Submarine Cable System: This component has been completed. The Tui Samoa cable was ready for service (RFS) in February 2018 and has been operating since that time. Additional spurs to Wallis & Futuna and Savusavu (Fiji) are also now in service. The current wholesale price ranges between US$50 and 100 per Mbps for leased capacity and even less on an IRU basis. This compares with the pre cable (2017) downlink capacity (including the SES/O3B satellite service) in service of 550 Mbps at an average price of between US$ 400 and 700 per Mbps/month. The cable connection to Savai’i is operational but operators are yet to connect to use it for traffic, relying on existing microwave links. Reasons cited included: insufficient demand from the private sector and government sites, plus higher pricing compared to microwave. The OoTR is encouraged to consult with industry and MCIT to investigate the reason for the lack of use of the domestic segment of the Tui Samoa cable and recommend polices and options to encourage its beneficial use for the broader benefit of the community in Savai'i. 2. Regulatory technical assistance. The Office of The Regulator (OOTR) continues with implementation of its business plan notwithstanding recent operational challenges (changes in management, destruction of premises by fire in March April 2020). It is currently operating from temporary premises. OoTR is presently conducting operations from the MCIT building and staff are working from home where practicable. An option may be to utilize residual funds for Component 2 of this Project toward replacement of uninsured key equipment to ensure that the OoTR is able to continue to perform its regulatory oversight of the sector 3. Remote Office Operations. Given the global uncertainty on when international travel is likely to resume, Government should prepare for the likely scenario of its international consultants working virtually for at least the next twelve months. While operating in different time zones would be a challenge, the issue could be mitigated in part by consistent communications between international and locally based expertise using multiple communication channels such as video conferencing, messaging applications to compliment emails and voice communications..
