General 1.1 Project Background Different from those large and medium sized cities and rural villages, small towns refer to the populated communities of a certain scale and mainly focus on the non-agricultural production activities. They are the political, economic and cultural centre of a certain region, form a regional core with land, labor force, technologies, capitals and other factors being gathered in the town area and have a radiant effect on the socioeconomic development of the region. Hunan Integrated Economic Development Demonstration Town Project (hereinafter called “the Project�) is a project determined by Hunan Province for accelerating the construction of the integrated economic development demonstration towns and step by step promoting the healthy and sustainable development of the county towns by utilizing WB loans based on the purpose of “utilizing WB loans to improve environment and promote sustainable development�, and field survey of the provincial, municipal and county reform and development commissions, and relevant experts. The report is mainly the environmental codes of practice of the river-way harnessing works. The works is located in Zoushi Town, Toayuan County. It’s planned to harness the riverway with a length of 3km, while the culvert pipes under the existing roads which cross over the small rivers will not be reconstructed. Carry out environment screening according to the project’s type, location, sensitivity and scale as well as the feature and size of potential environmental impact in accordance with the requirements on environment screening and type in WB’s safeguard policy-environmental impact (OP4.01), and determine the project as Class B project. In accordance with WB’s requirements on environmental assessment, the Environmental Codes of Practice (ECOP) shall be prepared. The report is the environmental codes of practice for the Changsha Environmental Protection Vocational College 1 Hunan ECOP for the Riverway Harnessing Works riverway harnessing works. 1.2 Purposes for Compiling ECOP For the potential inevitable adverse effects in the small-scale civil works, the purposes of formulating the ECOP are: to establish a set of detailed environmental countermeasures which are technically feasible and financially sustainable and workable, to define measures and arrangements to be taken by project management department, project owner, construction unit, supervision party and environmental management department in project tendering, design and construction periods for environmental management and organization construction and to eliminate as much as possible or make up for the adverse effects caused by the project construction on environment and society to reduce the effects to an acceptable level. The detailed objectives are as follows: (1) Defining the environmental management obligations for relevant project departments Project management departments, project owner, design institute and environmental assessment unit will carry out detailed on-site inspection and verification to the environmental protection objectives to verify the reasonability of locations and to raise effective environmental mitigation measures. In project tendering stage, the requirements in ECOP should be clearly defined as the obligations of the bid winner and be included in the practical activities in the engineering design and project construction. (2) As the operation guidelines for environmental management ECOP defines the Environmental Management System (EMS) for the small- scale civil works and responsibilities and functions of all units in project EMS and puts forward the procedures and ways for communications among different departments. This report will be submitted to the engineering design unit who wins the bid as the key basis for engineering design, and to the Changsha Environmental Protection Vocational College 2 Hunan ECOP for the Riverway Harnessing Works engineering construction unit as a behavior guideline for the environmental management during the construction period, thus ensuring his environmental mitigation measures are implemented smoothly. 1.3 Applicable Laws and WB’s Safeguard Policies (1) Environmental Protection Law of the People's Republic of China (December 26, 1989); (2) Environmental Impact Assessment Law of the People's Republic of China (September 1, 2003); (3) Law of the Peoples Republic of China on the Prevention and Control of Atmospheric Pollution (September 1, 2000); (4) Law of the Peoples Republic of China on the Prevention and Control of Water Pollution (February 28, 2008); (5) Law of the People's Republic of China on the Prevention and Control of Noise Pollution (October 29, 1996); (6) Law of the People's Republic of China on Water and Soil Conservation (March 1, 2011); (7) Land Administration Law of the People’s Republic of China (August 29, 1998); (8) Forest Law of the People's Republic of China (Amended in 1998); (9) Law of the People's Republic of China on Protection of Cultural Relics (December 29, 2007); (10) Law of the People's Republic of China on the Protection of wild Life (November 8, 1988); (11) Regulations of the People’s Republic of China on Wild Plants Protection (January 1, 1997); (12) Regulations on the Protection of Basic Farmland (Promulgated by Decree No. 257 of the State Council of the People's Republic of China); (13) City Planning Law of the People's Republic of China (April 1, 1990); (14) Riverway Management Regulations of the People’s Republic of China Changsha Environmental Protection Vocational College 3 Hunan ECOP for the Riverway Harnessing Works (implemented on October 17, 2007); (15) Management Regulations on the Construction Project Environmental Protection (Promulgated by Decree No. 253 of the State Council of the People's Republic of China on November 29, 1998); (16) Management Regulations of Ministry of Environmental Protection of the People's Republic of China for the Supervision, Inspection and Environmental Protection Check and Acceptance of the "Three Meanwhiles (Meanwhile Design, Meanwhile Construction and Meanwhile Operation)" of Construction Projects (Trial Implementation) (December 17, 2009); (17) Management Methods for Environmental Protection Acceptance of the Completed Construction Projects (February 1, 2002); (18) Management Methods for Environmental Protection of the Construction Projects in Hunan (Promulgated by Decree No. 215 of the Provincial People’s Government on October 1, 2007); (19) Environmental Protection Regulations of Hunan Province (Implemented from June 4. 1997); (20) Water Environmental Function Zoning of the Main Surface Water Systems of Hunan DB43/023-2005; (21) Safeguard Policies of the World Bank. 1.4 Overview for the Construction Project 1.4.1 Current Status of the Riverway It is said that there were 99 bends in Zouxi River, totally about 20km long and 40m wide. Before 1970s, the river was crystal clear to the bottom with numerous fishes, is the breeding base in Zoushi Town. But with the development of the town, large amount of the production and domestic wastewater and sewage have been discharged into the river. Nowadays, the river has become a river of wastewater and sewage, seriously influences people’s life quality and the ecological environment of the town. Meanwhile, Changsha Environmental Protection Vocational College 4 Hunan ECOP for the Riverway Harnessing Works with the acceleration of urban construction, the water surface in the urban area is constantly reduced. The river is 4.8km long in the urban development planning area and 3km long in the urban area in Zoushi Town. This project plans to clean the section of Zouxi River that is 3km long from east to west along the street. After on-site investigation, the riverway in the urban area is 3km long, with mid-low stream about 40m wide and upstream about 30m wide. The upstream boundary of the riverway for treatment is about 200m to the entrance of Zouxi River to Yuan River, and there is no water intake in Zouxi. Therefore, there are no residential water intakes and drinking water reserves in 1000m on the upstream and 2000m on the downstream of the riverway for treatment. Enterprises in the upstream of Zouxi River are mainly Zoushi Oil Factory, Changde Friction Material Factory, State Grain Storage etc. the main pollution sources are sewage produced by residential living around the upstream, a few amount of industrial wastewater and other domestic garbage and sewage. The main reason for the sediments in the inner Zouxi River is the insufficient management. There were no garbage disposal area, and garbage in urban area was poured into the inner river. The urban sewer constructions were not supporting, and the domestic wastewater was discharged into the inner river. The domestic garbage was randomly discarded into the inner river, caused sediments and serious pollution of the inner river. The silt piles for above 1m, main components including domestic garbage, some constriction wastes, rots of river grasses and other sewage. In the compiling process, this Environmental Codes of Practice, the Project Organizations in Zoushi Town have entrusted Changsha Environmental Protection Vocational College Analysis and Testing Center to inspect the bottom sediment in the riverway. The place for sampling was on the downstream of the riverway for transformation, and totally seven indexes have been inspected including pH; Pb; Cd; Hg; As; Cu and Zn. The analysis was Changsha Environmental Protection Vocational College 5 Hunan ECOP for the Riverway Harnessing Works conducted according to the analysis method regulated in the Environmental Quality Standard for Soil GB15618-1995 . According to the inspection results of bed mud in the riverway provided by Changsha Environmental Protection Vocational College, the pH value of silt in this riverway is 5.7, so it belongs to acid soil (<6.5); and the content of pH, Cd, Hg, As, Cu and Zn in the riverway can meet the standard requirements of acid soil specified by the Control Standards for Pollutants of Agricultural Sludge(GB4284-84), see Table 1-1 for detailed inspection results. And details are shown in the “Environmental Codes of Practice for the Construction Stock Yard�. 1.4.2 Construction Scheme In the Zouxi River harnessing works, the river reach with a length of 3000m will be renovated. The construction content includes the riverway desilting, sewage clearing, establishment of the retaining wall, revetment and banquette on both sides of the riverway, laying of sewage intercepting pipe with a length of 6000m on both sides of the riverway and afforestation with an area of 18000m2. While the available culvert pipes beneath the road which crosses the river will not be renovated. 1.4.3 Engineering Materials The sandstones, steels, woods and other building materials used in the project construction can be purchased from the nearby markets. Changsha Environmental Protection Vocational College 6 Hunan ECOP for the Riverway Harnessing Works Some of the earth used in the project is construction excavated earth, and the insufficient part is excavated from Gaowan Earth-excavated Yard which is the public Earth-excavated Yard located in Zouxi Town, 5.5km to the construction site. The project will not set new Earth-excavated Yard. The stones needed in the building of protective slopes are supplied by existing stone yards in Qinglong Village, Zoushi Town. The project will not set new stone yard, the sandy gravels are outsourced and transported by river. The concretes needed are commodity concretes purchased from Changde Julong Building Materials Co., Ltd., about 2km to the construction site. And no new concrete mixing plants will be set on the construction site. 1.4.4 Construction Machinery The main construction machineries include excavators, bulldozers, vibrating rollers, trucks (including damp trucks), mortar mixer etc. 1.4.5 Project Construction 1.4.5.1 Demolition of Dangerous Buildings Zouxi River harnessing works involve the demolition of a few dangerous buildings, including 1~3 storey(s) brick-concrete buildings and other auxiliary structures such as the terrace with an total demolition area of 3630.94m2. The demolition of dangerous buildings will generate dust, construction waste slag and noise, of which: the wet method operation can be adopted to effectively reduce the dust; proper arrangement of the construction time can effectively alleviate the impact of the noise on residents’ living; and the construction waste slag can be recycled by choosing proper area; if it’s difficult to operate, the waste slag can be transported to the designated slag yard for disposal. And the requirements on selection of the waste slag yard are shown in Table 4-3. 