The Project Development Objective (PDO) is to “strengthen and implement a model for collective reparation of victims at the national and local level, based on documentation and systematization of the selected collective reparations plans”, and has largely been achieved since the restructuring in June 2018. 2. The project has made significant progress in terms of Implementation Progress (IP). Overall disbursements stand at 80% (compared to 37% in May 2018 and less than 18.7% in October 2017). An extension of the closing date (until August 30, 2019) would enable (a) strengthening the Victim’s Unit national and local level information systems by addressing duplication of information intake on collective victims and identifying information gaps; (b) the implementation and scale up of a community level conflict resolution methodology, particularly benefiting indigenous peoples and afro-descendants, and (c) continue supporting the implementation of collective reparations measures that prioritize activities that contribute to closing Collective Reparation Plans (Planes de Reparacion Colectiva – PRCs). The extension would allow the project to further institutionalize the collective reparations model and disburse the remaining 20% of the grant (approximately USD$940,000). The project would also enable it to close with a Satisfactory Rating. 3. Specifically, the project’s key achievements include: The World Bank Colombia: Collective Reparation for Victims through Social Reconstruction Project (P148552) Component 1: Strengthening National and Local Capacities to Implement the Collective Reparation Program. The PDO has achieved largely been achieved for this component. Specific achievements to date include: A. Strengthening National and Local Capacities to Implement the Collective Reparation Program vis-à-vis:  Establishment of Grupos de Apoyo (Support Groups) pertaining to 11 Community Councils in Buenaventura and 60 Comités de Impulso (Impulse Committees) which received capacity building and have been played a significant role in formulating the needs and priorities of the community within the framework of the Integral Collective Reparation Plans;  Developed, implemented, and disseminated strategy collective reparations model that is being integrated into overall Victim’s Unit work;  Produced a diagnostic of conflict resolution models for integration into the collective reparations process;  Designed pilot for strengthening institutional capacity on conflict resolution that may arise during collective reparations; B. Strengthening the capacity of the Collective Reparation Subjects to design and implement collective reparation Plans.  Guidelines for multi-agency coordination to implement collective reparations;  Organized a workshop series to strengthen the capacity of ethic reparation subjects;  Developed a communication strategy to raise awareness on collective reparations process;  Implemented communications campaign to disseminate achievements of the International Reparations Event; and  Disseminated the implementation of the impact of collective reparation measures. Component 2: Delivery of Collective Reparation Measures to Victims. Substantial progress has been achieved in the packaging and delivery of both technical assistance to the beneficiary communities and implementation of collective reparations. Between June 15 through October 18, 2018, 64 reparation measures, 25 measures for ethnic groups and 39 for non-ethnic groups were financed. Out of the 64 measures, 19 of these were satisfaction measures, 5 non-repetition guarantee measures, 2 rehabilitation measures, and 38 restitution measures. The process of implementing collective reparations includes: (i) the design and implementation of the “Measure Form”, (ii) technical assistance to conduct due diligence on the collective measures identified, (iii) design of the selection criteria for measures to be financed by the project, and (iv) the development and consolidation of an implementation mechanism to scale. Prior to June 15, 2018, no reparation measures had been implemented due to procurement challenges which significantly delayed disbursements. The obstacles were associated with the complexity of coordinating a procurement process across multiple ministries as well as procuring the types of goods and services identified in a collective reparations plan. These difficulties have been overcome and the model has been streamlined and functioning well. Component 3: Generating Knowledge and Learning about Collective Reparations. The project has advanced greatly in the area of knowledge generation and learning on collective reparations. An International Conference on Collective Reparations was held in Bogotá from July 16 to 18, 2018 which brought together over 290 participants, including 80 community leaders and survivors from Colombia and delegations from Peru, Chile, Zimbabwe, South Africa, Turkey, Jamaica, Mexico, Malawi, Myanmar, Thailand, Guatemala, and El Salvador. It also convened development partners including Sweden, Belgium, DFID, UNHCR, and the International Office of Migration (IOM). For the event, a book on the Model for Collective Reparations was produced and published, as well as numerous video footage documenting the collective reparations model and stories of impact on collective beneficiaries. Other activities completed by the project include: (i) wide dissemination to government counterparts, academics, think tanks and beneficiaries of the program Entrelazandonos which provides psychosocial support to victims; (ii) delivery of dozens of national workshops between collective reparations communities to learn about the process, (iii) an extensive revision of a digital archive that counted over 328 documents to prepare a report that summarizes the history of the project as well as lessons learned. This is being prepared and will be finalized by the end of December 2018. (iv) The Project has also developed a monitoring and evaluation strategy however it has not implemented it. 5. During the supervision mission in October 2018, the new government counterparts and partners requested a project extension to enable the completion of planned activities and disbursement of funds. The partners included the Presidential Cooperation Agency, (APC - Agencia Presidencial de Cooperacion), the Victim’s Unit (Unidad de Atencion Reparacion Integral a Victimas), Department of National Planning (Departamento Nacional de Planeamiento), Colombian Peace Fund (Fondo Colombia de Paz), and the Swedish Cooperation. The counterparts recognize that while project implementation was initially slow, substantial progress has been made during the last year. The counterparts and Project Team feel confident that an extension of a limited time frame would further contribute to institutionalizing the collective reparations process. 6. The proposed extension complies with the requirements under OP/BP 10.00, for an extension of the loan closing date given that: (i) the Bank received a request from the Borrower, dated November 16, 2018, to extend the grant closing date until August 30, 2019; (ii) the PDO remains achievable within the proposed phased extension of the closing date; (iii) the performance of the Borrower remains satisfactory; and (iv) there are no audit reports outstanding or not acceptable to the Bank. II. DESCRIPTION OF PROPOSED CHANGES 7.The proposed Level II Restructuring proposes: a. Extension of the loan closing date by 8-months, from December 31, 2018, to August 30, 2019. b. Changes in disbursement estimates. It is expected that 100% of the grant funds will be disbursed by the new project closure. 8. The proposed restructuring would not bring any changes to the PDO or the safeguards policies triggered by the Project.
