No 3 The World Bank Multisectoral Nutrition and Child Development Project (P161770) I. PROJECT STATUS AND RATIONALE FOR RESTRUCTURING A. Project Status 1. The Multisectoral Nutrition and Child Development Project (MNCDP; P161770) was approved on January 19, 2018 and became effective on May 16, 2018 following the adoption of a Project Implementation Manual. The first implementation support mission was conducted from June 19 to 22, 2018. B. Rationale for Restructuring 2. During negotiations, and as documented in the minutes of negotiations, the client requested, and the Bank agreed to, a change in the implementation arrangements whereby a newly created Project Implementation Unit (PIU) located in the Technical Permanent Secretariat (STP) of the National Nutrition Council (CNN) will take over the implementation of the project from the Health System Strengthening and Ebola Preparedness Project Implementation Unit (HSSEPP-PIU). II. DESCRIPTION OF PROPOSED CHANGES 3. A newly created PIU in the STP will take overall responsibility of the management of the Multisectoral Nutrition and Child Development Project (hereafter MNCDP-PIU) and report to the STP. In June 2018, the government signed an ordinance creating the MNCDP-PIU. The MNCDP-PIU will have the overall responsibility for project management including financial management, procurement and monitoring and evaluation (M&E). At a minimum, it will consist of the following staff: 1) project coordinator; 2) financial management (FM) officer; 3) accountant; 4) procurement specialist; 5) M&E specialist; 5) social and behavioral change communication (SBCC) specialist; and 6) nutrition and early childhood specialist. 4. Given the volume and specific nature of subcomponent 1.3 “Results-based financing (RBF) for public health nutrition” (US$10.1 million: IDA US$8.3 million, PoN US$1.8 million) and the technical and management expertise available in the HSSEPP-PIU (including an RBF manual), the project will open a second designated account for the implementation of subcomponenent 1.3 by the HSSEPP-PIU. This will enhance the efficiency of project management and implementation. The HSSEPP-PIU has experience with implementing World Bank-funded project and is currently satisfactorily implementing the HSSEPP. The FM system is adequate to handle the activities under this component. The overall performance of the HSSEPP-PIU in FM was Moderately Satisfactory at the last FM supervision undertaken in April 2018. Auditors have issued an unqualified opinion on the 2016 financial statements of the HSSEPP-PIU, and the internal control procedures in place are adequate. The HSSEPP-PIU has the authorization to manage and implement multiple projects by ministerial ordinance. Figure 1 presents a summary of the new disbursement arrangements.