1.4.5.2 Riverway Desilting and Sewage Disposal The riverbed of Zouxi River is relatively narrow and the current flow is extremely small, thus the method of drying dredging is suitable. Numerous machineries can be equipped in the dry desilting to enlarge the operation Changsha Environmental Protection Vocational College 7 Hunan ECOP for the Riverway Harnessing Works simultaneously and shorten the operation period. The disposal construction is visual and clear, occupies less lands and silts produced in the desilting have low water contents. Conduct the construction diversion through cofferdam method, set the construction cofferdam at the center of the riverway and divide the riverway into two sides, one side for construction and the other side for diversion of original riverway. After the construction diversion, dispose the garbage on the construction surface firstly, dry the garbage for several days after disposal to reduce the operation with water, and then conduct the mechanical excavation. Adopt sacked earth for the cofferdam structures, use earth excavated in the construction as possible. The riverway desilting and sewage disposal shall be conducted in dry seasons, and whole-line dredging shall be conducted on the riverway due to the whole-line construction. When having the construction conditions, dispose sewages on the upper layer of side slope on riverway steps according to riverway prototype to facilitate the operation of construction machineries and safety in construction under on low riverway layer, and then use backdiggers to excavate earth and silt. Since the riverway is in the urban area of Zoushi Town, there are no conditions for temporary waste silt yard and garbage station set along the line, therefore the disposed garbage shall be timely disposed by the Environmental Department of the Town. No temporary storage yard will be set, disposed silt shall not be piled on the sides, but transported to regulated waste silt yard directly by closed tankers. 1.4.5.3 Filling of Retaining Walls and Building of Protective Slopes Construction of retaining walls and protective slopes shall be conducted with the cofferdams of desilting equipments after the desilting. The clay materials for the filling of retaining walls are transported by trucks from the earth- excavating yard to the filling operation surface, and are discharged. The manual labors coordinates with the bulldozers to level materials, then Changsha Environmental Protection Vocational College 8 Hunan ECOP for the Riverway Harnessing Works compact them with rollers, conduct the building of protective slopes after the completion of retaining walls. 1.4.5.4 Sewage Intercepting Pipe Works The sewage intercepting pipes are paved along the riverway. The earth construction is synchronically conducted with the riverway disposal construction, and there is no independent excavation. Discharge the pipe, fix the pipe, and connect the joint, conduct closed water test, quality inspection and acceptance after treatment on riverway basement. 1.4.5.5 Passage Hardening and Greening The riverway section after treatment is 24m wide, among which, the water surface is 15m wide and 4m deep. 1m wide greening belts and 3m wide concrete pavements will be set on two sides. The construction will be conducted after the silt displacement, sewage displacement, building of protective slopes with rocks and embedment of sewage intercepting pipe. The pavements, greening earth construction and the filling of retaining walls are constructed synchronically. Only vegetations are planted and concrete roads are paved in this stage. 1.4.6 Construction Organization The riverway harnessing, sewage intercepting pipe construction on the horizontal and vertical construction areas in the treatment project are basically arranged independently, therefore they can be conducted in parallel to short the construction time. The project is located in the urban area of Zoushi Town with convenient transportation. There is highway connecting the project area and the waste silt yard, and it is generally no need to construct temporary construction roads. ECOP Management System 2.1 Setup of the ECOP Management System According to the relevant regulations and the practical project requirements, special environmental management institutions should be set up for the riverway harnessing works related to Hunan Integrated Economic Development Demonstration Town Project Utilizing WB Loans (hereinafter referred to “the project�) to take charge of environmental management and supervision of the project. A set of EMS including the supervision institution, implementation institution and consultation service institution has been established under the Project Management Office of Hunan Provincial Development and Reform Commission for Hunan Integrated Economic Development Demonstration Town Project Utilizing WB Loans, as illustrated in Table 2-1 and Figure 2-1. This project is implemented under the organization and leadership of the WB Loan Project Management Office of Hunan Provincial Development and Reform Commission (hereinafter refereed to WB PMO of Development and Reform Commission) and the project institution of Zoushi Town Government. Changsha Environmental Protection Vocational College 13 Hunan ECOP for the Riverway Harnessing Works The consultation units for design and environmental assessment accept the commission of WB PMO of Development and Reform Commission to provide consultation service, the environmental supervision unit accepts the commission of the institutions of township government project to carry out routine inspection to the implementation of environmental protection measures of Contractor of the civil works during construction period and WB environmental expert group, administrative environmental protection departments of all levels and environmental monitoring institution will monitor the management institution and implementation institution of the project according to the law and ensure the implementation of working procedures and pollution prevention measures of the project and other aspects meet the requirements of relevant regulations of China and WB. 2.2.1 Management Institution (1) WB Loan Project Management Office of Hunan Provincial Development and Reform Commission The WB Loan Project Management Office of Hunan Provincial Development and Reform Commission is the project coordinating body, who is responsible for the environmental protection in project planning, design and implementation stages, verifies that the working procedures meet the requirements of China and WB on environmental assessment and management and defines the requirements of environmental protection measures. WB PMO of Development and Reform Commission appoints special management personnel (composed of environmental protection experts led and recruited by the sub-PMO) whose main duties are as follows: To inspect and coordinate with the work of environmental management heads of all towns; To be responsible to arrange investigations for WB experts, report to WB and put into practice the WB environmental management requirements and suggestions; Changsha Environmental Protection Vocational College 14 Hunan ECOP for the Riverway Harnessing Works To summarize the environmental management stage, prepare a special report, submit it to WB for review and coordinate with other relevant departments to solve major environmental issues. (2) Project institution of Zoushi Town Government The project institution of Zoushi Town Government is the core institution for engineering environmental management with the main duties to ensure the ECOP are implemented effectively during the project implementation and operation periods to reduce the adverse effects caused on environment by the project to a minimum or an acceptable level and to give full play the environmental benefits of the project. The project institution of Zoushi Town Government appoints special management personnel (composed of environmental protection experts led and recruited by the sub-PMO) whose main duties are as follows: To prepare and supervise the implementation of relevant environmental management rules and regulations; To ensure various funds required for environmental protection of the project; To supervise and ensure the environmental protection design measures required by ECOP are put into practice and the engineering design meet the requirements of ECOP; To supervise and ensure the environmental protection measures in ECOP are included in the project construction contract; To employ, supervise and coordinate with the environmental supervisor; To organize and implement environmental management training plan; To employ, organize, arrange and coordinate with environmental expert group and other consultations; To be responsible for special environmental work (treatment of borrow areas and borrow pit, etc.) To be responsible for record and collection of the complaints during the project construction and the operation periods, report to the PMO, explain the treatment results to the public and solve their complained problems; Changsha Environmental Protection Vocational College 15 Hunan ECOP for the Riverway Harnessing Works To review the environmental supervision and consultation reports; To fine the construction unit in case of any improper measures; To prepare the environmental management stage summary or special report; To receive and accept the environmental inspection (including the WB project inspection); And others (document management, department coordination, publicity, report, etc.) 2.2.2 Supervision Institution (1) WB environmental inspection mission According to the requirements of Chinese government and WB loan agreement, WB sends out inspection mission to conduct special investigation annually to the project implementation and to investigate the implementation of the loan agreement and the environmental management plan. The detailed work will be undertaken by the environmental technicians of the inspection mission. (2) Administrative environmental protection department of Taoyuan County, Changde City Administrative environmental protection departments of all levels carry out whole-process environmental supervision and management according to the law, including: the review and approval of environmental impact assessment report and environmental protection supervision and management in various stages such as construction period, commissioning period and operation period. Meantime, administrative environmental protection departments of all levels and the environmental monitoring institutions carry out random investigations to the environmental protection measures taken by the construction unit, inspect the on-site environmental supervision report and propose rectification measures in case of any construction activity that damages the environment and violates the environmental protection measures raised according to the requirements of environmental assessment, Changsha Environmental Protection Vocational College 16 Hunan ECOP for the Riverway Harnessing Works review and approval. (3) Environmental monitoring institution To implement the state and relevant local environmental protection laws, regulations, policies and rules; To carry out on-site supervision and investigation to the implementation of environmental protection laws and regulations in construction and operation periods according to the law and the commission of principal environmental protection departments and deal with according to the provisions; To be responsible for the imposition of extra-standard discharge fees for sewage water, exhaust gas, solid waste, noise, radioactive substances and charges for discharging waste water; To participate in the investigation and treatment of environmental pollution incidents and disputes. 