Among the 7 project components, the project component number 3 named upgrading 110kV system for rural electrfi cation including about fifty 110kV substations and synchronous transmission lines in Vietnam. The EIA is established for 15 sub-projects which is given Power Company No.2 (PC2) to manage. Those are: 1. Luong Son Substation and connecting tap, 2. Chon Thanh Substation and connecting tap, 3. Phu Giao Substation and connecting tap, 4. Giong Rieng Substation and connecting tap, 5. Ca Mau 2 Substation and connecting tap, 6. Hong Dan Substation and connecting tap, 7. Ngai Giao Substation and Ba Ria - Ngai Giao Transmission line, 8. Thoi Binh Substation and Ca Mau 2 - Thoi Binh Transmission line, 9. Hong Ngu Substation and An Long - Hong Ngu Transmission line, 10. The objectives of the report are * Examination of the current environment status of the proposed project region. * Identification of potential impacts to the environment in the case of the project will be developed ( in the period of construction and operation) * Screening, classification of the impacts ( none, small or major) * Suggestion for the mitigation measures of the negative impacts caused due to developing the project * Suggestion for the environmental monitoring plan * Estimation cost of mitigation measures. Methodology : The method to assess environmental impact is mainly based on environmental checklist method and similar method, those methods are based on constructed projects. Based on the guidance on EIA by World Bank, the potential environmental impacts are classified with levels as follows: a. Little impact or negligible impact: For these impacts do not need to have measures for mitigation. b. Having impact but not much: EIAOF PROJECTS MANAGED BY PC2 2 UPGRADING 110KV SYSTEM FOR RURAL FIECTRIFICATION For these impacts, the measures for mitigation must be shown. c. Significant impact: For these impacts, they are necessary to have strict research, and measures for precaution have to be designed more carefully. EIA OF PROJECTS MANAGED BY PC2 3 UPGRADING 110KV SYSTEM FOR RURAL ELECTRIFICATION CHAPTER II PROJECT DESCRIPTION 1. SCOPE OF THE PROJECT: The project includes 15 sub-projects located at south Provinces of Vietnam : Binh Thuan, Ninh Thuan, Binh Phuoc, Binh Duong, Ba Ria - Vung Tau, Kien Giang, Ca Mau, Bac Lieu, Dong Thap, Soc Trang and Vinh Long. The scope of the project consists of: + Fifteen I10kV substations with total installed capacity of 405 MVA, all of them are the new one ; + 15,771 km of double-circuit 1 10kV TL (these are the connecting tap from the national grid to substation); + 81.797 km of single-circuit 110kV TL (these are the long line, connecting the national grid from one place to substation located at another place. There are 4 TL like that). SUBSTATION DESCRIPTION: All substations are built following semi outdoor type : the transformer, busbar, and some of equipment used for switching and measuring are arranged outdoor; protecting equipment and distribution switchgear are arranged indoor, in control room. The substation is separated with outside by fences. The dimension of substation is around 50mx70m. All substations are located near transportation road, easy for tranporting the equipment and materials in the construction phase and comfort for connecting to local distribution network in the operation phase. The access road is also built at the same time and staff house may be included in the case the substation stay far from the town. For this project, all substations are the new one and the proposed locations are agricultural land in which growing paddy, cashew, manioc or fruit trees. 3. TRANSMISSION LINE DESCRIPTION: The TL transmits the power from national grid to the substation, at this the power will be transformed from high voltage level to lower voltage level. The TLs are supported by 20m centrifugal concrete pole or steel tower and isolated by strings of insulators and steel cross-arms. The foundation are made of reinforce concrete for steel tower or blocking foundation for 20m centrifugal concrete pole. The average span (the distance between two pole) is around 200m. The ROW, following the typical design of the pole, will be 13m in width (in the case of single-circuit) or 15m in width (in the case of double-circuit). E1A OF PROJECTS MANAGED BY PC2 5 UPGRADING 110KV SYSTEM FOR RURAL ELECTRIFICATION The TLs are overhead line type, with the safety distance from conductor to the ground, obeyed The Norm of electrical equipment 1 ITCN-19-84, Clause 11.5.93 and 11.5.107, are : " 7m for high density area; " 6m for low density area. Giao TL The TL 110KV is stretched through paddy field, hill, rough land on the territory of Ba Ria town and Chau Duc district, Ba Ria Vung Tau province. EIAOF PROJECTS MANAGED BY PC2 6 UPGRADING 110KV SYSTEM FOR RURAL ELECTRIFICATION Thoi Binh Sub. is located next to Tac Thu road - Thol Binh Sub. & Ca Mau - Thol Thoi Binh town, on the plain of Thoi Binh Binh TL commune, Thoi Binh district, Ca Mau province. The TL 110KV