Progress towards attainment of the PDO is Satisfactory and Implementation Progress remains Moderately Satisfactory. a. Implementation of Component 1 (Improvement of Feeder Roads) is delayed but progressing steadily. Works are ongoing in Central, Eastern, Luapula and Northern provinces under Bank funding while for GRZ-funded provinces, contracts for Western province have been signed; but works are yet to commence. The next set of packages in Southern and Muchinga Provinces under Bank funding are reaching the final stages of procurement and would be awarded in the coming weeks. In the provinces where works have commenced, community infrastructure such as market sheds, boreholes, bus-bays etc. are being constructed as part of road construction works. These infrastructure are selected in consultation with local communities through an extensive stakeholder approach to ensure they contribute effectively to development of project beneficiary communities. Since the last mission, Government has taken steps to resolve most of the issues related to procurement delays and this has significantly improved the project’s procurement and contract management processes. Government is also taking proactive steps to address the safeguards issues particularly road accidents as raised in the last mission. Steps are linked to stronger oversight of safeguards compliance. Construction delays due to the effects of the Covid19 pandemic are being 6/27/2021 Page 1 of 7 The World Bank Implementation Status & Results Report Zambia: Improved Rural Connectivity Project (P159330) experienced under this Component, and the Client together with the contractors are making use of contingencies provided in the contracts to adjust for the impacts of the pandemic on the completion of civil works. b. Implementation progress for Component 2 (Institutional Strengthening in the Roads sector) continues to perform satisfactorily within the constraints of the Covid19 pandemic. Component activities have adapted to the use of virtual, remote platforms and more local resources to complete tasks. Some activities under this Component have concluded while others have been extended due to the effects of the pandemic. Overall, activities are progressing as planned. 2. Disbursement increased from US$30.50 million (about 15.25% of the credit) during the last mission to US$41.24 million (about 20.62% of the credit) during this mission. The focus on the next coming months is for disbursements and expenditures to further improve. 3. Covid19 impacts adversely affecting implementation of Civil works under Component 1. Impacts have been the primary cause of delays in undertaking civil works. The Client, Monitoring consultants and contractors continuously deliberate ways to minimize the impacts of Covid19 given the constraints and challenges posed by the pandemic on construction activities. All three stakeholders have expressed their commitment in protecting the lives of construction personnel by following pandemic response guidelines developed by Government of Zambia. In addition, Bank guidelines are being followed. In spite of the challenges posed by the pandemic, innovative opportunities to increase the use of local resources and personnel on civil work contracts are being pursued.
