PROJECT STATUS AND RATIONALE FOR RESTRUCTURING Summary (i) This Project Paper seeks the approval of the Country Director for Senegal to extend the closing date of the Senegal Statistics for Results Facility Project (P146695-TF16010) from October 30, 2018 to January 31, 2019 as requested by the Republic of Senegal in a letter dated October 18, 2018. There are no outstanding project audits and the project is not subject to suspension of disbursement. The project is audited at the end of each fiscal year in accordance with the financing agreement. The last 2017 fiscal year audit was carried out on time and the accounts were certified without reserve. The upcoming 2018 fiscal year audit and the ex post implementing audit will be done when the time comes. 2017 from the Cabinet. Project Background (ii) A USD 2,200,000 recipient executed grant from the Statistics for Results Facility Trust Fund (SRTF) was approved on 2014 for the above-mentioned project. The Grant Agreement was signed on May 12, 2014 between the World Bank and the Minister of Economy and Planning. To build on the positive progress made with the SRF project, the SRF-CF Council approved an additional USD 1 million in March 2017 to strengthen further the production of statistics in line with recommendations of Senegal’s NSDS 2014-2019 and in the context of its long-term economic and social development plan. This additional financing was accompanied with an extension of the closure date from April 30, 2017 to October 30, 2018. (iii) The development objective of the project is to better inform public and private sector decision-makers by filling gaps in the statistical knowledge base in the areas of employment, tourism, construction and services, as identified in the NSDS, as well as build capacity for the production and dissemination of reliable and relevant data. Current status (iv) At the time of receiving the additional funding, almost all the activities of the first phase were completed satisfactorily. The additional financing activities are part of the digitalization of statistical products. Most activities involve migrating to digital solutions for data collection and use. They then require a greater attention in terms of design before starting the implementation. (v) The implementation of these new activities has experienced difficulties related to changes in the management of ANSD, and also to the level of the heads of the technical teams because of departures. Added to this is the arrival of a new accountant who took time to become familiar with the files. This resulted in delays in updating the procurement plan and consequently in the provision of certain goods and services, so that a good deal of the activities could not be completed before the closing date. Even so, some key activities have been completed and satisfactorily completed. These are (i) the extension of the ICC, (ii) the baseline survey of modern businesses on employment, (iii) the matching of the identifiers of the companies of the CSS and the IPRES with the RGE and the RNEA through the NINEA. Regarding the experimental light survey, it was completed but difficulties related to data quality has been noted are being fixed. The overall disbursement rate at the current date is 86%.