is located on the plain of Ca Mau city and Thoi Binh district, Ca Mau province. Hong Ngu Sub is located on the paddy field of An Thanh B hamlet, An Binh A commune, Hong Ngu 9 Hong Ngu S. &district, Dong Thap province. Hong Ngu TL The TL 110KV is located next to Highway No.30 on the area of Tam Nong district, Hong Ngu district, Dong Thap province. Dai Ngai sub. is located next to Highway No.60, on Dai Ngai & Soc Trang - Dai Ngai the paddy field of Ngai Hoi 2 hamlet, Dai Ngai commune, Long Phu district, Soc Trang province. The TL 110KV is stretched through paddy fields, canals, and on the left side of Highway No.60 of Soc Trang province. on the paddy field and the right side of Phuong Cuu 11 Ninh Hai Sub. road, Binh Nghia hamlet, Phuong Hai commune, Ninh Hai district, Ninh Thuan province. Bu Dang Sub. is located on cashew and pepper land 12 Bu Dang Sub. in hamlet No.2, Minh Hung commune, Bu Dang district, Binh Phuoc province. next Loc An road, 450m far from interprovincial 13 Long Dat Sub. No.44, on the agricultural land of Phuoc Hoi hamlet, Luong Son commune, Long Dat district, Ba Ria - Vung Tau Province. next to provincial road No.54, on the paddy field, 14 Binh Minh Sub, region No. 20lof Dong Hung hamlet, Dong Thanh commute, Binh Minh district, Vinh Long province. Tan Uyen Sub. is located on the lelf of No.747 road, 2km far from Tan Uyen town, on the territory Tan Uyen Sub. &Bof Tan Uyen district, Binh Duong province. The TL 110KV is paralled with No.747b interprovincial highway, on the Thuan An and Tan Uyen district, Binh Duong province. RESETTLEMENT PLAN OR INDIGENOUS PEOPLES DEVELOPMENT PLAN Base on the surveys of consulting companies, the affection of sub-projects to local people is not significant, no need to have a resettlement plan. In addition, there are not any affection to indigenous peoples' areas, therefore the indigenous peoples development plan is not necessary. 5. AFFECTED LAND The affection on land is classified in two cases + Permanent affection : including the area required for building substations, the area of ROW (in that area, forbid to built new house, forbid to grow any trees which have ability to reach the TL at the distance less than 3m); + Temporary affection : some affect in short-term (in construction phase) such as affect due to building temporary roads served for construction job. Total of permanent affected area is 1.375.772 m2 Total of temporary affected area is 141.618 m2 The affected land of each sub-project are presented in table 3a below. 6. PERMANENT ACQUISITION LAND The permanent acquisition land is the land that the Government entrust to EVN and EVN has the responsibility to compensate for the former users. The permanent acquisition land includes the land required for building substations and the land required for building pole foundations and anchors. Total of permanent affected area is 96.269.7 1m2, in which 78.614m2 are required for substations. The acquisition land for each sub-project is shown in table 3b. LEGAL REGISTRATION AND POLICY . The EIA is based on: + Feasibility report of the project that is submitting to EVN. Agreement documents about substation position and transmission line route by Authority of provincial people's committee. + Environmental legal documents as follows: - The laws of environmental protection dated 27 December 1993 by The Republic Socialist of Vietnam: The laws regulate the prevention of impacts to protection and improvement of the ecology environment. "Environment" is defined that is natural environment and environment created by human, including air, water, sea, soil, mine, minerals, forest, grass field, desolated and waste life, trees, natural vestiges, historic ruins, natural reservation, interesting landscape, cities and villages etc... - The laws of forest protection and forest development: The laws regulate the management, development and use of forest, the prevention of forest destruction, the enhancement of responsibility and the encouragement for institutions/individual of forest protection and forest development, the discovery of forest benefits for the purpose of national protection and the national development. - The Decree by Vietnam Government dated 18 October 1994 on the guidance for the implementation of environmental protection law No. 175/CP. - The circular letter No. 490/1998/TT-BKHCNMT of Ministry of Science - Technology and Environment of Vietnam dated 29 April 1998 on the guidance for the establishment and inspection of EIA report for the investment project. - The guidance of EIA supplied by WB, include: EIA OF PROJECTS MANAGED BY PC2 16 uPGRADING 110KV SYSTEM FOR RURAL ELECTRIFICATION + Operational Policies 4.01 :Environmental Assessment + Operational Directive 4.20: Indigenous people ± Operational Directive 4.30 : Involuntary Resettlement + Legal documents on standard, safety as follows: - The Decree No. 54/1999/ND-CP of Vietnam Government dated 8 July 1999 on high voltage power network safety. - Regulation of power equipment - part II - Power transmission line and distribution system No. II TCN 1984. 