2.2.3 Implementation Institution The Contractor of the civil works is the implementation institution of the works and the environmental protection measures during the construction period. Before the desilting of the Zouxi inland river is carried out, the project contractor shall arrange 1~2 site environmental engineer(s) to be responsible for organizing and implementing the environmental protection measures within the construction area, and inspecting, recording and keep in the archives the implementation situation. During the whole construction process of the harnessing works, the construction unit should carry out various established environmental protection measures for all construction periods and receive the supervision and inspection of the project management institution, supervision institution on environmental protection. 2.2.4 Consultation Service Institution (1) Consultation unit for environmental assessment Accept the commission to prepare such environmental assessment documents as ECOP based on the practical project situation. (2) Consultation unit for design Changsha Environmental Protection Vocational College 17 Hunan ECOP for the Riverway Harnessing Works Accept the commission to prepare the feasibility study report and construction design scheme and ensure the measures and scheme in ECOP are carried out in the preparation achievements. (3) Environmental supervision institution Commissioned by institutions of township government project, the environmental supervision institution carries out on-site supervision and management to the construction unit in the construction area and living camp to ensure the construction unit abides by the requirements of relevant Chinese environmental protection laws and regulations during construction and puts into effect various environmental protection measures stipulated in ECOP. Main duties of the environmental supervision institution are as follows: To prepare a technical proposal for project environmental supervision based on the requirements of consultation unit and administrative environmental protection departments after commissioned and submit the names of environmental supervision members, technical proposal and entrusted agreement to the administrative environmental protection departments for reference; To check whether the environmental protection design scheme of the construction project meets the requirements and relevant technical specifications of the consultation unit, the environmental protection administrative department and its own consultation unit and propose written suggestions for the construction unit and design institute; To review and approve the environmental site management plan of the Contractor; To supervise and inspect measures for: domestic and industrial sewage water treatment, soil erosion prevention, exhaust gas, dust and noise control, production and domestic waste treatment, sanitary prevention, etc; To fill in various inspection lists regularly in the Appendixes of this ECOP; To put forward rectification scheme to solve the relevant environmental protection issues of the construction unit during construction and follow up the Changsha Environmental Protection Vocational College 18 Hunan ECOP for the Riverway Harnessing Works implementation; To prevent the Contractor from any activity or behavior in violation of environmental protection; To conduct corresponding investigations in case that the construction of the Contractor of the civil works does not meet the environmental protection requirements and adverse effects on environment are caused or complaints concerning the environmental protection are received from the project area, report to Zoushi town project institution and seek for solutions, meantime, to give a rectification notice for environmental protection (see Appendix 3) and supervise the rectification measures taken by the Contractor; To ensure the construction unit prepares and submits the monthly environmental report during construction period; To inspect the monthly environmental report, propose suggestions for various issues arisen in the work, report the monthly environmental report directly to Zoushi town project institution for reference in case of the conformity of environmental protection measures during construction with the ECOP requirements and issue rectification suggestions for the construction unit in case of any inconformity; pass the inspection of the month in case of the rectifications meeting the ECOP requirements, prepare the monthly environmental report and submit it to Zoushi town project institution for reference; and report to Zoushi town project institution to coordinate with rectification measures in case of a no pass of the rectifications; To observe the influences of the construction activities on the population neighboring the construction area and to determine whether the construction unit needs to take additional protective measures; Advise Zoushi town project institution to fine the construction unit in case of any improper measures. 2.3 Arrangement of the Environmental Management Personnel In order to better perform environmental management duties, it is suggested Changsha Environmental Protection Vocational College 19 Hunan ECOP for the Riverway Harnessing Works that all management institutions are allocated with the personnel based on the requirements in Table 2-2. General Requirements of ECOP The Contractor of the civil works plays a critical role in the environmental management, pollution control and preventive measure implementation during project construction. In order to put the ECOP into practice, the content listed in this chapter is applicable to the general requirements of all main institutions during construction. Enforce the construction unit to implement all ECOP environmental measures under the coordination and supervision of all management institutions. 3.1 Implementation of the Environmental Protection Measures in the Process of Bidding Document Compilation and Construction Drawing Design Corresponding procurements will be executed according to the WB procurement guidelines after the project enters the implementation stage. Under the coordination, instruction and supervision of WB Loan Project Management Office of Hunan Provincial Development and Reform Commission, Zoushi Town government institution which participates in the project should require the bidding document preparation institution and construction design unit to write all the mitigation measures raised in ECOP for potential adverse impacts on environment into the technical specification and construction drawing design of the bidding document. In the tendering document, the tenderee is required to make the following environmental management promises in his bidding document and include them in the contract for the civil works. The design institute shall put forward mitigation measures for the potential negative environmental impacts in the construction design of different construction stages; carry out environmental impact analysis and assessment and prepare the environmental codes of practice on the feasibility study stage; perform the environmental impact assessment documents and take the Changsha Environmental Protection Vocational College 23 Hunan ECOP for the Riverway Harnessing Works environmental protection measures put forward by in ECOP on the preliminary design stage; and formulate the environmental protection works design based on the opinions approved by the preliminary design on the construction design stage. Require the Contractor of the civil works to allocate 1~2 site environmental engineers on each construction site to take charge of the implementation of the environmental protection measures during the whole construction period and to ensure that the project construction activities of the Contractor and the Sub-contractor (if any) meet various requirements of this ECOP and necessary environmental protection measures are taken during construction. In the construction process, the contractor of civil works shall communicate and negotiate with the residents of the project area, and set a bulletin board at the entrance of each construction site to inform the public detailed construction activities and construction time. Meanwhile, contact persons and contact information shall be provided so that the public can appeal and provide suggestions relevant to construction activities. The Contractor of civil works shall actively coordinate with the environmental supervision unit consigned by the Owner to carry out the environmental supervisions during the construction period. The “Site Environmental Management Plan� must be included in the construction program after the civil works Contractor signs the contract and before the construction is started. Civil works Contractor must abide by local regulations on safe and civilized construction. Civil works Contractor and construction supervision unit must receive training about environmental protection and environmental management before construction is started. For the severe environmental impacts due to the environmental protection measures put forward in violation of the environmental codes of practice, the environmental supervisor or contractor of civil works shall take remedial Changsha Environmental Protection Vocational College 24 Hunan ECOP for the Riverway Harnessing Works measures timely and report relevant situation to the project institution of Zoushi Town Government immediately. And the project institution of Zoushi Town Government shall supervise and help the contractor of civil works to take remedial measures. Meanwhile, the environmental accident shall be reported to the environmental protection bureau of Taoyuan County within 24 hours, and site direction and inspection shall be provided. Among the contract funds of the project, the civil works Contractor shall reserve the guarantee deposit of environmental management based on the annual budget, which shall take up about 3% of the total budget. According to the general requirements of the environmental codes of practice and aiming at the characteristics of the riverway harnessing, each design stage shall focus on the following essential points: (1) The construction of temporary buildings (production area, construction campsites and stock yards) should take the avoidance of sensitive points into consideration, reduce the temporary land occupation’s impact on surrounding residents, reduce the farmland occupation, and reduce the destruction of existing riverway landscape and vegetation. (2) A detailed plan for land acquisition and removal of relocated residents shall be made after the design scheme has been determined; and the negotiation with local residents shall be carried out in accordance with the resettlement plan as early as possible so that the removal and negotiation about compensation can be implemented harmoniously. (3) In silt treatment, the properties of bottom silts dredged in the riverway shall be identified by qualified inspection departments, then formulate the silt program according to properties of the silts. According to the monitoring data shows in table 1-1, silt regulation of the riverway can meet the standard requirements of acid soil specified by the Control Standards for Pollutants of Agricultural Sludge GB4284-84 , and can be treated with method of covering with earth and greening after drying. See the “Environmental Codes of Practice for the Construction Stock Yard�. Changsha Environmental Protection Vocational College 25 Hunan ECOP for the Riverway Harnessing Works (4) In design of retaining walls and protective slopes, the climate characteristics and characteristics of rain season shall be taken into consideration, adopt retaining walls, stone protective slopes, plantation of grass and other measures to suit local conditions. (5) In the compiling process of construction program, choose to conduct the construction in dry seasons according to the local climate characteristics, adopt the construction cofferdam dredging and mechanical desilting programs to ensure that the water function and water quality requirements of downstream section will not be influenced in the construction process. (6) Focus on the protection of the nearby residents and other sensitive targets in the construction, propose feasible pollution prevention measures and reduce interruption to the sensitive targets. 