The Global Environmental Objective (GEO) remains relevant and no significant changes in the project design are needed. Page 1 of 6 The World Bank Report No: ISR8866 Although implementation has been lagging behind schedule, the project is still likely to achieve its objectives, hence no project restructuring is envisaged at this stage. Solid progress has been achieved towards enhancing the national PCB management institutional strengthening as well as in project monitoring and evaluation. Various workshops on national PCB technical standards and regulations, laboratory training on PCBs analysis for various media (oil, sediments), and training on waste management, environmental policy, and control of import/export of PCB containing materials have been completed in addition to the launch of public awareness campaign activities. The existing PCB Monitoring Information System Public Disclosure Copy (MIS) is being enhanced through development of new inventory and GIS modules. However, all project activities related to the infrastructure improvement of existing storage facilities at the demonstration sites (e.g., pilot storages sites) and preparation of site-specific PCB management plans are pending due to the need to advance the development of the national PCB inventory (for EVN and non-EVN sites), and the results of the related site investigations. Most of these activities are envisaged to start around March 2013. If no further major delays occur (e.g., particularly on procurement, lack of methodological harmonization between EVN and VEA/ISEA, supervision of project activities closely aligned with the revised procurement plans), the project would not need an extension of the closing date. Both PMUs were encouraged to flag to the Bank, in a timely manner, any obstacles that could jeopardize the agreed next steps for continued project implementation.