2. ENVIRONMENTAL MANAGEMENT Presently, the environmental management is classified as follows: + The Ministry of Science - Technology and Environment (MOSTE)f Vietnam is highest organization of Vietnam about environmental management, the organization to be responsible on the guidance for the establishment and inspection of EIA report for the investment projects. This project is classified as the project of type II that is required to need registration to come up to the environmental standard. The project is required to establish and analyze the environmental impacts report. + The Department of Science Technology and Environment (DOSTE) is responsible on environment m each province, it belongs to MOSTE. The DOSTEs are assigned by the MOSTE to inspect, supervise on implement ratification of EIA reports, environmental standard registration forms and environmental protection regulations in operation in its field of action, and to treat according to the law with violating cases. After receiving environmental standard documents of the project of type II, the DOSTE is going to examine and to issue a enviromnental standard certificate. + In addition, at district level, there are organizations to be responsible on environment belonging to the DOSTE. EIA OF PROJECTS MANAGED BY PC2 17 UPGRADING I10KV SYSTEM FOR RURAL ELECTRIFICATION + EVN is going to supply the guidance to environmental protection in power sector EVN will entrust to Power Company No. 2 (PC2) the direct responsibility for management of total the project program, PC2 has to submit the environmental standard registration forms to DOSTEs. + In the construction phase, groups of supervisor will be set. up, these are contructor supervisor, investor supervisor and designer supervisor. These supervisors are founded by relevant organization and also have the responsibility of environmental monitor. + Power Transmission Company No.4, the body will manage and operate project, has responsibility of inspection of power network operation. To this project the environment issues are specifically as follow: 1. THE IMPACTS ON PHYSICAL ENVIRONMENT The kinds of impact on the physical environment examined here is the affections of the project on hydrosphere, atmosphere, and geosphere. According to the properties and scope of the project which is concerned above, the project has no affection or inconsiderable affection on physical environment forms. The project does not cause waste which have ability to pollute or contaminate water quality (surface and underground water), air and ground quality around the construction. The construction in time of being constructed and put into operation does not change properties or value of land, water and air. However, in the construction phase, the project can have affects on land forms mainly because of foundation construction. In addition, dust and noise created in construction jobs can disturb to human and animal population around the site, the moving can destruction crops and trees. 2. IMPACTS ON BIOLOGY ENVIRONMENT AND ECOSYSTEM According to Decree No.54/1999/ND-CP issued by GOV on the safety protection of HV system, to 110kV transmission line, the ROW is limited by 2 straight planes on 2 sides of the line, parallel with the line, with distance to the external line when the line is quietly stay is 4m, trees which are out of ROW must ensure so that when trees fall, the distance from parts of the tree to conductor is 0,5m and the straight distance from conductor to top of the tree is not smaller than 3m. Therefore, if the tree can grow and reach the conductor at the distance less than 3m, then that tree has to be cut down. Tree-cutting will have particular affect on biology resource and ecosystem. However, the sub-projects are mainly located in exposed area with cultivated land, no have any sub-project run across forest or valuable natural resource. They are also not affect to any critical flora and fauna. IMPACTS ON CONDITIONS WHICH HAVE DIRECTNAlFEcr ON HIU MAN LIFE 3.1. Affection on residential area The affected residential problem will be explained in a particular other report, this problem is planned for Resettlement Action Plan (RAP). In that report will bring up the status of PAHs, simultaneously bring up solutions for compensating and recovery for PAHs living. Also in this report, standards of environments for residential area protection and decrees, circulars of the government are strictly applied. 3.2. Affection of electromagnetic field on health of human, animals According to branch standards: "the permissive level of industrial-frequency electric field strength and regulation of working place checkingn stipulates on permissive level of industrial-frequency electric field strength based on working time, walking in the affected field. However, in the typical design, the distance from conductors to the ground should be bigger than 7m ( in high density area) or 6m (in low density area), at that distance, the electric field strength so low (around 2.5kV/m). Therefore with the residents who live under the line route, electric field will not affect on health. 