3.2 Preparations prior to Project Commencement After the bid award of the civil works and before construction, institutions of township government project should provide the ECOP text to the Contractor of the civil works and establish the environmental supervision institution under the coordination, instruction and supervision of WB PMO of Development and Reform Commission. After the bidding is completed and the contract with the Contractor of the civil works is signed, the Contractor should survey the construction site before construction with the purpose to identify the limiting environmental factors of this project area. The construction site inspection list should be prepared and filled in before construction to inspect the sensitivity of various factors on the construction site and be as a crucial basis for the environmental protection of the civil works. Purposes of the construction site inspection list are to identify the relevant environmental safety issues, identify and select sensitive environmental issues required for special protection. Refer to Appendix 2 of this ECOP for the detailed content. Changsha Environmental Protection Vocational College 26 Hunan ECOP for the Riverway Harnessing Works According to the inspection of the construction site, the Contractor of the civil works should prepare the Site Environmental Management Plan which should put into effect the requirements of ECOP and be approved by environmental supervision institution. 3.3 Environmental Management of the Construction Site During the construction of the civil works, the Contractor of the civil works construction should be supervised by the environmental supervision institution commissioned by corresponding institutions of township government. The Contractor of the civil works should put into practice various environmental protection measures according to the environmental management requirements in the contract and in contrast with the Site Environmental Management Plan permitted by environmental supervisor. The environmental supervision institution should carry out direct environmental whole-process supervision to the implementation of the environmental protection measures carried out by the Contractor. Meantime, external environmental management supervision should be performed by the administrative environmental protection department and its environmental monitoring institutions and relevant project public. The Contractor of the civil works should coordinate actively with the environmental supervision institution to perform the duties during the whole construction period. Refer to “2.2 Main Duties of all EMS Institutions� for duties of the environmental supervision institution. The construction unit should coordinate closely with the local government departments and other relevant departments to ensure the requirements of Chinese policies, laws and regulations are fully met. For the detailed measures, refer to Chapter 4~19. 3.4 Rectification Measures for the Violation of ECOP Requirements Contractor of the civil works and his Sub-contractor (if any) should abide by the requirements in the ECOP. If environmental protection measures put Changsha Environmental Protection Vocational College 27 Hunan ECOP for the Riverway Harnessing Works forward by ECOP are not performed to, and pollution accidents take place: Contractor of the civil works should take measures immediately to eliminate the pollution source and control the environmental pollution. Contractor of the civil works should inform the environmental supervision institution and the project management institution. The environmental supervision institution and the town project institution should coordinate with and instruct the construction unit to take remedial measures to reduce or eliminate environmental influences, and report to the environmental protection bureau of Taoyuan Conuty (environmental supervision team of Taoyuan County) within 24 hours so as to minimize the impacts. Contractor of the civil works should record the implementation of the pollution control measures, put forward the rectification measures and submit them to the environmental supervision institution and the town project institution that will keep in the archives and put on records. The town project institution will report the implementation of the rectification measures to PMO of Hunan Provincial Development and Reform Commission. Contractor of the civil works should carry out a thorough analysis on the causes of environmental pollution, formulate preventive measures and perfect the construction design scheme to eliminate the same accidents. The preventive measures will be approved, archived and recorded by the environmental supervision institution and the town project institution. Zouoshi Town project institution should deal with and fine the Contractor of the civil works according to the property, affected range and extent of the pollution accidents and implementation progress of rectification measures based on the provisions of the contract. In addition, it shall also report relevant information to the environmental protection bureau of Taoyuan County. Changsha Environmental Protection Vocational College 28 Hunan ECOP for the Riverway Harnessing Works 4. ECOP on the Preparation Stage of the Construction Site The construction site scope of riverway harnessing includes construction of main works area, construction production area, construction campsite and construction access roads as well as relevant construction stock yards. Construction of main works area: including the riverway desilting, sewage clearing, retaining wall and rocks slope protection area, sewage pipe construction area and channel hardening and greening area. Construction protection area: for the riverway harnessing construction in this project, commodity concrete will be purchased and no concrete mixing plants will be set, therefore the construction production area meanly refers to the storage places of production materials and mortar mixing places. Construction campsites: temporary living areas workers live reconstructed for the project construction. Construction access roads: temporary roads built to facilitate the construction. The riverway harnessing construction of this project is in urban areas of Zoushi Town with extreme convenient transportation and it is generally no need to set temporary construction roads. Construction stock yards: The riverway harnessing construction of this project uses public earth-excavating yard, and there is no earth-excavating yard. The sandstone materials and other construction materials are all purchased from markets and there is no stone-excavating yard. Therefore, the construction Materials Yards meanly refer to the waste silt yard and the Waste slag yard. Construction site preparation mainly refers to handling the formalities of early- stage land acquisition and demolition, among which the construction of main works area for riverway reregulation project is permanent land occupation area; and the construction production areas, campsites, access roads and Changsha Environmental Protection Vocational College 29 Hunan ECOP for the Riverway Harnessing Works stock yards are temporary land occupation areas. Either permanent or temporary land occupation will bring the following environmental and social impacts: Change the land utilization way. Destroy the ground vegetation. Intensify a series of environmental problems such as soil erosion. Bring about negative impacts on life of residents with land acquisition and house demolition Therefore, in order to save the land resources, and reduce the environmental impact caused by unnecessary land acquisition, the following environmental protection measures shall be taken on the construction site preparation stage before the mobilization and construction. Determine the permanent and temporary land occupation scope of the road (construction production areas and campsite), and handle relevant procedures of project land. Temporary land occupation should comply with the following principles: Construction production area: storage places of production materials and mortar mixing places shall be intensively set as possible. The selection of location shall strictly conform to requirements in Table 4-1. Waste slag yards: The silts disposed in the construction shall not be piled on shores, but transported to regulated waste silt yard directly by closed tankers. According to properties of the silt, this project plans to treat the silts with method of covering with earth and greening after drying. The selection of waste silt yard shall strictly conform to requirements in Table 4-2. Before entering into the site, the construction supervisor and project organization of Zoushi Town shall strictly inspect the procedure of the waste silt yard, and implement the pollution control measures of related requirements on the waste silt yard in Chapter 7 “Environmental Codes of Practice of the Construction Stock Yard�. At the construction site preparation stage, conduct a reasonable selection of the waste disposition according to the calculation results of earthwork balance at the design stage. Give priority over the recycle or the use for vegetation recovery of the soil fetch yards in the region; if it is hard to handle, the site selection of waste yards should meet the requirements in Table 4-3. Construction campsites: give priority to the existing buildings infrastructures and reduce the impact of campsite construction on the water erosion and Changsha Environmental Protection Vocational College 31 Hunan ECOP for the Riverway Harnessing Works environment. For difficulties in operation, the construction campsites shall be selected according to requirements in Table 4-4. Construction roads: The project is located in the urban area of Zoushi Town with convenient transportation. There is highway connecting the project area and the waste silt yard, and it is generally no need to construct temporary construction roads. In case of the newly-built construction access roads, conduct hardening processing based on the purposes. Deal with the site hardening based on the purposes. For example, the roads for heavily-loaded vehicles can adopt bearing bricks (components) which can be recycled; the general lanes can adopt the water seepage bricks which can be recycled; in the meanwhile, sprinkle water and suppress dust for the dust-producing road section. For sewage pipe project, conduct the investigation of existing pipelines; avoid the destruction of existing pipelines. The construction unit should negotiate with Zoushi Town project organization to determine appropriate public water resources. Select municipal running water or existing drinking water in surrounding villages. Digging new wells is forbidden. ECOP for the Management of the Construction Site and Equipments Management of the Construction Site 5.1 Management of the Construction Site Construction sites mainly include the main works construction area, construction production areas and construction access road. 5.1.1 Main Works Construction Area 5.1.1.1 Analysis on pollution sources of the main works construction area Construction of main works mainly include the demolition of dangerous buildings, riverway desilting, sewage clearing, retaining wall filling, rip-rap slope protection and intercepting sewer works as well as passage hardening and afforestation, of which, the intercepting sewer is laid along the river-way, the earth-rock works ad river-way desilting are