Implementation of Project Component 1 (SNCC recovery plan) has continued at a fast pace. A total of 32 bidding processes have been launched so far for a total amount of Page 1 of 8 The World Bank Report No: ISR6697 about US$130 million of which 23 contracts are signed for a total amount of about US$ 56 million. It will take a while however for these investments to have a decisive impact on SNCC's transport capacity since (i) track rehabilitation works now need to be implemented with all the newly acquired supplies and equipment, (ii) a major increase in traction will materialize only when the new locomotives are delivered, which is expected to start during the second half of 2013. The first phase of SNCC's retirement plan has been successfully implemented in November/December 2011; 2,267 persons eligible for retirement at the end of 2008 left SNCC with the payment of their departing indemnities and social security pension contributions being made through the grant. 3. The private team recruited to operate SNCC under a management contract is now fully in place. It has begun to implement a program of urgent measures to improve SNCC's efficiency and develop its transport capacity in the short term by better using existing assets. 4. Progress with implementation of Project Component 2 (for strengthening operational performance of SCTP, RVA, CVM, and RVF, and improving transport sector governance) has been slower than expected due to difficulties in procurement and delays in the expected reforms in SCTP and RVA. 5. Activities with Project Component 3 have so far been focused on the implementation of studies and technical assistance under two trust funds financed by the Trade Facilitation Facility. These are expected to clarify priorities for investments to be carried out under the Project.
