As of June 15, 2013, 152.250 additional people, representing 30% of the end-of-project-target (EOPT) have gained access to piped water through the social connections and standpipes program launched in September 2012. With regards to the reform, the financial equilibrium of the urban water sector, which had been restored, is still maintained without need to adjust water tariffs in 2013. The concession contract between the Government and SPEN (the urban water asset-holding company), was successfully re-negotiated and extended for 10 years as was the case for the affermage contract with SEEN, the private operator. Delays in the implementation of the urban water investment program are being resorbed. Bidding processes are underway and it is expected that all large civil works contracts initially planned except one, would awarded by end of September 2013. Following the long pending issue in the recruitment of the Delegated Contract Management Firm to implement the on-site Page 1 of 5 The World Bank Report No: ISR11140 sanitation sub-component, the project restructuring requested by the GoN was completed on June 7, 2013 with the signature of an Amendment to the FA to reallocate the initial provision of the on-site sanitation sub-component (US$7 million – 8% of the credit) to new semi-urban water supply activities.