3.3. Affection of electromagnetic field on wireless communicating constructions There is no wireless communicating constructions near the line route. 3.4. Affection on area landscape, historic relic zone, temples, pagodas The specification of the connection line and substation is located on town area. So the examination of affection's construction with landscape, military region, airport, historic relic, temple, pagodas must be considered in design period, and can be seen as standards during chosen period in order to avoid above areas cause affection of the project on the environment. 3.5. Affections because of remain effects of wars Because the substation location and connecting line goes through many areas, when the construction is carried out, there is no way to avoid the former wars' remain effects such as: bombs, mines ... which are not disarmed yet in the area of ROW. In the process of investigation, design this problem must be specially considered in order to minimize the negative effects which can happens to human and surrounding area. 3.6. Affections of constructions on fire and explosive safe problem The constructing solution of line route and substation does not use dynamite but excavating solutions. However, we need to warning the ability of firing because of using cooking-fire in the constructing phase. EIAOF PROIECTS MANAGED BY PC2 23 UPGRADING I 1KV SYSTEM FOR RURAL ELECTRIFICATION 3.7. Affections of noise, vibration, pollution In the constructing phase, it can cause noise, vibration because of the operation of machines, vehicles. In the operating phase, the noise of corona charge when has small rain or humid air... are not included. 3.8. The safety and health of workers The safety methods in working for constructing worker as well as operating worker must be strictly applied according to safe laws in working of Vietnam GOV. Must attach many importance safety methods with workers when constructs the line route such as: - Work of explosive disarm before construction (if have) - Work of safety when transport devices and materials - Work of excavation and founding of pole-foot - Work of pole and insulator beam installation. - Work of conductor spreading, connecting stringing, sag taking and other accessories installing. Besides, in the process of construction, the methods of hygiene and health service must be considered in order to prevent and treat common diseases such as: malaria, typhoid, diarrhea... To have positive methods in order to reduce affection on the health of workers. FIA OF PROJECTS MANAGED BY PC2 24 UPGRADING t10KV SYSTEM FOR RURAL ELECTRIFICATION CHAPTER VI MITIGATION MEASURES Mitigation measures for negative impacts of project will carry out on the selection of substation location and line route and happen in 3 phases: design, construction and operation. 1. IN THE DESIGN PHASE In the design phase, the selected alternative must guarantee the eco-technology of the project, and consider the project's affection on environment and search for the methods to reduce, limit the negative affection, particularly is: + With the ecosystem With trees which are in the ROW, that means trees can affect the line route, must be cut down. According to forest-protecting law of Vietnam, tree-cutting can affect the environment is strictly controlled. Therefore the chosen of position for substation and connection line is tried to avoid going through bushy forest. All TL's alternative of the project goes through rice field, coffee, pepper, cashew... The substation are located in exposed area, in its fence, below the transformer location, it is arranged a concrete oil pit, big enough to absorb complete content of transformer oil in the case of spillage. The transformer shall be isolated and cooled by oil without PCBs. + With the residential area - The process of chosen the substation's location and drawing the line route is considered and calculated in a best way in order to avoid people's houses. With the line route compels through resident area, need to apply all methods to avoid cutting houses by making anger steering with minimum value. - The technical solutions will be applied absolutely: design the reasonable distance between 2 poles, using technical applications about: pole, beam, anchor wire, foundation in positions that can have minimum effect on houses and constructions. + With the communicating The line route is designed to goes far from important wireless communicating constructions therefore the problem of interference and dangerous affections on the communicating line is not considered. EIA OF PROJECTS MANAGED BY PC2 25 UPGRADING 11(0KV SYSTEM FOR RURAL ELECTRIFICATION + With the landscape, military zone, airport, historic relic area , place with temple. pagoda as well as other constructions. Along the selected line route, by practical investigation, there is no area of historic, cultural