It recently made its first disbursement of $17.58m to the Federal Government of Somalia (FGS), which constitutes 12% of the project financing. While a formal mission is not planned until mid-October, the Team continues to provide intensive hand-holding support to the Project Implementation Unit (PIU), with the project managing to achieve disbursement effectiveness despite a challenging political environment. In advance of the formal mission the Bank will facilitate together with the PIU a project launch workshop which will bring together all key stakeholders, including those from Federal Member States. This will be supplemented with training for officials on the Project Operations Manual and ESF instruments. The PIU has successfully signed Memorandums of Understanding (MoU) with each of the three flood-affected states, namely, Jubaland, Hirshabelle and South West State. All environmental and social requirements have been adopted and publicly disclosed and a high-quality Project Operations Manual (POM) has been delivered. FAO has significantly advanced its implementation readiness to control locust infestations and provide livelihood support, with delivery of agricultural inputs to commence by mid-September. The support of UNOPS to the PIU has proved especially valuable in this start-up stage. To date, key achievements include:  Preparation and adoption of a comprehensive POM by FGS, the only effectiveness condition for the Project  Mobilization of core PIU staff and the Federal Project Steering Committee  Project Steering Committee made operational  Finalization and signing of the UNOPS contract to provide advisory support and technical assistance for project preparation and implementation  Entering of MOUs by FGS MoUs Jubaland, SWS and Hirshabelle, allowing for the set-up of FMS State Project Teams and implying agreement by the federal member states to comply with the projects requirements and procedures  Disclosure and adoption of all environmental and social requirements for the Project, including the Environmental and Social Management Framework, Stakeholder Engagement Plan, and Environmental and Social Commitment Plan  Near- activation of the Contingency Emergency Response Component (CERC) for an initial amount of $4m in response to the COVID- 19 pandemic, including a CERC operations manual and an implementation plan, as well as Bank-facilitated procurement. CERC activation being sent for Country Director decision this week  Government-led consultations have helped developed a $4m flood risk management plan to undertake urgent priorities to respond to recent (Aug 2020) flooding along the Shabelle River  Development of a centralized recovery planning and prioritization system and approach and workshop preparations underway this month to inform state annual investment plans, including the formation of Federal and state prioritization committees  Initiated procurement to secure technical assistance to provide security risk management, third-party monitoring, and the delivery of early recovery activities under the Project  Initial disbursement of $10m to PIU Designated Account and $7.58m advance to FAO based on provisional Bank-approved (6-month) work and procurement plans  Contracting of FAO to control locust infestations and provide livelihood support. FAO has significantly advanced implementation readiness by registering more than 7k households to receive agricultural inputs, contracted and trained three national partners, contracted more than 80 local traders and stockpiled seeds, tools, fertilizer, etc. By the end of September, beneficiaries will receive electronic vouchers to redeem inputs from the established network of local traders. FAO has also secured agreements with state MoA (Puntland, Somaliland, Galmudug) to sustain aerial spraying and advanced procurement for helicopters ($1.8m) and pesticides, with the procurement of biopesticides ($2m) to be completed by November.
