The Secretariat is in the process of finalizing disbursement and procurement arrangements. Implementation arrangements consist of a national Multi-Stakeholder Group (MSG) which oversees EITI implementation. The MSG is supported by a National Secretariat, which is also the implementing the EGPS Grant. Moreover, the MSG reports to a high-level EITI Steering Committee which is chaired by the Prime Minister and includes ministers from relevant ministries. Togo is implementing EITI since 2010. EITI-Togo published its sixth annual report of resource revenue in December 2017. In addition to the traditional launch events for the annual EITI Report, the Secretariat, in May 2018, also organized a four-day “Sustainability Forum” in collaboration with the IDA-financed Mining Governance and Development Project. This initiative is laudable given the complementarity of the two activities, especially in the areas of mineral production monitoring and accountability of mineral license management. The Forum also discussed modalities for promoting sustainable mining. A committee has been created to evaluate the impacts of the Forum and consider next steps. Moreover, in early May 2018, the International Secretariat announced that Togo had made “Meaningful Progress” towards meeting the requirements for EITI Validation. As a consequence, EITI-Togo was given 18 months (until November 8, 2019) to implement a total of 12 corrective actions which relate to (i) internal governance structures of the Multi-Stakeholder Group, (ii) transparency of license allocation, (iii) enhanced production monitoring, and (iv) accountability of sub-national revenue sharing and social expenditure. The EGPS Grant will support implementation of the required actions. This will be done through: 1 . Automated reporting of production and revenue data; 2 . Strategic communication and outreach activities, including an impact and perception survey 3 .
