For the first time, the SOPE report will include recipient- executed projects (over US$ 5 million). The World Bank has issued a SOPE Report every year as an internal communication to the Board of Executive Directors. In accordance with the Bank's revised disclosure policy, since FY02, the SOPE Report is available to the public. The report is intended to bridge the gap in information available to the public between the Project Appraisal Document or Program Document, disclosed after the Bank approves a project, and the Implementation Completion Report, disclosed after the project closes. Progress toward achieving development objective(s): To date, good progress has been made and most of the physical targets have been achieved. Subsurface drainage and surface drainage works have been completed in 0.84 and 0.4 million feddans respectively. This has had positive impact on yields (exceeding target values), soil salinity and depth to groundwater in the areas where drainage interventions have been completed. Institutional strengthening through training and major upgrade of the Management Information System (MIS) of the implementing agency has been extensively targeted. The closing date of the project has been extended until December 31, 2008 to allow for the completion of the MIS upgrade activities. It is expected that all Project Development Objectives will be met and funds will be fully dispersed by the closing date. The number of Water User Associations formed surpasses the project target of 300, and in addition eight Water User Unions have been formed. Implementation rates have continued at a good pace for most infrastructure activities, such as the Main Drinking Water Treatment Plant and the El Rowad Wastewater Treatment plant. The project continues to be successfully involved in a range of community development activities, including the support of the Community Development Associations (CDAs) in small income generation activities. Water Users Organizations at the secondary level canals have been formed in about 30 % of the target area and construction works have started. Progress toward achieving development objective(s): Project activities are catching up after a six month delay in establishing a Project Management Unit (PMU) and preparing procurement documents to acquire the goods and equipments needed for AHI activities. A comprehensive training program has started, completed in five priority governorates and started in another eight. The PMU is working closely with GOVS, the implementing agency tasked for the project under the Ministry of Agriculture.
