ENVIRONMENTAL MANAGEMENT PLANT The farm will take water from Derindere stream bed and HEPP tailwater, after the water is diverted at Cevher I Regulator. The statement, which is taken down between the farm owner and the investor company, is presented in the Appendix-14, the Official Correspondences section. CEVHER I-II HEPP PROJECT ENVIRONMENTAL MANAGEMENT PLANT Water Resources The most important ground source of the project catchment area is the Ac su Creek, which joins the Alt ndere (Meryemana) Creek which one of the two main tributaries of De irmendere Creek. The Cevher I-I HEPP Project will be installed on the Ac su Creek. The Ac su Creek, which rises from the northern slopes of the Zigana Mountains, which are at 60 km air distance to the sea and which reach about 2000-2500 m altitude, flows in the north direction and joins the Meryemana Creek after 20 km, somewhere near the Maçka District. De irmendere, in turn, flows for about 35 km in the north direction into the Black-Sea at the east of the Trabzon city centre. In order not to cause environmental pollution in water surfaces during the works performed within the scope of the project, the provisions of the “Regulation on the Control of Water Pollution” enforced upon publication in the Official Gazette dated 31 December 2004 and No. 25687, the “Regulation Concerning the Amendment of the Regulation on the Control of Water Pollution” enforced upon publication in the Official Gazette dated 13 February 2008 and No. 26786, the “Fisheries Law” No. 1380 and the “Fisheries Regulation” enforced upon publication in the Official Gazette dated 10 March 1995 and No. 22223 shall be complied with. Planned Area Within the area where the planned project is to be installed, the Dereiçi HEPP project is at elevations 1930-1580 m at the downstream section and the Derin HEPP project is at elevations 940- 770 m at the upstream section and there are no improved areas within the project area. C) Protected Areas Within the project area and in its close vicinity, there is no special area as described in the Environment Law No. 2872 under the title “Special Environment Protection Regions” and in the “National Parks Law” No. 2873 under the titles “National Parks”, “Nature Protection Areas”, “Natural Heritage”, “Nature Parks”. The nearest National Park is the Alt ndere National Park, which is about 4 km to the west of the project area. Since this National Park is in a different basin, the project will not have any impact on it. There are no aquifers in the region, which have to be protected as per Law on Underground Waters No. 167. In addition, there are no regions of densely populated areas, areas of historical, cultural, archaeological importance or the like, potential erosion or forestation areas, operated cultivation areas nor aquifers which have to be protected as per Law on Underground Waters No. 167. 11 ÖZCEVHER ENERJ ELEKTR K ÜRET M A. . PRECAUTIONS PLAN In this part, environmental impacts resulting from the works during the design, construction and operation of the planned Cevher I-II Hydroelectric Power Plant Project (including the Power House) and the precautions to be taken to prevent or to minimise such impacts so as not to harm the environment. And the responsible institutions/organizations are explained in detail as follows. The Precautions Plan prepared within this context is given in Table 2.1. 13 ÖZCEVHER ENERJ ELEKTR K ÜRET M A. . CEVHER I-II HEPP PROJECT ENVIRONMENTAL MANAGEMENT PLANT Table 2.1. The Ministry of Public Works and Ensuring Ground Safety - Özcevher Enerji Elektrik Üretim A. . Settlement enforced upon publication in the Official Gazette dated 03.05.2007 and No. 26511 shall be complied with. Permits will be taken as per the “Regulation on the Control of Excavation Soil and Wastes from Permit for Excavation Soil Construction and Wreckage” enforced upon publication in the Official Gazette dated 18.03.2004 and - Özcevher Enerji Elektrik Üretim A. . Stockpiling and Handling No. 25406. In case any cultural or natural heritage asset is found during the implementation stage of the project - Özcevher Enerji Elektrik Üretim A. . Land Preparation Historical, cultural and (land preparation and construction) works will be stopped immediately and the nearest Museum - Subcontractor Firm and Construction archaeological heritage Directorate or Local Authorities will be informed as per Article 4 of Law No. 2863 as amended by - Museum Directorate, Laws No. 5226-3386. - Regional Protection Committee Directorate 14 ÖZCEVHER ENERJ ELEKTR K ÜRET M A. . CEVHER I-II HEPP PROJECT ENVIRONMENTAL MANAGEMENT PLANT STAGE SUBJECT PRECAUTION RESPONSIBILITY Within the Cevher I-II HES project, overall about 111.500 m3 excavation material will be generated. Of this overall amount, about 32.500 m3 will be used in filling operations, and the remaining 79.000 m3 will be stocked in excavation material stockpile areas. The reusable part of this stocked excavation material will be given to the local crushing-screening