The Republic of Mali (the Recipient) shall implement the Additional Financing of COVID-19 EMERGENCY RESPONSE PROJECT, through the Ministry of Health and Social Development (MSDS). The International Development Association (hereinafter the Association) has agreed to provide financing for the Project additional financing. 2. The Recipient shall ensure that the activities financed by the AF project comply with the requirements of the Environmental and Social Framework (ESF). This environmental and social commitment plan (ESCP) defines the material measures and actions, provides guidelines for the implementation of specific documents or plans as well as the timetable for their development and / or updating. 3. The Recipient is responsible for compliance with all requirements of the ESF as reflected in this ESCP regardless which Ministry, agency or unit is referenced in paragraph 1 as responsible. 4. Implementation of the material measures and actions set out in this ESCP shall be monitored and reported to the Association by the Recipient as outlined herein and the conditions of the Legal Agreement. The Association shall support the implementation and monitor and assess progress and completion of the ESCP during implementation of the AF Project. 5. As agreed by the Association and the Recipient, this ESCP may be revised from time to time during Project implementation, to reflect adaptive management of AF Project changes and unforeseen circumstances or in response to assessment of AF Project performance conducted under the ESCP itself. In such circumstances, the Recipient shall agree to the changes with the Association and shall update the ESCP to reflect such changes. Agreement on changes to the ESCP shall be documented through an exchange of letters signed between the Association and the Recipient. The Recipient shall promptly disclose the updated ESCP per the requirements of the ESF. 6.