carried out synchronously but not excavated separately. The environmental impacts and river-way dredging and desilting works will be analyzed together. (1) Demolition of dangerous buildings Zouxi River harnessing works involve the demolition of a few dangerous buildings and the demolition process will generate dust, construction waste slag and noise. (2) Riverway desilting and sewage disposal Conduct the construction diversion through cofferdam method. After the construction diversion, dispose the garbage on the construction surface firstly, then conduct the mechanical excavation. The disposed garbage shall be timely disposed by the Environmental Department of the Town, no temporary storage yard will be set, disposed silt shall not be piled on the sides, but transported to regulated Waste silt yard directly by closed tankers. The main environmental influencing factors in the construction process are mainly reflected in the following aspects: The disturbance at the river bottom in the cofferdam construction process will make the suspended matters such as sand, silts and others in some water Changsha Environmental Protection Vocational College 34 Hunan ECOP for the Riverway Harnessing Works bodies increase, at the same time, cause impact on the living environment of aquatic life. Construction machinery and reduced oil in the machinery repair process will cause oil pollution to the water body. The excavation of silt in the riverway desilting project will diffuse odor. A large amount of garbage, silt and other solid wastes will be disposed in the riverway desilting project. The operation of construction equipments will give off intense noises, and some equipments might produce vibration. The riverbed and bare earth surface caused by excavation of earth will cause relatively intense water erosion in short time. (3) Filling of retaining walls, building of protective slopes and sewage intercepting pipe construction Construction of retaining walls and protective slopes shall be conducted with the cofferdams of desilting equipments after the desilting. The clay materials for the filling of retaining walls are transported by trucks from the earth- excavating yard to the filling operation surface, and are discharged. The manual labors coordinates with the bulldozers to level materials, then compact them with rollers, conduct the building of protective slopes after the completion of retaining walls. The main environmental influencing factors in the construction process are mainly reflected in the following aspects: The blocking, waterproof or other temporary constructions are not conducted on time, causing dust pollution. The earth construction destroys vegetations along the line, and causes bare earth surface, thus makes partial ecological structures in areas along the line changed accelerates the water erosion. Improper protection on vehicles for earth transportation will cause dust pollution. The operation of construction equipments will give off intense noises, and some equipments might produce vibration. Changsha Environmental Protection Vocational College 35 Hunan ECOP for the Riverway Harnessing Works (4) Roads hardening and greening The pavements, greening earth construction and the filling of retaining walls are constructed synchronically. Only vegetations are planted and concrete roads are paved in this stage. Among them, the concretes are purchased commodity concretes and not mixed on the site. Therefore, the main environmental influencing factors in the construction process are the noise and vibration produced by operation of construction mechanical equipments. 5.1.1.2 Pollution control measures of the main works construction area (1) Demolition of dangerous buildings Wet method operation can be adopted to reduce dust. Proper arrangement of the construction time can effectively mitigate the impact of noise on residents’ living. The construction waste slag can be recycled by choosing proper area; if it’s difficult to operate, the waste slag can be transported to the designated slag yard for disposal. And the requirements on selection of the waste slag yard are shown in Table 4-3. (2) Surface desilting and sewage disposal Conduct bridge and culvert construction during dry season; try to shorten the construction period; reduce the water body disturbance; Adopt cofferdam construction, dry dredging and mechanical desilting. The construction surface shall be drought for several days after garbage on riverbed surface to reduce the water content of the silt. Enhance the equipment maintenance; reduce oil leakage Build fences around the construction sites, which are generally no lower than 1.8m. Take protective measures for the construction personnel, for example wearing of protective mouth and face masks etc. Spray deodorants during the construction process to reduce defusing of dust and fetor gases. Changsha Environmental Protection Vocational College 36 Hunan ECOP for the Riverway Harnessing Works The produced rubbish and sludge should be cleaned up and moved away promptly. The transportation for rubbish and sludge should be loaded in the closed transport vehicles and be disposed of in accordance to “7 the implementation of environmental protection regulations in the Construction stock yards�. Strictly control the construction time; stop operation of the machinery with great noise at night (22:00~06:00) for the construction site within 150m from the residences. If consecutive operation is necessary, the construction unit should contact with local environmental protection departments based on actual conditions, apply for night construction permits according to the rules, and announce notices for maximum public support. Adopt mobile or temporary protective screens and other noise prevention measures to the sensitive points which are near to the construction site (within 50m). Take corresponding water and soil conservation measures in accordance with Part 9: Soil Erosion Control to prevent soil erosion. (3) Filling of retaining walls and building of protective slopes and sewage pipe project Timely repair the naked retaining wall, and reduce the side slope exposure time. Adopt dust prevention to cover the naked slide slopes of retaining wall and sprinkle water for dust suppression to avoid dust pollution. Strictly control the excavation of riverway, avoid excessive excavation from destroying surrounding vegetation, and forbid any tree cutting beyond the construction area. Take corresponding water and soil conservation measures in accordance with Part 9: Soil Erosion Control The transportation for earthwork should be loaded in the closed transport vehicles. Strictly control the construction time; stop operation of the machinery Changsha Environmental Protection Vocational College 37 Hunan ECOP for the Riverway Harnessing Works with great noise at night (22:00~06:00) for the construction site within 150m from the residences. If consecutive operation is necessary, the construction unit should contact with local environmental protection departments based on actual conditions, apply for night construction permits according to the rules, and announce notices for maximum public support. Adopt mobile or temporary protective screens and other noise prevention measures to the sensitive points which are near to the construction site (within 50m). (4) Passage hardening and greening Concentrated plant mixed mode must be adopted for lime soil mixing; the mixing station should be located in the construction production area and shall not be set in the construction of main works area. Strictly control the construction time; stop operation of the machinery with great noise at night (22:00~06:00) for the construction site within 150m from the residences. If consecutive operation is necessary, the construction unit should contact with local environmental protection departments based on actual conditions, apply for night construction permits according to the rules, and announce notices for maximum public support. (4) Others It is forbidden to burn various wastes on the construction site. 5.1.2 Construction Production Area 5.1.2.1 Analysis on pollution sources of the construction production area For the riverway harnessing construction in this project, commodity concrete will be purchased and no concrete mixing plants will be set, therefore the construction production area meanly refers to the storage places of production materials and mortar mixing places. The main pollution sources include: (1) Loose mound, building waste and gravel generated in the surface cleaning process will generate dust and solid waste pollution as well as soil erosion without proper handling. (2) Dust generated in the lime soil mixing station. Changsha Environmental Protection Vocational College 38 Hunan ECOP for the Riverway Harnessing Works (3) Dust generated in the materials loading and uploading and storage process. (4) Dust pollution generated by the construction transportation vehicles. (5) Noise and vibration generated in the equipment operation and transportation process. 5.1.2.2 Pollution control measures for the construction production area (1) The following pollution control measures should be taken for ground cleaning: Sprinkle water for dust suppression and reduce dust pollution. The building waste should be timely removed and properly disposed of in accordance with the requirements in “Part 7 Environmental Codes of Practice in Construction Stock Yards�. Corresponding water and soil conservation measures should be taken to prevent soil erosion in accordance with the requirements of “Part 9 Soil Erosion Control�. (2) The pollution control measures to be taken in lime soil mixing: Lime soil mixing equipment should adopt wet mixing; set retaining for sealed operation. (3) Materials loading and uploading and storage process The transportation, temporary storage and loading and uploading process of bulk materials including earthwork, cement and lime should have wind retaining measures and dust reduction measures. The materials should be stored in a flat and sound place. The storage sites of construction materials including cement, lime and sand should have retaining measures, with canvas covered to reduce rain washing and avoid pollution. (4) The pollution control measures taken to the dust pollution generated by the transportation vehicles: Set the facilities for vehicle washing at the entrance and exit of the construction site; the vehicles must be cleaned when leaving the site; the Changsha Environmental Protection Vocational College 39 Hunan ECOP for the Riverway Harnessing Works roads between the vehicle cleaning equipment and the site exit must be paved with concrete, asphalt or rubble cushion; the sand shall not be brought out of the site. The transportation of earthwork, waste and building waste must use the closed vehicles. (5) Pollution control measures taken to the construction noise: The fixed machinery and equipment with great vibration (such as mixing machines) should be equipped with vibration attenuation base. Add sound-proof housing (such as generator car, etc) to the noise with fixed intensity or mount it inside the room. Strictly control the construction time; the construction machinery with great noise on the site within 150m from the residing area shall stop operation at night (22:00~06:00). (6) Others Conduct ecological recovery to the damaged land before the construction completion, with at least the status before the construction recovered. The stripped top soil of the farmland in the construction process should be temporarily pile in the flat area within the site, and bagged for temporary retaining. Set temporary draining ditches and sand sediment measures around, with dust prevention net covered, which is used for ecological recovery of the construction campsites after the construction is complete. Conduct ecological recovery to the damaged land before the construction completion, with at least the status before the construction recovered. The stripped top soil of the farmland in the construction process should be temporarily pile in the flat area within the site, and bagged for temporary retaining. Set temporary draining ditches and sand sediment measures around, with dust prevention net covered, which is used for ecological recovery of the construction campsites after the construction is complete. Changsha Environmental Protection Vocational College 40 Hunan ECOP for the Riverway Harnessing Works It is forbidden to burn various wastes on the construction site. 5.1.3 Construction Access Roads The project is located in the urban area of Zoushi Town with convenient transportation and it is generally no need to construct temporary construction roads. If new setting of road is necessary, try to avoid the adverse impacts on environment brought by construction roads. 