The mission was extended over a period of many months because of a very detailed FM review which included review of the MRRD Incremental Operation Costs. The keyachievements by NSP during this period are as follows: 1. Contracts with Facilitating Partners for rollout in NSP III are under process. Twenty contracts covering 5,751 communities have been finalized of which 18 have been signed. Nine contracts covering an additional 1,056 are near finalization. 2. A Gender strategy has been developed by the Gender Working Group which comprises FPs, NSP and donors. This strategy was reviewed during the mission and has Page 1 of 8 The World Bank Report No: ISR2342 been endorsed for implementation. In order to ensure proper implementation of the strategy, the mission recommends that a Gender Oversight Committee be set up with the Director of Operations, NSP presiding as Chair of the committee. FP input monitoring system has been developed which will allow NSP to monitor the number of FP staff deployed at the district/provincial levels as well as the training provided by FPs to CDCs. 4. A National Head of the Procurement Department has been appointed. 5. A concept note for the `Community Recovery Intensification and Prioritization' for prioritizing NSP implementation in insecure areas using the High Risk Area Strategy has been developed and shared with donors and a unit head for the HRA department has been appointed. 6. There has been a significant increase in the number of engineering trainings provided to FPs by the Engineering Department. 7. A CDC National Public Conference was held from October 19-21. CDC members from over 600 communities attended the conference of which over 150 were female members. CDC members discussed their experiences with NSP, the challenges faced and their aspirations for the future. NSP as a Continuum - NSP from here onwards must be seen as a continuum and there should not be a demarcation wall between NSP II and NSP III. 2. Community Identification Process in NSP III ­ NSP has developed a detailed process for the identification of communities for roll-out in the next phase. For all new contracts, the identification of communities to be covered in the rollout is being undertaken by a joint team comprising provincial MRRD staff, the NSP Provincial Management Unit and the Facilitating Partners. Detailed guidelines have been developed for this identification process. Once this process is completed, FP contracts for the roll-out may need to be amended to reflect the finalized numbers of communities. NSP must send the requests for amendment of these contracts to the Bank as soon as possible. 3. DSCRW - The District School Rehabilitation Window, carried forward from NSP II must be closed as soon as possible, there is no allocation for funding DSCRW in NSP III. 4. Capacity Building - The primary focus of NSP III will be building the capacity of CDCs and to prepare them for taking-on more responsibilities including possibly transforming into Village Councils. This mission recommended that NSP set up a separate Capacity Development Department in order to meet the capacity building demands of NSP III.
