Faso - Education Access and Quality Improvement Project (EAQIP) (P148062) Implementation Status and Key Decisions The Project continues to make sound progress towards achievement of the PDO and considerable implementation progress has been observed since the Project became effective on October 30, 2015. However, there has been institutional weakening related to successive nationwide elections and subsequent personnel and institutional changes. Based on data for the 2015-2016 school year, progress was observed on three out of four PDO indicators as expected; the remaining one [(Number of additional students enrolled in early childhood education using IAI programs (Interactive Audio Instruction)] is related to the implementation of the IAI program which is expected to be launched at the beginning of the next school year (October 2017). The following provides an overview of implementation progress made under each component. Component 1: Expanding Equitable Access to Pre-school Education in the two Poorest Regions and Secondary Education in the five Poorest Regions As of June 10, 2017, the construction program is almost complete: for 42 out of the 45 junior and upper secondary schools, the construction was finalized and a provisional reception organized or planned; for two upper secondary schools, contracts for first companies were stopped because they failed to achieve an acceptable implementation pace. New selected enterprises are closely monitored for completion expected by September 2017. Regarding the construction of schools using Public-Private Partnerships, 9 out to 10 schools are progressing as scheduled. The selection of the private beneficiary for the remaining one has been re-launched and the processing is expected to be completed by mid-July 2017. Concerning the interactive audio instruction (IAI), a final agreement has been made with an international firm that will support its implementation in two languages (Mooré and Gulmancema) instead of four languages as originally planned. The contract has been signed and the firm is expected to begin the activities in the country by early July 2017. Component 2: Improving the Quality of Teaching and Learning The School Based Management Committees (SBMCs) which are central in education quality management have been established in 686 secondary schools (all except one school) in the five targeted regions; their training to prepare School Improvement Plans (SIPs) is underway and expected to be completed by mid-July 2017. The inter-ministerial decree on the creation, attributes, composition and operation of the SBMCs, which has been outstanding for a year, was signed in April 2017. This allowed the implementation of a second communication campaign and the planning of the training of SMC members in the development of SIPs. The implementation of the SIP on behalf of each SBMC is expected to start at the beginning of the next school year. The training of a total of 5496 SBMC’s members from 686 secondary schools in eight thematic areas is underway and expected to be completed by mid-July 2017. The training thematic areas relate to: (i) SBMC working environment; (Ii) Rights of the child; (Iii) Assessment of basic social services; (Iv) Participatory micro-planning; (V) Mobilization of endogenous resources; (Vi) Advocacy; (Vii) Partnerships; and (Viii) Monitoring of the SIP. Regarding the monitoring of education quality, a learning outcomes assessment has been conducted at the national level and results will be available in October 2017. After the identification and placement of the sites of the two lycées scientifiques, recruitment of the architect is underway and the physical construction of the two scientific high schools should start in November 2017. It was agreed with the Government to open the two lycees scientifiques by next school entry by using provisory classrooms to be identified in the upcoming weeks. Component 3: Contributing to Strengthening Institutional Capacity at Central and Decentralized Entities The main activities under this component have been completed or launched. These include: (i) the transfer and adaptation of “CampuSen” in Burkina Faso higher education to allow the implementation of computerized management of student data: the contract has been signed with the Senegalese firm as agreed and the work is expected to start in July 2017 so as to test the system by next school entry. The platform equipment for CampusFaso consisting of10 production servers and 9 SAN arrays was delivered. (ii) The reinforcement of statistical data collection: the annual publication of statistics yearbook has been established. In addition, a specific school management tool (tableau de board établissement) has been designed for each individual school to improve school level planning and results based management.