relic, not going through military zone, temple, pagodas, airports and not cause affection on area landscape, corresponds strategy of reducing affection of the project on the environment. + With the area affected by the former wars: In the process of chosen the substation's location and line route, the most particularly concerned problem is to consider the affection left by former wars such as: bombs, mines ... which belongs to the ROW. Because the specification of the tine route is to go through remote area so that can not avoid the possibility of the line route to go through areas which have not disarmed bombs, mines. However, this possibility is not high and will be specifically considered in constructing design stage. + Different technical solutions in the selection of line structure to overcome the negative affection of the project on environment: - Conductor: cross-section of conductor is chosen by economic current density is 1, 1A/mm2 and calculated based on limited pressure regime with air temperature and highest internal loading capacity (wind). - Insulator: is chosen according to current regulations. The area which is passed by the line route is far from sea, not to go through dusty and poison-gas area. Therefore the affection on atmosphere pollution with insulator is calculated at low-polluted level (IEC standards). Insulator of substation and line route is used with porcelain or tempered-glass insulator. Accessories is chosen to fit the size of conductor, insulator and to ensure the safe factor according to regulation. - Earthing: the substation and line route is earthed according to branch's procedures to ensure for safe operation as well as people at residential area. + Pole, foundation: * Use galvanized steel tower on the whole of line route. * Use reinforced concrete foundation on the spot. The calculation and selection of solutions of line structure is based on climate condition in the current electric-equipped procedure TCN-19-84. In design calculation, if the conductor arrangement on the poles which have the distance from conductor to the ground is calculated 8m for lowest and the other safety distance are EIAOF PROJECTS MANAGED BY ?C2 26 UPGRADING Il0KV SYSTEM FOR RURAL ELECTRIFICATION carried out pursuant the norm, the electric strength under conductor from heart of the line out has the much smaller value compared with the standard of WHO and norm promulgated by the branch is <5kV/m. Therefore, worker can work under the line route normally. 2. IN THE CONSTRUCTION STAGE In the process of construction, have to make methods of construction arrange management which obey procedures, norms of current construction as well as consider impacts affected on environment in process of construction in order to find reducing, minimizing methods of negative affection. The reducing strategy in the construction stage is as below: 2.1. Methods of constructing management The logical constructing management, the process of construction finished in every constructing items, every line route section, will reduce the temporary land-acquired time. The work of constructing line route; tree-cutting, plan removing, foundation- digging, equipment and material transportation, pole raising, line stringing... will definitely cause affection on environment. Therefore, have to make particular reducing methods: + Work of bomb, mine disarming: the first work which need to carried out before construction is work of bomb, mine disarming in the area passed by line route. If there is any carelessness in this work will cause serious effects on human life and people's properties, bad affected on area's environment. According to preliminary investigating data, there is no area which needs to disarm bombs, mines. + Work of tree-cutting, ROW removing: apply methods to reduce affection of tree- cutting. At the area which has soil has possibility of erosion, after cutting high tree in the ROW, need to remain other kinds of tree which do not have ability to grow higher the permissive limitation of the line route in order to keep soil and exclude ability of desertification. + Work of construction of temporary road: work of defining temporary road serving project's construction was considered carefully in design stage and decided before the construction is carried out. In order to reduce affection on environment, main reducing methods are carried out: - Temporary road begins from existing roads: main avenues (national highway, provincial road...) which are convenient for transportation, near the impossible nearest line route and are located based on below standard: EIA OF PROJECTS MANAGED BY PC2 27 UPGRADING 110KV SYSTEM FOR RURAL ELECTRIFICATION * Avoid forest area, preservation area, area of lake, pond ... * Must embank the road to avoid erosion, carry out the compensation for crops, industrial trees, temporarily or permanently land acquirement to serve the line route's operation. * Get agreement with the line-pass-by local authorities. + The safe methods of the construction of