5.1.3.1 Analysis on pollution sources of the construction access roads The environmental impact caused by the riverway harnessing works is mainly in the following aspect: (1) Road dust pollution generated by vehicle and equipment operation; (3) Noise pollution generated by vehicle operation; (3) Vegetation destruction and soil erosion caused by temporary land occupation; 5.1.3.2 Analysis on pollution prevention and control measures of the construction access roads (1) Road dust pollution control measures: When newly building construction access roads, conduct hardening processing based on the usage. And dispose of site hardening according to the usage. For example, the roads for heavily-loaded vehicles can adopt the bearing bricks (components) that can be recycled for processing; the ordinary lanes can adopt the seepage bricks that can be recycled. Conduct regular maintenance and cleaning to the construction access roads on a daily basis; the dust-generation section shall be sprinkled water to for dust suppression. (2) Noise pollution control measures: Maintain vehicles in accordance with “5.2 Management of Construction Equipments�. Conduct management in accordance with “13 Construction Traffic Management�. (4) Ecological impact control measures: Changsha Environmental Protection Vocational College 41 Hunan ECOP for the Riverway Harnessing Works Conduct ecological recovery to the newly-built construction access roads before the construction completion, with at least the status before the construction recovered. Take corresponding water and soil conservation measures in accordance with “Part 9 Soil Erosion Control� to prevent soil erosion. The stripped top soil of farmland in the construction process should be piled in the flat area within the site temporarily and bagged for building temporary retaining. Set temporary drainage ditches and sand settling measures around; cover it with dust-prevention net, which should be used for ecological recovery of the construction campsites. Shift and conduct protection processing to the occupied or damaged local roads after the construction is complete. Conduct ground recovery and greening, with some compensation fees paid to local government to maintain the reasonable interests of local government and residents. 5.2 Management of Construction Equipments 5.2.1 Analysis on Pollution Sources of Construction Equipments In construction process of the riverway harnessing works, the operation of construction machinery will bring about many harmful impacts to surrounding environment and sensitive points, including: (1) The equipment oil leakage pollutes soil and water body; (2) The equipment operation generates noise; (3) Fuel oil machinery and vehicles discharge waste gas; (4) The equipment maintenance generates used oil, used cotton yarn and other solid waste. 5.2.2 Pollution Control of the Construction Equipments The following pollution control measures are proposed to enhance construction equipment management: (1) Pollution control measures to reduce oil leakage: Try to select and use the advanced equipment and machinery to Changsha Environmental Protection Vocational College 42 Hunan ECOP for the Riverway Harnessing Works effectively reduce the quantity of oil leakage and the number of machinery repairs to reduce the output of oily water. Try to adopt solid oil absorption materials (such as cotton yarn, bits of wood and oiled paper, etc) in case of oil leakage; collect and transform the waste oil into solid materials to avoid excessive oily water. The maintenance and repaid of machinery, equipment and transportation vehicles should be concentrated in the maintenance points of the road sections to facilitate the collection of oily water. Set flow setting tank in the machinery maintenance location; the oily water is collected by the tank and shall not be discharged until the simple processing including acid-base neutralization, sediment, oil removal and deslagging is conducted. The tank should be covered with soil and filled after the construction completion, with greening measures taken. The equipment maintenance sites’ ground should be conducted with hardening and seepage protection. Avoid the oil leakage from polluting the soil. Set up equipment maintenance records, and conduct regular maintenance targeted at the equipment operation situation. It’s forbidden to repair equipment in the riverway construction site. (2) Equipment operation noise pollution control measures: The construction unit must select the construction machinery and transportation vehicles conforming to national standards; try to select the construction machinery with low noise. The fixed machinery and equipment with great vibration should have vibration attenuation base; consider adding sound-proof housing (such as generator car, etc) to the noise with fixed intensity or mount it inside the room. Enhance the maintenance of various construction equipments to ensure that it is in a good condition, reduces noise and vibration source intensity from the root. (3) Equipment waste gas pollution control measures: Changsha Environmental Protection Vocational College 43 Hunan ECOP for the Riverway Harnessing Works The construction unit must elect the construction machinery and transportation vehicles conforming to national health protection standards to ensure the exhaust emissions conform to related national standards. (4) Solid waste pollution control measures: The abandoned oil plants and chemical solvents are dangerous waste and should be stored based on their properties in a concentrated manner; the temporary storage yards for the dangerous waste should be clearly marked; construct the yards in accordance with the requirements in Dangerous Waste Storage Pollution Control Standards (GB18597-2001); qualified construction units should be commissioned for disposal; dumping at random is forbidden. The poisonous and harmful waste (such as oil plants, etc) should be recycled by materials suppliers in principle, with responsibility stated in the material purchasing contract. The project department should commission the qualified agents for recycling and disposing of the harmful waste of a small amount (oily gloves and oily yarns, etc). The oil penetrated to the soil should be collected and sealed timely with the scrape devices and transported to the qualified disposal sites for concentrated disposal. (5) When the maintenance to machinery, equipment and transportation vehicles cannot be conducted at the maintenance sites in a concentrated manner, adopt container or solid oil absorption materials for the oily water absorption generated by the equipment; transport it outside for processing after collection and sealing; the transportation location should be the disposal sites with qualifications to dispose of such waste. ECOP of the Construction Campsite 6.1 Analysis on Pollution Sources of the Construction Campsites The pollution source of construction campsite is mainly the pollutants produced by the construction staff in the living process, mainly including: (1) The loose mound, building rubbish and sandstone produced in the construction site leveling process will cause dust and solid waste pollution as well as soil erosion without proper processing, (2) Domestic sewage: including washing wastewater, bathing wastewater and cooking wastewater. (1) Domestic exhaust gas: including gas exhaust and lampblack. (4) Solid waste: mainly refers to the domestic waste of the staff and the sludge in the septic-tank. (5) Ecological environment impact: the construction campsite is temporary building, and the following environmental impact will be caused during the land acquisition period: Change the utilization mode of land Destroy the vegetation on the ground surface Aggravate the soil erosion 6.2 Pollution Control of the Construction Campsite For various pollution sources in the construction and operation process of the construction campsite, the construction unit should take the following pollution control measures: (1) Take the following pollution control measures in the site leveling process of the construction campsite: The waste should be timely removed; the transportation of earthwork, waste and building rubbish must use closed vehicles and disposed of properly in accordance with “Part 8 Environmental Codes of Practice on Construction Stock Yards�. Changsha Environmental Protection Vocational College 45 Hunan ECOP for the Riverway Harnessing Works Sprinkle water and carry out dust control to reduce dust pollution. Take corresponding soil erosion control measures in accordance with “Part 10 Soil erosion Control� to prevent soil erosion. (2) The following pollution control measures should be taken for the domestic sewage on the construction campsite: Set oil separator in the dining hall and entrust the removal unit to clean it timely; the removal unit shall have the wastes elimination qualification certificate and business license approved by relevant department. Set temporary toilets and septic-tanks with anti-seepage treatment on the campsite. Set drainage ditch and sedimentation tank on the campsite; the sewage pipes of the canteen, washing room and bath room should be equipped with filter sieves; the construction sewage cannot be discharged into the municipal sewage pipe network or river before sedimentation; meanwhile, ensure the drainage ditch is tidy and drainage is smooth. Ensure the drainage of the construction campsite is smooth without black and odorous water log, and urinate and defecate at random on the campsite. It is forbidden to dump or discharge domestic sewage to the irrigation channel along the line at random; and domestic wastes and building rubbish shall not be piled around the above area. (3) Control measures of domestic waste gas: The food and beverage department on the campsite should use such clean energies as natural gas and electric power according to the regulations of the local environmental protection department. (4) Disposal measures of solid wastes: Entrust the recycling department to dispose the recycled wastes (such as waste paper). Set closed type garbage station on the campsite to collect the domestic wastes of the workers, and timely clear and remove them as specified. Changsha Environmental Protection Vocational College 46 Hunan ECOP for the Riverway Harnessing Works Set closed type type swill bucket outside the canteen, and timely clean and remove it. Timely clean the septic tank; and cover and fill it after the construction has been completed. (5) Control measures of ecological impacts: All temporary construction facilities should be removed and restored to the status before construction within one month after the construction project has been completed. For the arable topsoil stripped in the construction process, it should be piled on a relatively flat area within the construction site, and blocked by building up a temporary block with bagged soil. Meanwhile, set temporary drainage ditches and sand sedimentation measures around it and cover it with dust screen. It can be used for the ecological recovery of the campsite after the construction has been completed. (6) Other environmental protection requirements: The civil works contractor should strictly abide by the following bans in the campsite construction process: It is forbidden to use clay bricks for the construction of temporary facilities on the construction