This objective will be achieved through the operationalization of a planning and implementation system of solid waste management at the national and local levels and through the rehabilitation of a number of environmentally harmful dumpsites. These actions will enable the Tunisian Government to enter the emerging global market of carbon credits through the Clean Development Mechanism (CDM) introduced under the Kyoto Protocol. The equipment of the two remaining landfills are under contract. The equivalent of USD1.5 million of carbon revenue are being certified through the UN - CDM System; and iiii) 7 major open dumpsites were closed and the environmental performance of the Greater Tunis landfill has been improved (leachate treatment facility is now operational). Overall, the project contributed to steadily improve the safety and environmental performance of the municipal solid waste (MSW) systems – specifically the disposal segment - across the country and benefiting to more than 60 percent of its urban population. In line with the above, the PDO and IP ratings have been raised to Moderately Satisfactory. However, special efforts are required to initiate the following actions/activities to ensure timely implementation of the remaining project activities : i) complete the consultancy service contracting process in order to launch the review of the national MSW program by May 2013; ii) finalize the technical option for LFG recovery of cell no.4 at Greater Tunis landfill, and launch its construction without delays; iii) regularly monitor the implementation of agreed actions to improve the social conditions of waste pickers and prevent access of children at Greater Tunis landfill.