temporary road and line must be carried out in accordance with regulations and order of works. * With the transport of materials and equipment: the transport of material and equipment must use crane, special trucks, trucks and primitive trucks, Means of transport must be load checked before use, wrapping rod must be guaranteed and obey safety regulations of transportation. * With foundation-digging and pole-building: must obey strictly safety methods when excavate for foundation. The construction of foundation, pole is mainly carried by hand- made. + To cany out the safety methods in the installation of pole, cross-arm, insulator. The safety methods of conductor spreading, connecting stringing, sag taking and other accessories installing must obey the regulations: Workers who take part in above works must obey working technology, safety regulations (wearing hat, gloves...), concentrate on works. All of workers must be taught of works which they are in charge with and be popularized with safety process of working. All equipment, constructing devices must be checked on quality and quantity before use. Depending on part of work, except in-charge agent, constructing commander must choose a man who is in charge of safety monitoring. This man has duty to check producing devices, labor safety equipment and regularly remind worker in time of working. Besides, in order to reduce work of compensation for crops along the ROW, the works of conductor stringing, transport poles to installing position are carried out after the harvest of crops. 2.2. Tents for construction By the specification of line constructing, the work is mainly in remote region so that workers should choose location of tents is at villages for the convenient of food and foodstuff, man-power supplement. EIAOF PROJECTS MANAGED RY PC2 28 UPGRADING 110KV SYSTEM FOR RURAL ELECTRIFICATION With the difficult area for construction, establishment of tents will be arranged near the line route and the constructing work here is quickly carried out. Therefore, just need temporary tents with limited number of workers. Health protection for worker in time of project construction is carried out obeying particularly regulations of health service, food hygiene. Each independent group will choose an agent with professional health service and has ability to take care of medicine, prevention, and cure common diseases and infection diseases via drinking water. 2.3. Safety of fire, explosive The construction method of line route is not used explosive-cause methods but only primitive excavation. The arrangement of location of concentrate constructing group must avoid possibility of fire by using cooking-fire. 2.4. Pollution caused by noise During process of construction may cause noise, vibration because of machines of transport, constructing devises. The devices for construction of the project are the ones that cause less noise, vibration. The pollution level of noise, vibration of environment during process of construction is not considerable. Generally, during the construction stage, with overcoming methods of negative affection on environment as above, the affection of the project on the environment is not considerable. 3. DURING THE STAGE OF OPERATION 3.1. Work of management, operation, repairing, and maintenance of the project The management of repair and operation power grid which belongs to project's scope includes: work of repair, regular maintenance and repair, timely surmounting line faults are directly taken by Power Transmission Company No.4. To reduce negative affections, to limit types of line fault ensuring the power grid to operate safely, not cause affection on the enviromnent. During the process of operating management, operator must obey strictly and sufficiently regulations of safety methods when doing management, operation, repair high, low voltage line route. There must be task-ticket regime, operation ticket and permissive procedures according to regulations. To obey the specific regulations of main safety methods as below: - Safety methods when working at substation. - Safety methods while touching electrical equipment. EIA OF PROJECTS MANAGED BY PC2 29 UPGRADING 110KV SYSTEM FOR RURAL ELECTRIFICATION - Safety methods while taking the work of management, operation, repair the high, low voltage line route. 3.2. Management of land, trees that violate the ROW The main responsible agency is Power Company No.2 (PC2): - The PC2 will hold to inspect, to control land which are in the ROW belongs to managing area, to timely find out violations of houses, trees... which locate in the ROW, then we have timely preventing and treating methods. Cutting trees which violate the ROW is carried out after informing possessive organizations, local authorities, and individuals at least 10 days. They have to cut trees, branches out of ROW and range of protective substation. Possessive local organizations, individuals supervise tree-cutting and the use of trees and braches which are cut. Forbid strictly taking advantage of protecting safety methods and repairing of power grid to cut trees disorderly. 