Both PDO achievement and Implementation Progress (IP) ratings remain Satisfactory, reflecting the commitment of the Attorney General’s Office (PGR), the implementing agency. Progress is evident in key aspects of the Project and is reflected in its results: 675,941 people have benefitted from various Project activities; 95,605 families have received legal documents, of which 70,156 received new titles (54% of beneficiaries have been women, either individually or as a couple). All of the five protected areas within the Project area have been successfully demarcated and georeferenced. There are also important advances in the redesign of the Integrated Cadastre-Registry Information System (SIICAR), which is being implemented in the departments of Managua and Estelí. The proposed change is a reallocation from Category 3 (Project Preparation Advance), which has a remaining amount of SDR 755,450.87 (US$1.04 million equivalent), to Category 1 (which includes all Project components). This reallocation will help mitigate the shortfall in dollars due to SDR's exchange rate. The Government had previously requested a partial cancellation and a reallocation of Credit funds. First, a cancellation was processed on March 24, 2014, for a total of SDR 2,591,764.67 (US$4.0 million equivalent) of a total of US$8.0 million originally allocated to Category 2 -- Contingent Emergency Response. The cancelled amount was used for the Honduras and Nicaragua Catastrophe Risk Insurance Project (P149895). Second, a reallocation was processed on March 7, 2016, from Category 2 to Category 1 for the total remaining funds of SDR 2,608,235.53 (US$3.63 million equivalent). This amount was allocated to enhance the design of the Integrated Cadastre and Registry System (SIICAR). III.
