The first Additional Financing has disbursed a total of US$27.78 million (equivalent to 79.8% percent SDR) as of November 6, 2017. The second additional financing of US$2.8 million became effective on March 17, 2017 and has disbursed US$1 million (equivalent to 35.12%) as of November 6, 2017. Component 1: The project has met its stated PDO, since it allowed the Government of Haiti to quickly recover and rehabilitate its key economic and financial institutions and infrastructure, following the 2010 earthquake devastations. With support under Component 1, the MEF restored all its main economic management functions, particularly its capacity to prepare budget, collect revenue and pay expenses, and perform internal audit and external controls. Through TA, reconstruction works, acquisition of goods, equipment and services, and training, the project assisted the government, especially the MEF, in its efforts (i) to rehabilitate, renovate or replace all its buildings and offices spaces severely destroyed by the earthquake, (ii) to quickly restore its budget and financial management systems including the budget, treasury, payroll and pension systems; and (iii) to recruit, mobilize and train its staff. The project also had an important impact on ability to operate for 7 MEF critical entities (Tax and Customs; Budget Directorate; Treasury; Economic Studies Directorate; Payroll Unit; Pensions Unit and; Internal Audit Unit); as well as 4 other PFM key entities (Ministry of Plan and External Cooperation; Court of Accounts; Procurement Board; and Anti-Corruption Agency). Furthermore, when the emergency abated from 2014, the IIERP Component 1 gradually shifted to support the MEF in building its capacity to implement higher level PFM reforms generation. It helped the MEF to develop and begin implementing a 3-year action plan focusing on critical PFM reforms that were delayed or halted by the earthquake. Through TA and active political dialogue, Component 1 assisted the government to establish and operationalize the long-overdue Treasury Single Account (TSA), along with the establishment of 15 Accounting Units covering all central government ministries and entities. This activity provided MEF with essential tools and structures to enhance and optimize cash-management as well as to mitigate high fiduciary risks. Moreover, the TSA allowed MEF to address more ambitious but also more impactful PFM reforms, such as the introduction of an Integrated Financial Management System, a prerequisite if Haiti is to overcome most of its current PFM issues and bottlenecks. Finally, IIERP support has proven to be decisive in supporting the government to establish and operationalize the institutional framework to properly manage PFM reforms activities. With the PFM Reforms Committee in place since the last quarter of 2014, the GoH is better equipped to steer and coordinate reform activities, internally with different stakeholders and beneficiaries, and externally with several donors involved in PFM reforms. With these results and progress, IIERP paved the way for better PFM reforms implementation in Haiti. Components 2 & 3: Component 2 has supported critical emergency recovery activities in the immediate aftermath of the earthquake, and continued reconstruction activities over the last several years. On building assessments, more than 430,000 buildings were assessed and more than 500 engineers and 2500 masons were trained, most of whom are still actively working on reconstruction activities with the MTPTC, or elsewhere. On transport, the project undertook: (i) urgent repairs on Route Nationale 4 (RN4), the primary corridor between Port-au-Prince and Jacmel, (RN4 & RD41) ensuring continued and safe access; (ii) the rehabilitation of 30km of Route Nationale 2 (RN2) and RN4; and (iii) prepared design studies for long-term rehabilitation of roads, and the construction of the Rivère Fauché bridge situated on RN2 connecting Port-au-Prince to the 3 departments of the South. On debris and canal cleaning, the Truitier Debris Treatment Center processed approximately 700,000 m3 of rubble to date, facilitating continued debris removal activities for complementary partner operations, and undertook canal cleaning operations, which prevented major flooding in downtown tent- cities with over 110,000 m3 of materials extracted from 5 primary canals. Finally, on aviation safety equipment, the project financed the completion of an assessment report of safety infrastructure requirements at Port-au- Prince Toussaint Louverture International Airport (PAP) and technical specifications for new equipment/facilities conducted by the Technical Cooperation Bureau of the International Civil Aviation Organization (ICAO). The last key activity to be executed under Component 2 is the Cap-Labadie Road Rehabilitation. The contract is ending on November 30th 2017. Component 3 has supported to date: (i) the establishment of the Technical Unit for Building Evaluations and Dissemination of Best Practices of Construction (Bureau Technique d'Évaluation des Bâtiments - BTEB) at MTPTC, the hiring and training of 70 engineers and technical staff to reinforce the ministry’s capacity to handle the reconstruction process, and to promote the diffusion of construction best practices; (ii) the development of technical 12/4/2017 Page 2 of 11 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Infrastructure & Institutions Emergency Recovery (P120895) guidelines, including a Repair Guide for Small Buildings, a Retrofit Guide for Small Buildings, and a Manual for Seismic Resistant Construction of Small Buildings; (iii) the development of a strategic document for territorial strategies for reconstruction – Haiti Tomorrow – with the Interministerial Committee for Territorial Planning (CIAT); (iv) analytical and economic studies for the development of the Artibonite department and Plateau Central region; (v) technical and logistical support to CIAT; and (vi) operating costs of the implementing unit, Unité Centrale d’Exécution (UCE). . The digital virtual library has been publicly disclosed and shares a database of 141 documents classified by type, region and authors. This library will contribute to promote knowledge sharing among planning practitioners and decision makers and the nomenclature facilitates transparency of information. The mission encourages for a sustained effort by the CIAT to keep the database up to date and relevant to the goals set by the Haitian government.
