SUMMARY OF PROJECT STATUS AND PROPOSED CHANGES The proposed restructuring is to retroactively account for the activation of the Contingent Emergency Response Component (CERC) of the project’s Additional Financing (STEP 2). On June 29, 2020, the Government of the Democratic Republic of Congo (DRC) requested the activation of the CERC upon STEP 2’s effectiveness to respond to the socio-impact of the COVID crisis with a $50 million cash transfer program in Kinshasa. STEP 2 was declared effective on September 8, 2020 and the CERC subsequently activated on September 18, 2020 upon fulfillment of all the CERC disbursement conditions. The Project Development Objective (PDO) remains unchanged, as does the Results Framework (RF). Indeed, STEP 2 already includes a sub-component for cash transfers. Therefore, the CERC is not financing new/unplanned activities, except for them happening in Kinshasa; this province was not in the initial list of targeted provinces. No additional safeguards were triggered. The only change required by the activation of the CERC is the budget reallocation of US$50 million from Component 2 (safety nets)/Categories 1 and 2 to Component 5 (CERC)/Category 5 The CERC program is expected to run for about 12 months and results will count towards existing RF indicators. It will support (i) 71 selected vulnerable communities with (ii) about 250,000 direct beneficiaries (iii) receiving about US$37.5 million in social transfers. II.
