There is a heating area of 5.64 million m 2 currently in Haicheng city, of which Wanhai Energy Source Development (Haicheng) Co., Ltd 1.855 million , Haicheng Aofeng Heating Co., Ltd 1.523 million , Haicheng Xinyi Thermal Power Co., Ltd 1.523 million , totalling 4.73million m 2 , accounting for 83.87% of the total heating area of the city. Of them, “Wanhai” and “Xinyi” have both adopted central heating completely, while “Aofeng Heating”, responsible for heating for the North of Tiedong Yongan Road, currently heated by deconcentrated small boilers, is still in a backward state. Problems are as follows: a Low charge rate b Bad heating quality of certain users Low charge rate is connected with bad heating quality of certain users, that is to say, certain users reject to charge for heating due to bad heating quality, while the bad heating quality is caused by undefined heating regionalization, resulting in a staggered heating pipeline network and the heating radius enlarged, so the water power of the pipeline is out of order. Another reason resulting in a low charge rate, which should be taken into consideration, is that certain users reject to pay for it unreasonably and the existing of a small part of vulnerable groups. In order to solve the existing problems in heating of Haicheng city, especially the seriously unreasonable heating regionalization, which makes the heating in an out-of-order state, the central heating is planned to implement within the general planning scope located to the east of railway, the north of the Chengdong Road and Yongan Road in light of Haicheng urban heating special planning. 1.2 Name, nature and location of the Project Name of the project: the Central Heating Project on the north of Tiedong Yongan Road, Haicheng city Location of the project: west of Shuangshanzi, north of Tiedong Yongan Road of Haicheng city See Fig.1 Page 4 2 Nature of construction: newly-built Investment and construction time: 174.183 million RMB yuan, 55% provided by World Bank, the other 45% will be raised by itself. Construction duration of the project: from May, 2008 to October, 2009 From Jan to March, 2008: Finishing the design of construction drawing From May, 2008 to October, 2008: Finishing the construction November, 2008: The project will go into operation used for partial heating 1.3 Construction Contents of Project The construction includes three 58 MW hot water boilers, 26 heat exchange stations , a first-level pipeline network with a total length of 19.63km and the second-level pipeline of 75.25km. In 21 # exchange stations heating area, Building exchange stations will be built for 70,000m 2 heating area. Central heating area of 3,197,000m 2 can be accomplished on the north of Yongan Road after the implement of the project. The total workforce of the Heat Source Plant is 168, the workforce within the Heat Source Plant is 82, of which, there are 10 managers, 72 productive staff; workforce for the heat network and heat exchange station is 86, who are all newly recruited, of which 26 at the heat exchange station, 60 are network maintainers and managers. The operation of boiler running and water treatment will adopt working in four shifts and three running per day, coal transmitting in three shifts and two running per day, the other workshops, heat network and heat exchange stations adopt interrupted duty with one shift each day and eight hours as a shift. See table 1-1 for the basic composition of the project. GB3095-1996 See Table 2-1 for the details. (2) Sound Environment Quality The noise background value at the factory site and boundary to be selected and that in the surrounding residential area can reach Grade of Standard of environmental noise of urban area GB3096-93 Page 8 6 Among the 26 heat exchange stations, noise in the residential area around the heat exchange stations of No. 2, 5, 11, 16,18,21 has exceeded the standard due to the operating noise of existing boiler houses. 3.2Exhaust gas produced by the project Exhaust gas of this project come from burning of coal in , see table 3-3. There is little sanitary sewage water that will not have any influence on the periphery environment. The water quality of these waste water can meet the requirements of Water Quality Standard of the Sewage Discharged into Urban Sewer CJ3082 - 1999 . 3.4Solid waste produced the project 3.4.1 Solid waste produced by boilers The solid waste of this project are mainly the ash and slag during combustion of fuel coal and a little household garbage. The ash and slag (S1) output is 13986t/a, which is used for the materials of brick making; while the household garbage (S2) with an output of 9.7t/a will be delivered to landfill for Page 10 8 disposal in Haicheng city. The estimation of the ash and slag quantity in the heat source plant is specified in table 3-7. Table 3-9 shows that the annual discharge quantity of each pollutant in boiler room: fuel dust 433.6t, SO 2 572.16t, waste water 2345t, COD Cr 0.233t, SS0.351t, and slag 14751t. After the implementation of this project, all of these small boiler rooms will be shut down, and all the low chimneys will be eliminated, which would improve the environmental air quality of Haicheng city greatly. Table 3-10 shows the emissions and air quality of each pollutant before the implementation of this project and after the implementation of that. Perform analysis, assessment to construction and operation monitoring results in accordance with relevant standard, with the explanation of monitoring site, sampling time and monitoring factor. Assess the result of environment mitigation measures conforming to monitoring results. Discuss or negotiate with environment supervising organization, environment impact assessment group to improve or replace mitigation measures of bad results. 7.1.2 Submitting Time and Monitoring Report Accepter 1Submission of Monitoring Report In construction phase, monitoring report shall be submitted each quarter. Comprehensive report shall be submitted after construction accomplishment. That is quarter report for each quarter in functional phase and annual report for each year. 2Monitoring Report Acceptor: Monitoring report shall be submitted to Environmental official of WB, Liaoning developing and reformation committee project office and Haicheng City Construction Investment Co.,Ltd. 7.1.3Feedback Requirement of Monitoring Report Each acceptor shall give their feedback in a month after receiving the report. Acceptor shall analyze and assess report content within feedback time limit; confirm whether the environment mitigation measures are effective or not; arrange following work and bring forward relevant requirements. Acceptor also shall bring forward improving advice and regulatory scheme (if applicable)on environment mitigation measures within feedback time limit. Page 29 16 7.2 Records and EMP Execution Annals 7.2.1 Record system To ensure efficient operation of environment management system, Haicheng City Construction Investment Co.,Ltd. must establish a perfect record system and retain records in the following respects: requirements by laws and regulations; license; environmental