campsite, which shall conform to the safety and fire-fighting requirements and relevant state regulations. The campsite and the construction area should be separated clearly, with corresponding isolation measures taken to ensure the campsite is tidy and orderly. It is forbidden to burn various wastes on the campsite. Changsha Environmental Protection Vocational College 47 Hunan ECOP for the Riverway Harnessing Works 7. ECOP of the Construction Stock Yard Materials such as sandstone, steels and wood for project construction use can be bought from the surrounding market. Soil needed in the project is partially from excavation. The insufficient part is taken from Gaowan borrow pit, where is located in Zoushi and belongs to public borrow pit. No new borrow pit is built. The load distance of Gaowan borrow pit is 5.5km. Building rocks needed in the rock protective slope are provided by the rock stock yard of Qingshi Village, Zoushi Town. No new rock yard is built. Sand pebbles are outsourced and adopt river transportation. Concrete required should be commercial concrete and purchased from Changde Julong Building Materials Co., Ltd. The haul distance is about 2km, so the concrete mixing plant will not be set on the construction site. Therefore, the construction stock yards needed by the project are mainly waste slag yard and waste silt yard. 7.1 Waste Slag Yard 7.1.1 Analysis on Environmental Impact Factors of the Waste Slag Yard The riverway harnessing works construction process may produce certain quantity of construction waste slag, mainly including the excavated spoil, waste road building materials, and waste stones and silt due to site clearing. Following environmental impacts may be brought about if they are improperly disposed. (1) The ground surface exposure of the waste slag yard will bring about serious dust pollution if proper measures are not taken. (2) If retaining works or temporary water proof works for the waste slag yard are not well done, soil erosion will happen. (3) The destruction of the ground vegetation will bring negative impacts to the ecological environment. Changsha Environmental Protection Vocational College 48 Hunan ECOP for the Riverway Harnessing Works (4) Ground vegetation destruction and ground surface exposure due to earthwork excavation will bring negative impacts to the local landscape. 7.1.2 Environmental Impact Control of the Waste slag yard To avoid negative environmental impact caused by the setting of the waste slag yard, the environmental codes of practice puts forward the following environmental protection measures: (1) General requirements: Select the site in strict accordance with the requirements of “Part 4 ECOP on the Preparation Stage of the Construction Site� and transact relevant formalities. If abandoned earthwork is produced, firstly consider recycling it on the original site or other construction sites, or reusing it for the borrow pit vegetation recovery. Avoid setting the spoil pit separately, which can eliminate the impact of the borrow pit on environment fundamentally. If it cannot be recycled, firstly investigate if there is designated local building muck disposal site; if any, transact the muck clearing formalities and transport it to the designated disposal site as specified. (2) Dust control measures: The waste slag yard should be compacted layer by layer, effectively suppressing the dust. Sprinkle water and suppress dust, reducing the dust pollution caused by surface exposure. (3) Soil erosion measures: Take corresponding water and soil conservation measures in accordance with the requirements in “Part 9 Soil Erosion Control� to prevent soil erosion. (4) Ecological impact control: Before the construction of the waste slag yard is commenced, the topsoil shall be excavated for land reclamation. The topsoil should be piled on a relatively flat area within the construction site, and blocked by building up a Changsha Environmental Protection Vocational College 49 Hunan ECOP for the Riverway Harnessing Works temporary block with bagged soil. Meanwhile, set temporary drainage ditches and sand sedimentation measures around it and cover it with dust screen. It can be used for the ecological recovery of the campsite after the construction has been completed. Carry out vegetation recovery in accordance with the requirements in “Part 11 Ecological Restoration� after the soil borrowing. (5) Landscape impact control: Take corresponding environmental protection measures in accordance with the requirements in “Part 16 Landscape Impact Control�. 7.2 Waste silt yard 7.2.1 Analysis on Environmental Impact Factors of the Waste Silt Yard A great number of silts might be excavated in construction process of the riverway harnessing works, according to the inspection results of bed mud in the riverway provided by Changsha Environmental Protection Vocational College Analysis and Testing Center, the pH value of silt in this riverway is 5.7, so it belongs to acid soil (<6.5); and the contents of pH; Cd; Hg; As; Cu and Zn in the riverway can meet the standard requirements of acid soil specified by the Control Standards for Pollutant of Agricultural Sludge (GB4284- 84). In the riverway harnessing project, after silts are transported by closed tanker to the Waste silt yard, silts should be treated with method of covering with earth and greening after drying. Therefore, it has great significant to do the environmental protection work of the Waste silt yard. The natural drying refers to transport the silt with closed tankers directly to the waste silt yard, and the water in the silt will be drained out through evaporation and automatic flow. After analysis, the impacts caused by drying of silt and setting of the waste silt yard are mainly reflected in the following aspects: (1) The organic contents of silt in riverbed are relatively high and under anerobic condition for long time. If exposed, odorous gases diffuse. (3) The rain wash will caused erosion of silt, causing secondary pollution. (4) The covering earth is not restored timely after embedment of silt, causing dust pollution. (5) The damage of vegetation on earth surface will caused adverse impact on the ecological environment. (6) Insufficient temporary blocking or waterproof construction will cause water erosion. (7) The damage on vegetation on earth surface and bare earth surface caused by land occupation of the waste silt yard will cause adverse impact on some landscape areas. 7.2.2 Environmental Impact Control of the Waste silt yard To avoid the adverse impacts caused by the treatment of silt and setting of the waste silt yard, the following environmental protection measures are proposed in this Environmental Codes of Practice: (1) General requirements: Select the site in strict accordance with the requirements of “Part 4 ECOP on the Preparation Stage of the Construction Site� and transact relevant formalities. (2) Fetor control measures Take protective measures for the construction personnel, for example wearing protective respirator and masks etc. Spray deodorants during in construction process to reduce defusing of dust and fetor gases. (3) Waste water control measures Set several barriers in the waste silt yard, prolong the residence time of the remained water of the waste silt yard in the piling sites, increase tail water drainage flows and intensify the natural sedimentation effects. Set a sedimentation basin at the discharge outlet of the waste silt yard Changsha Environmental Protection Vocational College 51 Hunan ECOP for the Riverway Harnessing Works to conduct medical sedimentation and reduce the pollutant content of the remained water in the piling site, then drain the wasted water. (3) Silt erosion prevention and control measures: Build cofferdams around the waste silt yard, do basement treatment of the waste silt yard well, adopt natural clay to prevent seepage and set the drainage channels. (5) Dust pollution prevention and control measures: Compact timely to effectively control dust generation. Sprinkle water and suppress dust to reduce the dust pollution caused by ground surface exposure. (6) Soil erosion control: Take corresponding soil erosion control measures in accordance with the requirements in “Part 9 Soil erosion Control� to prevent soil erosion. (7) Ecological impact control: Before the construction of the waste silt yard is commenced, the topsoil shall be excavated for lad reclamation. The topsoil should be piled on a relatively flat area within the construction site, and blocked by building up a temporary block with bagged soil. Meanwhile, set temporary drainage ditches and sand sedimentation measures around it and cover it with dust screen. It can be used for the ecological recovery of the campsite after the construction has been completed. Carry out vegetation recovery in accordance with the requirements in “Part 11 Ecological Restoration� after the silt has been desiccated. (8) Landscape Impact Control Take corresponding environmental protection measures in accordance with the requirements in “Part 16 Landscape Impact Control� after the project completion. Environmental Quality Management 8.1 Water Environment Quality Management The impact of riverway harnessing on the water body along the line mainly includes: the impact of riverway desilting on the surface water quality, and impact on water environment by the domestic wastewater of the construction campsite, oil stains dripped and leaked by the construction machinery and stacking of construction materials and earthwork. To mitigate the impact of the riverway harnessing on water environment, the environmental codes of practice mainly adopts the following environmental protection measures, detailed in Table 8-1. Meanwhile, through investigation, the downstream boundary of the harnessed river section is about 200m away from the place that Zouxi River enter Yuanjiang River, the drinking water of urban residents living along Zouxi River are taken from Yuanjiang River, the water intake is located at 2000m away from the place Zouxi river enter the upstream of Yuanjiang River, and there is no water intake in Zouxi River, therefore, there are no water intake and drinking water source protection area within the scope from the upstream 1000m of the harnessed river section to the downstream 2000m, and the riverway harnessing works under the project will not affect water catchment of the residents. 