The project development objective for this second phase of the program is to develop the capacity of the Ministry of Natural Resources and Environment, Vietnam National Mekong Committee and relevant agencies to managetrans-boundary water resources and climate risks through river basin approaches and improved water resources data collection, analysis, and exchange. To date, the project has only disbursed US$1.6 million of the US$25 million IDA credit. Project implementation was stalled in 2014 and 2015 due to MONRE institutional and budget issues; only in early 2016 did meaningful implementation begin. Procurement of major contracts for the project remains significantly delayed. The original Feasibility Study ( FS) for the hydromet network was approved in September 2013 and followed the “Master Plan of National Environment and Water Resource Monitoring Network by 2020” which was approved by the Prime Minister in 2007. In January 2016—just after the Project had received budget authorization, the Prime Minister approved the “Master Plan on the National Network of Natural Resource and Environment Monitoring for 2016-2025 with vision toward 2030”. Under the revised Master Plan, the monitoring stations financed under the Project needed to be adjusted. The revised Feasibility Study was approved by the Minister of MONRE on April 12, 2017, thus paving the way for project implementation to proceed. Component 1: Water Resources Management in the Upper Sesan and Srepok (2S) Basins: The 2013 Law on Water Resources mandated MONRE to take responsibility for the State management of water resources. MONRE has selected the 2S as one of the pilot basins to develop a modern water resource management system. Water management in the upper 2S Basin also has transboundary implications as the lower 2S Basin lies in Cambodia. Cambodia is also developing a water resource management system under the Mekong IWRM Phase 3 Project. Under the Mekong River Commission (MRC) component of the Mekong IWRM program, and there is a transboundary project to link water resources management in the Viet Nam and Cambodia parts of the 2S Basin. Status of Component 1: A draft decree for the establishment of a River Basin Management Committee (RBC) is in the final stages of review and approval. An institutional report has been prepared which looks at the various options for the 2S RBC. Formal establishment of the RBC has been delayed, but is needed to attain several agreed results indicators for the project. Consultant assignments for the development of a water resource modelling based “Decision Support System” are underway, and the work plan will be reviewed at the upcoming June 2018 mission. The Water Resources Planning Study for the 2S basin is significantly delayed, and it will not be possible to complete the study as designed during the time remaining in the project. Components 2 and 3: Components 2 and 3: Hydro-Met and Water Resources Monitoring: The 2017 Project Feasibility Study identified 36 monitoring stations, 31 of which are to be funded under this project: (a) Ten water resource monitoring stations, of which 6 are in the Mekong Delta and 4 are in the Central Highlands. A water resource monitoring station measures water quality, hydrological parameters (water level and discharge), and meteorological parameters (rainfall, temperature, humidity, etc.); and b) Fourteen hydrological-meteorological monitoring stations in the Central Highlands, of which 8 are new and 6 are upgraded. Twelve upgraded meteorological stations will be located in in the Central Highlands. The data from these stations will be transferred to 10 upgraded Data Hubs: National Center for Hydrological Forecasting, Department of Water Resources Management, the Viet Nam National Mekong Committee (VNMC), NAWAPI, Two Regional Hydro-Met Centers (Central Highlands and Central-South), and Four Provincial Hydro-Met Centers (Kon Tum, Dak Lak, Dak Nong, Lam Dong). Status of Components 2 and 3: MONRE has finalized detailed designs for the monitoring stations, and contracts for the station equipment supply and installation are expected to be signed by late July. One of two civil works contracts for the monitoring stations has been signed, with the other contract expected to be signed in the coming month. Resettlement for the stations is underway.
