The project aims to improve access to employment skills and employment opportunities for underemployed youth in Benin. The project has four components: 1) Developing Skills through Apprenticeships; 2) Developing Small Business Skills; 3) Start-up Support; and 4) Institutional Capacity Building and Project Management. Progress by component is as follows: Component 1: Developing Skills through Apprenticeships The Continuing and Professional Training and Apprenticeship Development Fund (FODEFCA), in cooperation with the Directorate for Technical and Vocational Training (DETFP, ex-DAFOP) of the Ministry of Secondary Education has finalized the three levels of dual training for the two cohorts of apprentices supported by the project, covering 3381 beneficiaries across the country. 1870 apprentices successfully passed the national skills certification exam (CQP) in March 2017. 1881 will take the exam in April 2018. The target of 2500 certified apprentices will be exceeded. More than 860 master artisans received skills upgrade, exceeding the target. The apprenticeship certification exam (CQM) was organized in all 77 communes for the first time in October 2017, exceeding the target of 60 communes. Component 2: Developing Small Business Skills The first phase of training was completed successfully, with more than 7500 beneficiaries completing three training modules. A stock-take of experience from the first phase was carried out in January 2018 to prepare for the second phase of the training, and minor adjustments were agreed on to further improve quality. Component 3: Start-up Support The contractual arrangements with the payment agency were finalized and start-up grants were successfully disbursed to more than 4100 beneficiaries who had completed the training. Regional launch ceremonies were organized to spread awareness and strengthen the framing of the grant on productive activities. Component 4: Institutional Capacity Building and Project Management The baseline survey of the impact evaluation of components 2 and 3 was successfully carried out in July 2017. Communal employment agents were recruited, trained and installed all 77 communes.
