First Amendment of the Disbursement and Financial Information Letter dated November 26,2019
Additional Instructions: Disbursement and Financial Information Letter (DFIL)
Excellency:
I refer to the Letter Agreement ("Agreement") between the International Bank for Reconstruction
and Development/International Development Association ("World Bank"), acting as Implementing Agency
of the Global Environment Facility ("GEF"), and the Central African Republic (the "Recipient") for the
above-referenced project, dated herewith in. The Standard Conditions, as defined in the Grant Agreement,
provide that the Bank may issue additional instructions regarding the withdrawal of the proceeds of Grant
TFOB1289 ("Grant"), and specify certain financial management reporting and audit requirements. This
letter ("Disbursement and Financial Information Letter" or "DFIL"), as revised from time to time,
constitutes such additional instructions.
I also refer to the Disbursement and Financial Information Letter dated November 26, 2019.
These Disbursement and Financial Information Letters shall be amended as set forth in this letter
(the "Ist Amendment") to confirm the minimum value of application for reimbursement and direct payment.
The instructions set forth in Schedule I in the Disbursement and Financial Information Letter shall be
modified as follows:
Schedule I- Disbursement Arrangements
* Minimum Value of Applications (Subsection 3.5): USD 20,000.00
All other instructions and attachments of Disbursement and Financial Information Letter dated
November 26, 2019 which are not expressly modified in accordance with this letter, shall remain in force
and effect.
