Project Development Objectives/Outcomes Original/Current Project Development Objectives/Outcomes The main objective of the project is to diminish the risk of impoverishment of displaced persons and contribute to the peace-building process in Colombia by promoting the application of measures to protect their patrimonial assets, provision of land titles for those IDPs whose rights have been protected but do not have legal titles, and proposing public policy initiatives for restitution of properties to IDPs. 7b. Revised Project Development Objectives/Outcomes [if applicable] n/a 4 THE COLOMBIA PROTECTION OF LAND AND PATRIMONY OF INTERNALLY DISPLACED PERSONS – PHASE III P118630/ TF094596 Restructuring Paper SUMMARY The objective of the Project is of the project is to diminish the risk of impoverishment of displaced persons and contribute to the peace-building process in Colombia by promoting the application of measures to protect their patrimonial assets, provision of land titles for those IDPs whose rights have been protected but do not have legal titles, and proposing public policy initiatives for restitution of properties to IDPs. The Grant Recipient, the Special Administrative Unit for Land Restitution, through the Ministry of Agriculture and Rural Development, requested the Bank on July 6, 2012 an extension of 2 years and an additional US$1.0 million from the State and Peace Building Fund. The proposed extension of three months to January 31, 2013 is intended to provide sufficient time for the processing of this request for additional financing. It is important to mention that the proposed changes would not alter the objective, components, activities, or deliverables of the Project, neither would they imply a change to the Project’s safeguards. PROJECT STATUS The Project was declared effective on October 29, 2009. It is being executed with diligence and commitment by the Grant Recipient, Special Admin Unit, and has achieved 91% of the goals regarding protection of IDPs’ land rights, 82% on land titling and 100% of the goals related to the public policies on land restitution. Currently, 79% of the Grant has been disbursed while the Project’s closing date is October 29, 2012. The 2011 external audit has been completed with unqualified results, demonstrating that all agreed procedures and guidelines have been complied with. PROPOSED CHANGES The proposed extension is necessary to complete the processing of the Governments’ request for additional financing of US$1.0 million from the State and Peace Building Fund. 5