facilities to get material for concrete, or will be processed in the crushing-screening facility to be installed complying with the requirements of the current Environmental Impact Assessment Regulation, to be used to make concrete. Since the project area is outside the adjacent area borders, the materials that are not reusable may be used in road construction or improvement of rural roads in line with the requests of the Trabzon - Özcevher Enerji Elektrik Üretim A. . Excavation Works Special Provincial Directorate and/or provided that the necessary permits are taken, will be regularly - Subcontractor Firm stocked on the Material Stockpile Areas shown in the 1/25.000 scaled topographical map, without disturbing the creek bed, without causing a change of direction in the creek and without dispersing such over the environment and/or will be taken to the area indicated by the Local authorities to ensure stockpiling and disposal. During road or transmission canal opening, materials shall never be dumped on the slope. The road Land Preparation and canal opening shall be carried out without dispersing the material from the excavation. Excess and Construction excavation material will not be dumped on the slope or the creek bed. All damages to the road or land will be borne by the contractor. Measures to ensure filling and discharging operations at the emission source without watering, splashing will be taken; during material handling and transportation, measures such as covering the top of the vehicles with canvas and keeping the top layer of the material at 10% moisture will be taken. In addition, throughout all activity, the stabilized roads used will regularly be moistened with a - Özcevher Enerji Elektrik Üretim A. . Air Emissions sprinkler, thus minimising dust formation. - Subcontractor Firm Furthermore, the mobile concrete power house is in “List B of the Facilities Subject to Permission” of the Regulation on Control of Air Pollution Originating from Industrial Facilities and thus, an “Emission Permit” will be obtained. In order to minimise the emissions from vehicles, as per Article 7 of the “Regulation on Control of Exhaust Gas Emissions”, enforced upon publication in the Official Gazette dated 04.04.2009 and No. 27190, routine controls of all vehicles and equipment to be used will be made, vehicles requiring - Özcevher Enerji Elektrik Üretim A. . Vehicle Emissions maintenance will be taken under maintenance and other vehicles will be used until such maintenance - Subcontractor Firm is completed. In addition, warnings will be given to operate in compliance with the Traffic Law, and especially care will be given to perform loading operations in compliance with loading standards. 15 ÖZCEVHER ENERJ ELEKTR K ÜRET M A. . CEVHER I-II HEPP PROJECT ENVIRONMENTAL MANAGEMENT PLANT STAGE SUBJECT PRECAUTION RESPONSIBILITY Since there is no waste water (sewage) system in the activity area nor in the near vicinity, domestic type waste water that is formed during both construction and operational stages will be accumulated in the watertight cesspool made in compliance with the “Regulation on the Pits to be Excavated where Sewer System Construction is not Possible,” enforced upon publication in the Official Gazette dated 19.03.1971 and No. 13783, and when the cesspool is full, it will be cleaned by a vacuum truck from the Maçka Municipality, duly paying the cost and the wastewater will be disposed of. To recover wastewaters and the aggregate trapped in the mixer, a “Washing Trommel” and a “Sedimentation Pool” (with dimensions of 4x8x2 m) will be installed in the facility, thereby Waste Water - Özcevher Enerji Elektrik Üretim A. . implementing a recycling operation. Such recycled aggregate material will be reused in filling works, and the water in watering concrete structures. For all water to be discharged into the Ac su Creek within the scope of the project, the provisions of the “Regulation on Control of Water Pollution”, enforced upon publication in the Official Gazette dated 31 December 2004 and No. 25687, the “Regulation on Amendment to the Regulation on Control of Water Pollution”, enforced upon publication in the Official Gazette dated 13 February 2008 and No. 26786, and the receiving medium values and discharge criteria specified in Article 20, Annex-5 and Annex-6 of the Fishery Products Law and Regulation No. 1380 will be complied with. Land Preparation and Construction The personnel employed in the land preparation and construction stages of the project shall carry out construction work on the temporary construction sites. The domestic solid wastes of the personnel employed in the project will be collected in closed waste bins, placed at various points on the area used as the construction site. These solid wastes accumulating in containers will be given to the solid waste collection system of the Maçka Municipality with regular intervals to be disposed of. Of the solid wastes from construction works such as iron pieces, steel, cement