Has the Project Development Objective been changed since Board Approval of the Project? The share of disbursed funds has risen to 81%. Implementation of three Credit Line for Farmers and Farmer Organizations, Support to Community Seed Funds and Self-Help Groups, and Training and Extension Services has been almost completed and any remaining activities will be completed by the fall of 2014. Under the credit line, disbursements amount to US$3.15 million for 385 sub-loans, representing 80% of the credit line allocation. A total of 95 Community Seed Funds – against the originally planned 65 - have been established in all seven oblasts since autumn 2012 with initial membership of 2,427 farmers including about 13% women. In 2013, for winter wheat and potatoes respectively, the CSF members achieved yields about 56% and 49% higher than they achieved before the project in 2012, and about 35% and 54% higher than national average yields. A very good progress has been made under the Self-Help Group program: a total of 302 groups with 2,050 members including 92% women were established in 59 Page 1 of 6 The World Bank Report No: ISR15385 villages. More than 2,000 farmers have received training under the project. The Weather Information for Farmers sub-component will be completed by the original closing date of the project. The procurement of equipment is well advanced, and the weather forecasting model installation and adoption is underway. The issue is the number of subscribers to weather forecasts, which stand at 116 active subscribers at this time (overall 320 during the life of the project), vs. the original target of 500.
