The Project Directorate (PD), which is the main implementing agency for MPHEQIP, has been in place since October 2014, headed by a Project Director, who is the Commissioner of the Department of Higher Education, GOMP, an Additional Project Director, and currently includes fifteen additional members. With a view to initiating project activities, especially those pertaining to the achievement of the DLIs for the first year of the project, a number of tasks have been initiated or under implementation: These include the Financial Management and Procurement Manuals and the Project Implementation Plan, selection of an organization for supporting higher education institutions in preparing their institutional development strategy plans, finalization of the Request for Proposal for review of financial assistance schemes for disadvantaged students in higher education in Madhya Pradesh, preparation of the draft Memorandum of Understanding to be signed between the GOMP and higher education institutions that will receive strategic plan grants, and finalization of the designs for college buildings and hostels. To expedite implementation, the Department of Higher Education and Project Directorate need to complete the following activities quickly: 1. Sign the contract with the organization selected through a competitive process for providing Institutional Development Plan preparation support to government colleges and universities by May, 20, 2016. Any further delay will adversely impact, the (a) signing of Memoranda of Understanding between the DHE and the higher education institutions which is a first year DLI; and (b) the achievement of the Project Development Objective. 2. Get approval of the revised financial management and procurement manuals prepared for the project from the State Higher Education Council by May 15, 2016 so that it can be translated into Hindi and distributed to all implementing agencies and institutions. The DHE may also consider seeking interim approval from the Department of Finance in order to expedite implementation. 3. Move forward on the proposal to establish the Governing Body for the Project Directorate under the Societies Act, so that the governance arrangements are clear and there is appropriate delegation for effective project implementation. 4. Additional consultants with specific expertise will be needed in the state level Project Directorate in order to make progress on some of the DLIs in the next year. This is particularly in respect of academic management, institutional governance and training. 5. Move forward to appoint persons (on deputation or contracted as consultants) at the district level to support implementation. The experience of appointments to the Project Directorate is this can take many months, so it would be important to start this right away. 6.