bags, packaging - Özcevher Enerji Elektrik Üretim A. . Solid Wastes and material and the like, the recoverable ones will be reused in construction structures, and the un- - Subcontractor Firm Packaging Wastes recoverable ones will be disposed of in compliance with the legislations they are subject to since they - Maçka Municipality are in the special wastes group (Waste batteries and accumulators in compliance with the - Licensed Recovery Firm “Regulation on Control of Waste Batteries and Accumulators, waste tires in compliance with the “Regulation on the Control of Worn Out Tires”). Furthermore, packages and packaging wastes that may arise in all stages of the project will be disposed of in compliance with the provisions of the “Regulation on Control of Packaging Wastes”, enforced upon publication in the Official Gazette dated 24.06.2007 and No. 26562. 16 ÖZCEVHER ENERJ ELEKTR K ÜRET M A. . CEVHER I-II HEPP PROJECT ENVIRONMENTAL MANAGEMENT PLANT STAGE SUBJECT PRECAUTION RESPONSIBILITY At the land preparation and construction stages of the projects work machines such as loader, mixer, excavator, dozer, dumper truck, vibrating roller, concrete pump, etc. will be operated. Maintenance, repair and cleaning works of such machines will not be made at the project site, and shall have been - Özcevher Enerji Elektrik Üretim A. . Waste Oil made at the nearest authorised services and/or filling stations. However, in case such maintenance - Subcontractor Firm is necessarily made at the project site, for disposal of the oil wastes that may be generated, the provisions of the “Regulation on Control of Waste Oils”, enforced upon publication in the Official Gazette dated 30.07.2008 and No. 26952 will be complied with. For temporary storage, handling/transportation and disposal of the medical wastes that may be generated within the facility, the provisions of the “Regulation on Control of Medical Wastes”, enforced upon publication in the Official Gazette dated 22.07.2005 and No. 25883 will be complied with. The hazardous wastes that may be generated during the land preparation and construction stages Medical Wastes, will be stored as covered, ensuring that they do not enter any chemical reactions, as specified by the - Özcevher Enerji Elektrik Üretim A. . Hazardous Wastes and “Regulation on Control of Hazardous Wastes”, enforced upon publication in the Official Gazette - Subcontractor Firm Other Wastes dated 14.03.2005 and No. 25755. Such temporarily stored hazardous wastes will subsequently be delivered to firms certificated by the Ministry of Environment and Forest for disposal. During temporary storage, handling/transportation and disposal of the medical wastes that are generated within this context licensed vehicles will be used, and the “Regulation on Control of Hazardous Land Preparation Wastes”, enforced upon publication in the Official Gazette dated 14.03.2005 and No. 25755 will be and Construction complied with. Since the land preparation works within the scope of the project are to be performed on the open site, it will be very difficult to take noise measures. Noise will vary within the day, but since work will be carried out at day-time (07.00-19.00), noise generation will be restricted. During the works within the scope of the project, necessary measures to minimise noise generation will be taken, considering the requirements to be complied with in the highway vehicles specified in Article 9, and the equipment used in open sites specified in Article13 of the ÇGDYY (Regulation on Assessment and Management of Ambient Noise). In addition, concerning the noise that may be generated on the project site during the construction stage, the provisions specified in Article 23 concerning the “noise criteria for construction sites” in the fourth section of the “Regulation on - Özcevher Enerji Elektrik Üretim A. . Noise and Vibration Assessment and Management of Ambient Noise” will be complied with, and vehicles performing - Subcontractor Firm traffic examinations, exhaust measurements and maintenance will be used. To ensure that the explosions made within the scope of the project do not damage the buildings in the neighbourhood, it is stated that the level of vibration measured on the ground will not exceed the values given in Table 9 of the relevant regulation except for the nearest building, and to ensure that the vibrations caused by construction operations that may generate vibration such as pile driving and the like and by heavy construction machinery do not damage the buildings in the neighbourhood, it is stated that the level of vibration measured on the ground will not exceed the values given in Table 10 of the aforementioned regulation except for the nearest building. 