49979 STATUS OF PROJECTS IN EXECUTION ­ FY05 SOPE REGION: AFRICA COUNTRY: BURKINA-FASO Operations Policy and Country Services SEPTEMBER 23, 2005 Report on the Status of Projects in Execution - FY05 Region: Africa Country: Burkina-Faso Introduction The Status of Projects in Execution (SOPE) Report for FY05 provides information on all IBRD/IDA projects that were active on and beyond June 30, 2005. Thus it bridges the gap in information available to the public between the Project Appraisal Document, disclosed after the Bank approves a project, and the Implementation Completion Report, disclosed after the project closes. The World Bank has issued a SOPE Report every year as an internal communication to the Board of Executive Directors. Now, in accordance with the Bank's revised disclosure policy, the SOPE Report is also available to the public. By publishing this improved report, we have addressed one of the main concerns we heard from the public during disclosure consultations ­ that the public has very little access to information on projects while they are being implemented. Readers familiar with past reports will note that projects that closed during the fiscal year are no longer included in the SOPE, since their Implementation Completion Reports are now also disclosed. The FY05 SOPE introduces a new element: in order to disclose project-by-project comparisons of disbursement estimates and actual disbursements, the SOPE report contains a line chart1 showing the original estimated disbursement schedule, the latest approved revised schedule (if any) and actual disbursements for investment operations and a table showing the loan/credit/grant amount and disbursements to date. 1 Notes: · Amounts for Projects in currencies other than U.S. dollars may not match exactly due to exchange rate fluctuations over the life of the project. · Disbursement graphs are not included for Development Policy Loans, which provide quick- disbursing external financing to support policy and institutional reforms. Progress toward achieving development objective(s): With an additional water production of 40,000 cubic meters per day, reliability of water services is now ensured 24 hours a day in Ouagadougou where some areas remained without water for long periods before the project. 163,000 new inhabitants have been connected to the water supply network (58 % of the end-of- project objective). The National water and Sanitation utility (ONEA) has maintained good technical and financial operating ratios including a long record of positive cash flow over the years. ONEA will reach financial equilibrium in 2006 according to the project projections. The Program objective is also the Project development objective (The Bank operation in education). Progress toward achieving development objective(s): The Program indicators show that the objectives set at the beginning of the Project are being met and progress is good. The Project (meaning the Bank operation) will shift to a sub sector-wide approach before the end of the first phase. The Project is also supporting the shift from project to programmatic support, helping to build the capacity of the Ministry of Basic Education, with particular attention to the areas of financial management, budgeting, procurement, monitoring and evaluation, and donor coordination. The primary gross enrollment rate has increased from 45.54% in 2002/03 to 52.25% in 2003/04, and the admission rate into first grade increased from 52.9% in 2002/03 to 67.5% in 2003/04. Girls' gross enrollment at the primary level increased significantly from 41% in 2002/03 to 46.27% in 2003/04. Total Primary Enrollment increased from about 900,000 students to about 1. 28 million students (gross enrollment ratio going from 42% in 2001 to 56% in 2005). Significant progress has been made in enrolling adults for adult literacy programs as a result of the outsourcing arrangement with non-governmental organizations. However, the implementation of the school construction program is extremely slow. The number of classrooms has increased by only 2. 9% in 2003/04. Only 590 out of the 1,811 classrooms planned for this year were constructed. Policy and institutional reforms have also been undertaken. In addition, two commercial safaris were organized by Association Intervillageoise de Gestion des Ressources Naturelles et de la Faune (AGEREF) in 2003 and 2004, and were very successful. Agriculture encroachment in the reserve has been considerably reduced. Progress toward achieving development objective(s): The objective is likely to be met. Prevention and care activities are being scaled up within 22 line ministries (compared to only 12 planned during appraisal) and in 13 pilot provinces. A series of targeted interventions for vulnerable groups was launched in May 2004 (including for commercial sex workers, miners, orphans, and youth). Over 2,500 villages have been reached with project-sponsored prevention activities, and a pilot for community care and support is in the final stages of preparation. National HIV/AIDS prevalence estimates were revised downward from an estimated adult prevalence of 6% in 2002 to 4% in 2003. This revision was a result of: (a) declining HIV prevalence in some of the urban antenatal surveillance sites (particularly in Ouagadougou); and (b) changes in the model used to extrapolate from urban sentinel surveillance data to national prevalence (there currently are no rural sentinel surveillance sites). Although reduced prevalence is in part attributable to increased AIDS mortality, estimated prevalence among youth has also declined slightly, indicating a possible reduction in the incidence of new infections. Progress toward achieving development objective(s): Progress is somewhat slow due to delays in the country procurement process, which has had an impact on the advancement of major works and disbursements i.e. the works are behind schedule. This was partly due the lack of implementation capacity experienced by the two main implementing agencies General Directorate for Roads (DGR) and National Directorate for Rural Roads (DNPR). However, in June 2005, subsequent developments have clarified: (a) the Ministry of Infrastructure has redeployed 5 technicians to DGR and recruited 10 technical staff. The remaining gap (5 people) will be filled between June 2005 and the end of 2006. As regards to DNPR, the capacity was reinforced - all vacant posts have been filled. The Bank and Borrower have established an action plan, including a new calendar for implementation of activities and a revised disbursement schedule. The action plan is in line with the procurement plan geared to reducing the procurement delays and improving disbursements. Additionally, the Borrower will ensure that all executing agencies abide by the new calendar in implementing project activities and reduce unnecessary delays. The Bank will take stock to assess the project status during the Mid-Term Review scheduled for February 2006. The road maintenance program for 2005 is on track. Progress toward achieving development objective(s): The project will accomplish these objectives by providing access to high-quality training and information through distance learning using state-of-the-art communications technology. To-date the construction of the Development Learning Center (DLC) has been completed and the communication and technical equipment have been delivered. Installation scheduled for early September 2005.The DLC staff is preparing the upcoming Global Development Learning Network program to be delivered by the DLC once it is operational. Given the preparation work already done, and the quality of the facilities being installed at the DLC, the project is on track to achieve its development objectives as planned.
