SUMMARY OF PROJECT STATUS AND PROPOSED CHANGES The World Bank SENEGAL - Skills for jobs and competitiveness (P145585) The project was approved by the Board of Executive Directors on December 8, 2014 and became effective on July 14, 2015. Disbursements to date total US$18.84 million. The project is currently rated moderately satisfactory in terms of PDO achievement. Two out of five PDO-level indicators have been fully achieved. The remaining three are on track to achieved by June 2020 which is reflective of the progress made in Senegal in terms of strengthening the TVET system. The restructuring will not modify the results framework. There has been substantial progress under Component 1 since May 2019. The three high technical schools have elaborated and endorsed the Performance-based Contracts (PBCs) to improve the quality of service delivery. A technical auditor was recruited in February 2018 to carry out an external evaluation of each PBC and to certify the level of achievement of the results and propose amendments of the CDP. The technical auditor issued the report which has been used to revise the PBC for the Lycées. Moreover, the rehabilitation of the three lycées to improve the learning environment is approximately 95 percent complete with the remaining works to be completed by March 2020. The Certificate of Specialization (CS) program has (i) trained 4,134 youth and (ii) 1,857 obtained their certificates. In addition to the 4,134 students currently enrolled, an additional 5,710 young people will be trained to reach a total workforce of 9,844. The project has supported the construction or rehabilitation of nine TVET centers: three main centers in Diamniadio, Louga and Tambacounda and six satellite centers in Ziguinchor, Saint-Louis, Diamniadio. However, construction delays have led to an agreement to cancel the TVET horticulture center in Neteboulou. Going forward the Government has agreed that the (i) funds earmarked for the Neteboulou center will be utilized to purchase equipment for the technical high schools (lycées techniques); and (ii) Neteboulou center will no longer be supported from IDA funds. An agreement was reached and signed with the National Office of Professional Training for the construction of cluster sector centers for tourism, poultry farming and horticulture. An additional positive agreement is that there will be a rapid formalization of a public service delegation for the management of the centers. Considering the positive developments under the component, it has been upgraded to moderately satisfactory. Component 2 milestones related to the reform of the TVET sector’s financial system are in place with the 3FPT in operations. To consolidate the gains, the project is in the process of signing the 3FPT’s audit contract and a there is a commitment to share the recommendations, with the 3FPT’s Board of Directors and the 3FPT’s partners in order to implement the recommendations. Moreover, the activities that will strengthen the financial monitoring of the project to provide monthly data useful for the technical management of the project and the reporting expected by the TFPS. Project support under Component 3 for system management, monitoring and evaluation, and project Management is also progressing well. The project has signed an agreement with the National Statistics and Demography Agency to strengthen the M&E functions and data collection system. The Ministry is also piloting the GEMS Kobo tool for data collection and the capacity of Directorate of General Administration and Equipment (DAGE) and CEP has been improved with the addition of staff to support the M&E system and EMIS. The Cellule genre is being reinforced through AFD funds. The proposed changes to the project can be summarized as follows: (i) extension of the project closing date for 12 months from January 25, 2020 to January 25, 2021, (ii) reallocation of proceeds from Category 2: Performance Based Payments, Category 3: FU Grants, and Category 4: TR vouchers to Category 1: GD,WK,NCS,CS,TR & OCex . Overall, the extension will allow for the implementation of remaining activities including completion of all civil works (construction is at 70 percent), disburse the remaining funds and achievement of the overall project development objectives. The government has provided an action plan for the: (i) finalizing the project civil works, (ii) implementing The World Bank SENEGAL - Skills for jobs and competitiveness (P145585) the recommendations of the audit of 3 FPTs; (iii) signing the delegation of public services in March 2020; and revising the Decree of the Certificate Specialization. There are no outstanding audits of the project. II.