elements and the relevant environmental impacts; training; inspection, check and the maintenance; monitoring data; substandard, the effectiveness of precautionary and remedial measures; information of parties concerned; verification; examination. In addition, proper control over the records aforementioned must be exerted, including: records ID, records collection, catalogue, filing, retention, management, maintenance, inquiry, retention period and process etc. 7.2.2EMP Execution Reports Haicheng City Construction Investment Co.,Ltd. should keep a detailed record concerned with the EMP execution, which should be reported to Project Office in time; the project schedule report made by Project Office must include EMP schedule, such as the schedule and effect of EMP execution. The annual EMP execution reports should be completed within the specified time and submitted to the World Bank. EMP execution report should cover the contents below: Project progress; Implementation of training programs; If there is public complaint, if any, keep records of what they mainly complained, solutions provided and the public satisfaction; Next year’s executive plan for EMP. 8. Training Plan All employees shall be trained with environmental protection knowledge and skills, builders in particular in order to carry out this project smoothly and effectively. Training includes not only the importance and meaning of the planned project, but also different training emphasis for employees in Page 30 17 different position. Training method depends on managing level and the importance of environmental protection position, details in Table 8-1. The field of investigation is same as that of project assessment, being the public within 24km 2 rectangular ranges with the factory site of project as center. Because the construction of the heat-source plant correspondingly substitutes 14 small boiler rooms in the area, totaling 19 sets of boilers, environmental air quality in the area will somewhat be improved than that at present. Residents can completely dispel their misgivings (or worries) on this respect. (2) In view of the situation of a part of residents worrying about that the process of pipeline net construction would produce interference to day-to-day living, the construction unit made a promise to the residents: reasonable arrangement will be made to the construction plan and working area in the course of construction and sensitive places close to residential area and hospitals will not carry out construction at night, and sound-insolating barrier will be set up when necessary; Furthermore, the construction unit will require construction contractor to shorten construction to the full so as to reduce influence of pipeline net construction on the daily living of residents at maximum. (3) According to the opinions that have feedback, a small part of residents opposed building heat- exchanging station near dwelling house. These residents considered that although the influence of heat- exchanging station over atmospheric environment and sound environment has somewhat reduced than that caused by residential districts, the noise produced during the operational period of heat-exchanging station still exists problem that disturbs residents. The construction unit made a promise for this that stations that will possibly generate greater influence over sound environment in residential quarters will install sound-proof cover on the equipment that produces noise to ensure the sound environment in residential quarters to attain the requirement of corresponding standard. Through the 2nd round of work of paying a return visit, most majority of the public have a certain degree of understanding and recognition of construction content of this project, basic clear about the environmental impact that the project will generate and alleviating measures and basically eliminate the worries about negative impact that the project is about to produce. 100% of the public gave energetic support to the project. Page 35 22 9.2 Continuous Public Participation Plan z A random callback survey should be conducted each quarter during the construction period and within 3 years after the project comes into operation. Besides, on-site investigation meeting where there is a public participation should be held annually in the area where environment-sensitive targets are centralized. z Based on the quarterly survey and annul findings, appraise the public and perfect the environmental mitigation measures if necessary. 9.3 Channels for complains of dissension z Establishment and the composition of complaint organizations A complaint system will be established to better secure the legal rights of the affected person and provide an easy, transparent, fair and effective channel for complaint. Therefore, The Leading Group For Accepting The Environmental Impacts Complaints occurred under this project has been set up, which consists of the group leader who are working in Haicheng Environmental Protection Administration, and the members from Environmental Monitoring Station and other organizations for environmental impact assessment. Office for Accepting Complaints, which is affiliated with the Leading Group for Accepting the Environmental Impacts Complaints, is set up in Haicheng Environment Protection Administration. The daily complaints should be accepted and sorted by the Office for Accepting Complaints which shall, after negotiating with the relevant organizations reliable for the complaints, put forward treatment opinions. z Complaint procedures The Leading Group and the Office for Accepting Complaints will accept the complaints filed by the public within one week after the construction starts. Bulletin boards should be erected in all construction sites during the construction term and personnel responsible for the safety & environmental protection should be appointed. Meanwhile, special lines and mailbox should be opened for complaint. The detailed procedures for complaints are stated as follows: In case that the affected person deems that his own right involved in the environmental protection have been violated, he may file a complaint thereof to the Complaint Acceptance Office, in written or verbal form. If a verbal complaint is filed by the affected person, members working in the Complaint Acceptance Office shall make detailed records of the complaint, sort those records afterwards, and submit treatment opinions within two weeks. Page 36 23 In the event that the complainer is not satisfied with the solution provided by Complaint Acceptance Office, he may file a complaint in writing to Anshan Environmental Protection Administration which will make opinions for handing with this complaint within three weeks. In the event that the complainer remained unsatisfied with the proposals by Anshan Environmental Protection Administration, he may, upon receipt of the proposals, bring his complaint to the local court, to be tried and judged by the court pursuant to The Civil Procedure Law of the People s Republic of China. 10.Executing Cost The total cost of EMP have been collected in tab.10-1.