17 ÖZCEVHER ENERJ ELEKTR K ÜRET M A. . CEVHER I-II HEPP PROJECT ENVIRONMENTAL MANAGEMENT PLANT STAGE SUBJECT PRECAUTION RESPONSIBILITY Therefore, it is understood that the vibration generated by an explosion performed using 75 kg explosive will not have a negative effect on the nearest residence locations. In case damage occurs in buildings, the contractor firm will bear all damages. Measures will be taken to protect the employees from the noise caused by machines and equipment during the construction stage and when necessary, to protect the workers from risks that may arise in relation to health and safety aspects as a result of exposure to noise, especially from risks concerning hearing as per the provisions of the “Noise Regulation”, enforced upon publication in the Official Gazette dated 23 December 2003 and No. 25325, drawn up based on Article 78 of the Labour Law No. 4857. During the construction stage, suitable protective equipment such as helmets, ear flaps or ear plugs will be provided to those who work with machines and equipment, to ensure that they are not effected by the noise. This way, the noise and vibration levels during works will be reduce to a level that will not disturb the employees. In addition, complying with the values provided for in the regulations, the noise and vibration released to the environment will be kept at a minimum Land Preparation and Construction level. The social needs (accommodation, resting, cafeteria, etc.) of the personnel will be provided by social Housing and Other facilities installed within the construction site, within the scope of the project. In addition, when Technical/Social necessary, technical and social needs can be met in the nearby residence units, if not available - Özcevher Enerji Elektrik Üretim A. . Infrastructure Needs of the there, in the Maçka district or the Province centre. The staff shall make use of the health centres in - Subcontractor Firm Personnel the Maçka district or the Province centre. It will be ensured that the construction works are performed in compliance with the provisions of the “Regulation on Health and Safety in Construction Works”, drawn out by the Ministry of Labour and Occupational Health and Social Security, enforced upon publication in the Official Gazette dated 23.12.2003 and No. 25325, - Özcevher Enerji Elektrik Üretim A. . Work Safety and the Labour and Labour Safety Statute, enforced upon publication in the Official Gazette dated - Subcontractor Firm 11.01.1974 and No. 14765, which cover the minimum health and safety requirements in construction premises. In the regulator house and power house where permanent personnel will stay, waste water shall be given to the watertight cesspool to be made. When the cesspool is full, it will be cleaned by a sewage Operation Waste Water - Özcevher Enerji Elektrik Üretim A. . truck from the Maçka Municipality, to be disposed of. 18 ÖZCEVHER ENERJ ELEKTR K ÜRET M A. . CEVHER I-II HEPP PROJECT ENVIRONMENTAL MANAGEMENT PLANT STAGE SUBJECT PRECAUTION RESPONSIBILITY These wastes generated in the operational stage of the project will be collected in closed waste bins, placed at various points within the project area and will be given to the solid waste collection system of the Maçka Municipality with regular intervals to be disposed of. The deposited clay, sand, etc. materials which are carried by water and accumulated in the sedimentation pool will be taken from the funnel of the sedimentation pool in regular intervals (when Solid Wastes and full) and will be given to the citizens dealing with agriculture in the nearest residence areas to be - Özcevher Enerji Elektrik Üretim A. . Packaging Wastes used in gardens, free of charge. - Yusufeli Municipality In the HEPP plants no packaging wastes are produced. However, in case non-recoverable packaging wastes are generated, within the framework of the Regulation on Control of Packaging Wastes, these will be collected separately from other wastes and will be delivered to a firm having the license for collecting packaging wastes within the framework of a contract made with such a firm. Isolation lubricants are used in the transformers. In case a major breakdown occurs in the plant, the isolation lubricant that is accidentally spread onto the surroundings or overflows will be covered with an adsorbent such as sand, pebbles or sawdust to prevent its penetration into the surroundings, and subsequently this mixture will be taken into barrels and be stored. Operation Maintenance teams will take samples of isolation lubricant from the valves at certain times to determine air and gas contents. Lubricants with high content of air and gas will be subjected to vacuum treatment to be re-used. The approximate life of the isolation lubricant to be used is 25-30 years. Disposal of isolation lubricants that have completed their economic lives will be performed in licensed disposal facilities, as per the provisions of Article 9 of the 2nd Part of the “Regulation on Control of Waste Oils”, enforced Waste Oil upon publication in the Official Gazette dated 30.07.2008 and No. 26952. Transportation of the - Özcevher Enerji Elektrik Üretim A. . wastes to disposal facilities will be made by licensed transporters. Until they are transported to the disposal