The overall disbursement rate as of October 13, 2017, was 76.2% (99.89 on IDA 4920-NE, 26.35% on IDA D1130 and 25.81% on TF-A2304 trust funds). The project is on track to achieve its development objective. So far it has made substantial progress in the achievement of its key results indicators, which have been already met or exceeded. The total number of beneficiaries covered since the beginning of the project amounts to 99,366 households. This number will increase to 100,085 households once the registration for the regular program in Agadez and Diffa and for the emergency program in the Agadez region will be completed. A total amount of CFAF 18 billion (approximately $ 36 million) was distributed to beneficiary households in the eight (8) regions covered. 2017, the project will have a total of 54,000 beneficiaries, however, the coverage of the permanent safey net program will be significantly reduced when the second cohort of 40,000 beneficiaries will exit the program. As part of the supervision of the productive accompanying activities, a team composed of DFID, the World Bank and the social safety nets project staff visited, on September 13-14, the villages of Goulma Gabi located in Mokko commune and of Goulma Kourdjeni in the commune of Tombokoirey which, in addition to the cash transfer, are also receiving the social package from productive inclusion intervention. During these two field visits, the mission noted with satisfaction the enthusiasm of the populations around the activities of the project. The following activities linked to the Behavioral Component were launched in July 2017 in the three new regions: • The recruitment and training of 375 community relays (170 in Diffa, 105 in Agadez and 100 in Niamey) in 145 villages (80 in Diffa, 50 in Agadez and 12 in Niamey). • The training on the third part of the technical guide for the remaining regions (Dosso, Maradi, Tahoua, Tillabéry and Zinder), for 130 field agents and 1,728 community relays will take place between October 2017 and January 2018. It is envisaged to: (i) conduct a supervision mission on the use of tools and the quality of implementation of the behavioral component; and (ii) a conduct qualitative assessment of the behavioral component in 5 regions (Dosso, Maradi, Tahoua, Tillabéry et Zinder) to inform the next phases of the project. Regarding the cash for work component, the implementation of the first phase 2017 of CFW activities concerned 12,500 beneficiaries in 100 villages. At the present stage, 11,400 beneficiaries have been registered for the implementation of 99 Micro-projects which include of 57% of social infrastructures (school fences, health huts, construction of classroom, housing for teacher or health worker.) After the payment of the first month of work, more than 452 million FCFA (789,000 USD) were transferred to the communities with the creation of 342,000 days of temporary work. The activities continue as planned as well as the activities aimed to enhance the work sites planned as part of the community productive accompaniment activities of the CFW. The mission noted that the environmental and social safeguard reports are produced regularly (every six months) by the project and are of good quality. It appears that all 100 microprojects of the first phase of 2017 of the CFW have been screened and categorized as B2 for environmental and social impact, thus requiring the application of simple mitigation measures.