3.3. With temporary road: All of temporary road for construction will be destroyed when the project is completed and carried out recovery methods such as leveling, grass growing, and tree growing... All above regulations are base on management methods and reducing methods of affection on environment of management agencies. Due to the environmental impacts of the project are not significant, the alternatives are not different significantly in term of environment. By the way, the criteria of choosing substation location or line route are so strictly for matching the standard and norm of power sector. So, the chosen alternative is optimum not only in term of technical but also in term of environment. CHAPTER VIII DISPOSAL OF POLYCHLORINATED BIPHENYLS (PCB's) All of fifteen sub-projects are the new one. Now aday, the power sector finished using PCB's in electrical equipment. Therefore, the disposal of PCB's is not a problem for this project. ElIA OF PROJECTS MANAGED BY PC2 31 UPGRADING I10KV SYSTEM FOR RURAL ELECTRIFICATION CHAPTER IX PUBLIC PARTICIPATION AND DISCLOSURE Following consultations are carried out: + Informing people about the project during the investigation of socio-economic + Meeting with local authorities, local power company about line route alternatives substation location alternatives, affections of the project on people, environment; discussing and consulting to come to an agreement on alternative with working minutes and agreement document of line route 's direction and substation's location. Following consultations have been carried out and proposed to finish at the middle of November: + Consulting the opinion of DOSTEs and other relative sides (via holding a meeting) about the conclusions of this document; + Distributing the pamphlet for every body who interests but can not have the condition to participate to the consulting meeting above. The pamphlet supply not only the brief content of this document but also inform the contact address in case of the people would like to contribute their opinion + After the meeting, that document will be on display at the commune's people committee for public review. EIA OF PROJECTS MANAGED BY PC2 32 UPGRADING 110KV SYSTEM FOR RURAL ELECTRIFICATION CHAPTER X ENVIRONMENTAL MANAGEMENT PLAN (EMP) The Environmental Management Plan consists of regulations, measures of supervision and mitigation carried out during the project implementation in order to eliminate, overcome and mitigate the environmental and social impacts to the acceptable level. The plan also includes the necessary measures for organization and finance to be able to carry out this project. 1. MITIGATION OF ENVIRONMENTAL IMPACTS Generally, for the areas where construction of lines and substations, we have some the following conclusions - For topography, the lines and substations locations going through areas with a little difference of altitude, mainly going along the main roads, convenient for materials transportation, construction and execution. - The construction will cause some environmental impacts for areas where the lines going through, the most remarkable impact will be to the populated areas with dwellings in the line's corridor, but only in the forms of rearrangement or movement in the existing land lot with small scale, unnecessary to make up a resettlement plan. During construction period, the impact of noise, dust shall be minimize by some of mitigation measure such as : performing all work during daylight, watering construction site and covering truck load. - The sub-projects almost do not influence negatively to the natural environment and surrounding landscape. The substation are located in exposed area, in its fence, below the transformer location, it is arranged a concrete oil pit, big enough to absorb complete content of transformer oil in the case of spillage. The transformer shall be isolated and cooled by oil without PCB's. EIA OF PROJECTS MANAGED BY PC2 33 UPGRADING 110KV SYSTEM FOR RURAL ELECTRIFICATION - In the electric projects, the factors on fire, explosion prevention and fighting and electrical safety always highly concerned, measures for limit have been brought in the Process and Norm of Electricity Sector during the design and construction periods as well as in the management & operation period. - After finishing construction, during the operation period, the project almost does not issue enussions, not to cause noises and to be safe for the inhabitants in the areas. However, the remaining impacts to the environment still exist a little but almost not worth to mention. Summarily, the environmental impact problems for the project is basically that the impact by compensation and rehabilitation houses located in the line's ROW. This problem has been mentioned in detail in RAP document. ENVIRONMENTAL MONITORING PLAN AND PROTECTION MEASURES The Investor is The Power Company No.2 and the Project Compensation Committee (will be set up) having responsibility for compensation to seasonal drops and property damages. The member of the Committee could include : headed by Director or Vice- Director of the Provmice's People Committee, participants are the representatives of functional organizations such as Land Department, Finance-Price Department, Industry Department, Department of Agriculture and Rural Development etc... During the construction period, the project supervisors (belong to investor side, constructor side and designer side) will also undertake environment supervision The provincial environment supervisors (under The Science, Technology and Environment Department), with their functions, will be responsible- - Monitoring, supervising the carrying out of mitigation of the environment impacts during the process of construction and operation of the project. - Managing and checking health status of construction and operation workers and inhabitants. - Managing and checking plants and animals under or neighboring the lines which may be affected by the lines. The provincial power management agencies, during the project operation, have responsibilities. - Carrying out the regimes of checking and controlling periodically and suddenly the operation status of the power network, especially after raining, storming in order to have reasonable treatment measures, ensuring for good operation of the network. The checking and controlling also help finding and preventing the construction of other works which located in the line's corridor and violate the electrical safety regulations and ensure health and life of inhabitants. - Monitoring, recording break-downs, accidents caused annually by the network. Considering abnormal weather and climate changes by relevant areas. Thereby, having prevention and overcoming measures suitably, in time and to restrain negative impacts to environment. - Guiding, supervising agencies, localities, individualities to carry out correctly the government's regulations on safety and protection of the power network. For the transmission network, the contents of periodical checking include: -+ Checking conductors, grounding wires whether they are scratch or break. + Checking insulators whether they are crack or break. + Checking pole foundation for landslide or violated. + Checking poles whether missed parts (due to be stolen), physical form changed (due to clash) or corroded (due to weather, chemicals). + Checking for invasion, invalid housing construction in the line's corridor. + Checking for planting growth in the line's corridor, carrying out to cut off if necessary. After checking, it must to set up reports and recommend for process measures (if having). 3. SETTING UP MANAGEMENT ABILITY AND TRAINING. The current management mechanism is rather sufficient to ensure the environmental management. The chief of investment also is the specialized management agency, having ability to manage the technical problems relative to environment. The Science, Technology and Environment Department is specialized in environment management. Besides, the other management agencies (Agriculture, Land & Housing offices,...) and the inhabitants also support for supervising the environment management. Because of the features of the project scale are small, the impacts of environment are negligible, thus the implementation on duties relative to the environment to be combined with other duties, that is, the project management and supervision staff also undertake the project environment supervision. They should report periodically to the Provincial PC environmetal issues, that report should also sent to relative Provincial managing bodies such as DOSTE, DARD, ect... However, for long term, the training on environment knowledge for relevant officers will be necessary, aiming not only for this project but also for all projects in the area where they will manage. IMPLEMENTATION PLAN AND FINANCIAL ESTIMATE 4.1 Implementation plan: The mitigation of the environmental impacts by the project will be carried out from the beginming of the project establishment. In the primary design, this business has been done by the consulting company with examined and approved by the investor based on the Process and Norm by Electricity Sector and the environmental regulations. During the construction period, this will be obeyed by the construction unit, together with the supervision of the relevant authorities. During the operation period, the mitigation of the environmental impacts will be charged by specialized agencies. The supervision and controlling will be frequently implemented during the project progress since design phase to operation phase. The supervision is based on the present mechanism. It is better to be trained before the project implementation. However, as pointed above, the training is not only to serve privately for this project, but also for all projects in the areas where they will manage, thus, if it is impossible to train soon, the training after that is not also useless.
