Procurement: (i) it is accepted to register in STEP all delegated contracts with Sahara Conservation Fund (SCF) and SOS SAHEL France and to publish the general procurement plan by November 30th ; (ii) to prepare the project's first year procurement plan by November 30th and (iii) Government to designate a staff to be continuously trained in procurement and the project procurement specialist to organize procurement training sessions to all project implementation agencies. Financial Management: the following activities are expected from the PCU: (i) open the project account by October 30th, 2020;(ii) Prepare an action plan for financial management aspects for the project's first year implementation by November 30th, 2020; (iii) issue the annual activities implementation plan by November 30th, 2020; (iv) acquiring an accounting software by December 22nd, 2020; (v) recruitment of an external auditor by February 22nd, 2021. 3. Conservation: it is expected that the PCU: (i) produces a 5 year action plan for the sub-component 1.1 with the first year actions to be included in project annual activities implementation plan (PTBA) by November 30th, 2020; (ii) follow up of the convention between the government and SCF to be signed by November 30th, 2020; (iii) issue a TOR for the recruitment of a consultant to provide a technical assistance to draft a decree on conservation by January 15th, 2021. 4. Water: the PCU will: (i) produce a 5 year action plan for the sub-components 2.1 and 2.3 with the first year actions to be included in project annual activities implementation plan (PTBA) by November 30th, 2020; (ii) closely follow up the recruitment process of the firms and the lunch of the required studies by November 30th, 2020. 5. Revenue generating activities: the PCU to: (i) issue a 5 year action plan for the sub-component 2.2 with the first year actions to be included in project annual activities implementation plan (PTBA) by November 30th, 2020; (ii) closely follow up the finalization of the convention between the government and SOS Sahel France by end November 2020. 6. Safeguards instruments: The PCU will issue by December 15: (ii) Action Plan for the implementation of Environmental and Social Framework, (iii) the follow up of the implementation of the ESCP, (iv) the elaboration of the grievance management mechanism document. 7.