facilities, the requirements specified in parts 4 and 5 of the “Regulation on Control of Waste Oils” will be ensured, and they will be stored in temporary storerooms made in compliance with the standards specified in the “Regulation on Control of Waste Oils”. Subsequently, these will be utilized by selling through a tender process to firms licensed from the Ministry of Environment and Forest. In addition, measures will be taken to prevent spillage, penetration, overflow of the isolation lubricants and for rain, and a security pool will be constructed. In all operations concerning isolation lubricants, the provisions of the “Regulation on Control of Polychlorinated Biphenyls and Polychlorinated Terphenyls”, enforced upon publication in the Official Gazette dated 27 December 2007 and No. 26739. 19 ÖZCEVHER ENERJ ELEKTR K ÜRET M A. . CEVHER I-II HEPP PROJECT ENVIRONMENTAL MANAGEMENT PLANT STAGE SUBJECT PRECAUTION RESPONSIBILITY At the stage of operation of the project, the only noise sources are the generator in the power houses and turbines. The power houses will isolate the noise, and there will be no noise outside the building. Noise For personnel working in the power house, protective equipment such as helmets, ear flaps or ear - Özcevher Enerji Elektrik Üretim A. . plugs specified in the “Labour Law” No. 4857 will be provided in areas where noise is very high, to ensure that they are not effected by the noise. In order to ensure the continuity of natural life, minimum instream flow will be released at the flow rate specified in the Report from the regulator to the stream bed. MONITORING PLAN The main facilities to be constructed within the Cevher I-II HES Project are regulator, scouring sluice, fish pass, transmission line, sediment pool, forebay, penstock, power house, tailwater canal and switchgear. The auxiliary units to be used at the construction stage of the project are the construction site (consisting of prefabricated structures) and mobile concrete power house. For the planned project, with the Project Information File, prepared in accordance with the “Selection and Elimination Criteria” specified in the Regulation on Environmental Impact Assessment (EIA), enforced upon publication in the Official Gazette dated 17.07.2008 and No. 26939, the positive and negative aspects, bio-physical and socio-economic impacts of all factors of the project at the construction and operation stages are investigated. With this investigation, all impacts of the project and the measures to be taken against these impacts are scrutinised, in detail. The purpose of the inspection and monitoring program is to guarantee that the impact diminishing measures related to the project are in complete compliance with the EIA, prepared considering the approved plans, permits, conditions and requirements, and the issues and undertakings in the Project Information File. Within this context, the “Monitoring Plan” to be implemented for the project (parameters to be monitored, and where, how and when this parameter is to be monitored, and the responsible institution/organization) are given in the following table. INSTITUTIONAL ARRANGEMENTS In this part, information concerning institutional responsibilities and procedures in relation to measures to be taken and monitoring, the connections of thereof to environmental management, environmental information flow and the decision hierarchy concerning environmental management is given. Briefly, how and with which methods are the monitoring data be used will be described. The environmental impacts concerning design, land preparation and construction, and operation stages of the planned project and the measures and monitoring programs developed to minimise such environmental impacts are given in detail in Parts 2 and 3; and in the precautions plan, environmental impacts and the precautions taken against such impacts and responsible institutions/organizations are given, and in the monitoring plan, reducing measures and responsible parties are given. As per Article 18 of the Regulation on Environmental Impact Assessment, enforced upon publication in the Official Gazette dated 17.07.2008 and No. 26939, within the framework of the Environment Law No. 2872, after the decision “EAI is not Necessary” is granted by the Ministry of Environment and Forest and/or the related Provincial Directorate of Environment and Forest ( stanbul), environmental monitoring and inspection works will be carried out by expert engineers and experts suitable for the project investment in the start, construction, operation and post-operation stages of the investment, with other permits and licenses obtained according to the related legislations. On legal basis, the provisions of the “Regulation on Environmental Impact Assessment”, enforced upon publication in the Official Gazette dated 17.07.2008 and No. 26939 and the “Qualification Communiqué” enforced upon publication in the Official Gazette dated 18 December 2009 and No. 27436 will be taken as basis.