8.2 Acoustic Environment Quality Management Lots of construction machineries and transportation vehicles are used in the construction process of the riverway harnessing works, and part of Changsha Environmental Protection Vocational College 54 Hunan ECOP for the Riverway Harnessing Works equipments vibrate, which will radiate strong noise to affect the sensitive points such as the residents and schools nearby. The main construction machinery includes pile driver, excavator, bulldozer, loader, roller, etc. The transportation vehicles include various trucks and dumpers. To mitigate the impact of riverway harnessing works on the acoustic environment, the environmental codes of practice mainly adopts the following environmental protection measures, detailed in Table 8-2. The former mainly includes the rubbish, silt and domestic garbage in the riverway; and the later mainly includes waste oil and waste chemical solvents. To avoid secondary pollution caused by solid waste, the codes of practice adopt the following measures, detailed in Table 8-4. Soil Erosion Control 9.1 Causes of Soil erosion Causes of soil erosion mainly include: (1) Heavy and concentrated rainfall is an external force for soil erosion of the project area. (2) The filled sub-grade is piled and cushioned by sand soil and stone material, and formed by compaction in layers. Though the internal structure is tight, the surface structure of the side slope is still loose, and such forms of soil erosion as sheet erosion and shallow gully erosion are easily to happen. (3) Damaged side slopes (such as new domes and side slopes caused by sub-grade excavation) are steep, or even up-right. The side slopes are made of soil, stone or mixture of soil and stone. As the side slope gradient is large, violent water erosion is easily to happen in case of rainstorm. Meanwhile, rainfall may bring about small-scale collapse and landslide easily, resulting in serious soil erosion. Therefore, the erosion intensity is extremely strong. (4) The dome structure of the topsoil stacking area is loose, with poor stability and weak erosion resistance. The erosion is in forms of sheet erosion and rill erosion, etc; the erosion intensity is strong or violent. (5) The construction of most construction access roads adopts the half- excavated and half-filled method, which reduced the soil consolidation capacity and increased the land exposure area. The clearing, compacting, burying and damage of the vegetation along the line reduced the soil and water conservation function of the original landform. (6) The site leveling, clearing or excavating process of the construction production and living area resulted in large-area exposure of ground surface, damage of vegetation and loss of the soil and water conservation function. However, the laying of buildings will include the aggregate washing, concrete mixing and construction equipment cleaning, and all these processes will Changsha Environmental Protection Vocational College 61 Hunan ECOP for the Riverway Harnessing Works produce construction waste water, which may bring about new soil erosion. In addition, after the construction has been completed, dismantling of temporary structures, and site leveling and loosing will also produce violent soil erosion. (7) Stripping the topsoil vegetation to form the borrow pit or borrow dome may disturb the stability of the original land and form large-area exposure surface, all of which may bring severe soil erosion. (8) The waste slag yard is generally made of stone or mixture, and is stacked in the form of dome or filling the concave. And the top surface is usually flat or has certain slope. The soil erosion forms include sheet erosion and rill erosion, and the erosion intensity is moderate or strong. The stability of the naturally formed loose side slope is poor, the gradient is steep, usually , 30° 40° and erosion resistance is extremely poor. The soil erosion form is surface erosion or gulley erosion, and the erosion intensity is violent. The waste slag is an important soil erosion area in road construction. 9.2 Soil Erosion Prevention and Control Schemes Soil erosion mainly takes place in such areas as the main works construction area, construction production area, construction access road area, construction campsite, borrow pit and waste slag yard. The soil erosion is mainly caused by the damage of the ground vegetation and exposure of ground surface. To mitigate the soil erosion brought by construction, the environmental codes of practice puts forward the following soil erosion control measures. 9.2.1 Construction Area of the Main Works The topsoil shall not be piled at the surface runoff collecting area and in the areas affecting construction or with smooth traffic as well. Instead, it shall be temporarily piled within the land acquisition area on both sides of the sub- grade. To avoid the collapse of the earthwork, temporary weaved soil bag block shall be set around the topsoil. And the temporarily piled topsoil will be used as the covering soil of greening later. Changsha Environmental Protection Vocational College 62 Hunan ECOP for the Riverway Harnessing Works The disposed silts shall be cleaned and removed timely. Set blocks for temporarily packed earthwork for preventing rain wash. Timely carry out the side slope protection of the retaining wall. 9.2.2 Construction Production Prevention and Control Area Construction production area mainly includes lime soil mixing station and stacking yard of construction materials. Control focus is soil erosion. Harden the cement on the site due to frequent traffic and the needs of piling materials. Set temporary retaining ditches beyond low-lying project area in case rain washing. Conduct dust prevention cover to topsoil and piled materials, prevent rain washing and polluting surrounding environment. Arrange construction period properly, shorten temporary land occupation time, recover vegetation or conduct reclamation upon construction completion. 9.2.3 Prevention and Control Area of the Construction Access Road Protection and drainage works shall be done well for the newly-built construction access roads. Arrange construction period properly, shorten temporary land occupation time, and recover vegetation or carry out reclamation upon construction completion. 9.2.4 Prevention and Control Area of the Construction Campsite Carry out temporary greening by planting grass and shrubbery for the work shed and part outside the hardening area so as to beautify the campsite environment. Build the brick-up drainage ditch so as to eliminate the site water log quickly. In the late period of the project, dismantle the work shed and remove the hardening area, and carry out land remediation and vegetation recovery. Changsha Environmental Protection Vocational College 63 Hunan ECOP for the Riverway Harnessing Works 9.2.5 Prevention and Control Area of the Waste Slag Yard If it is difficult to implement the earthwork balance, it’s required to set the waste slag yard; and the lap and low-lying areas should be selected as the waste slag yard. The slag retaining wall shall be set at the underside of the waste slag yard before discarding slag according to the topographic features, and the building of the slag retaining wall shall be set according to the stacking position and topographic features of waste slag, which shall be economical, safe and reasonable. Water intercepting ditches shall be built on the waste slag yard for blocking the sheet flow, and sedimentation basins shall be built up on both ends. When the gradient ratio of the intercepting ditch is large, energy dissipation facilities shall be set. The waste slag shall be rolled timely and drainage ditch shall be set after the waste slag has been rolled level. Ecological restoration of the waste slag yard shall be carried out after the project has been completed. 9.2.6 Prevention and Control Area of the Waste Silt Yard Select col or low-lying land as the waste slag yard, and the site selection shall meet the requirements listed in Table 4-2. The silt shall be rolled timely after desiccation and drainage ditch shall be set after the waste slag has been rolled level. Ecological restoration of the waste silt yard shall be carried out after the Changsha Environmental Protection Vocational College 64 Hunan ECOP for the Riverway Harnessing Works project has been completed. Changsha Environmental Protection Vocational College 65 Hunan ECOP for the Riverway Harnessing Works 10. Storage of Chemicals and Risk Prevention 10.1 Overview The storage facilities for chemicals shall be located in the construction production area, and the site selection shall strictly conform to regulations in “Table 4-1 Requirements on Site Selection of the Production Construction Area�. There are various chemicals, among which many explosive, toxic and irritant chemicals are harmful to environment and human bodies, therefore it is significant to standardize the storage of chemicals and formulate the risk prevention plan. See Table 10-1 for the danger marks of common chemicals. Figure 10-1 Danger Marks of Common Chemicals Changsha Environmental Protection Vocational College 66 Hunan ECOP for the Riverway Harnessing Works Chemicals usually used in the road construction process are mainly diesel oil, engine oil, coating and others. If leakage happens, they will pollute the soil and water bodies on ground surface, and may cause fire and other accidents. Therefore, the Environmental Codes of Practice put forward the management requirements from such 2 aspects as the storage of chemicals and risk emergency plan. The chemicals shown in Table 6-1 (if any) shall be managed according to requirements of the Code. 10.2 Requirements on storage of chemicals When coating, gasoline and diesel oil are delivered into the construction sites, the acceptance personnel shall carefully check whether the packages are in good condition and oil leakage exists. If oil leakage happens, the coating, gasoline or diesel oil shall be refused and sent back. Special warehouses shall be set for oil and chemical solvents and other items stored in the construction production areas and warning signs shall also be set. The leakage resistance treatment shall be carried out on the ground and emergency accident-handling materials such as absorption packages/sand/sawdust shall be prepared. Formulate the accident emergency plan and provide training to the workers before they enter the construction sites. 10.3 Requirements on Risk Prevention The construction unit shall formulate the accident emergency plan in advance, arrange corresponding responsible persons who shall timely handle the accident and notify it to the environmental supervision unit and town project organization agency once an accident happens. The risk and accident emergency plan shall include the following contents: (1) Fire disaster prevention management measures Carefully implement relevant laws, regulations and clauses on fire safety management issued by the state and government, and conform to the Changsha Environmental Protection Vocational College 67 Hunan ECOP for the Riverway Harnessing Works operation standards made by the enterprises. Establish strict approval system on fire, and forbid unlicensed fire. Establish strict management methods for hazardous chemicals, and take effective safety measures to ensure the safety. Strengthen the education on safe use of electricity, and strictly forbid to connect electrical circuit at random. (2) Fire accidents and rescue measures for accident site Once a fire disaster or accident takes place, carry out the fire suppression and rescue according to the fire accident emergency plan. Personnel that enter the site shall wear relevant protective equipments; and irrelevant personnel shall be prevented from entering the accident site. Fully identify the fire cause and choose suitable fire extinguishing equipments and materials. Once the flame is extinguished, special personnel shall be assigned to supervise and avoid the reburning. If necessary, extend the rescue time. Timely clean the site of fire accident, and dispose the burnt materials and items. (3) The storage places for dangerous chemicals shall be equipped with corresponding fire extinguishers. Changsha Environmental Protection Vocational College 68 Hunan ECOP for the Riverway Harnessing Works 11. Ecological Restoration To protect the vegetation within and around the project area, and protect ecological environment, ecological recovery shall be carried out to the sites shown in Table 11-1 after the construction is ended and before the acceptance is started. The greening shall perform to the integration principle of arbors, shrubbery and grass, namely select part of ever-green broad-leaf shrubs with high growth density as the under-tree plants when the arbors are selected as the greening plants so as to realize the overall greening without open space for preventing the intrusion of foreign species. It’s forbidden to use the foreign species as the greening plants. Changsha Environmental Protection Vocational College 69 Hunan ECOP for the Riverway Harnessing Works 12. Cultural Resources 12.1 Protection of Cultural Relics According to relevant survey, there are no cultural relics in the project construction area. Under the Cultural Relics Protection Law (2002.10.28) Article 32 "during the construction or agricultural production, cultural relics found by any unit or individual shall be protected on the site, and immediately reported to the local cultural relics administrative departments; after receiving the report, without exceptional circumstances, cultural relics administrative department shall arrive at the scene within twenty-four hours, and raise opinion within seven days. The cultural relics administrative department may report to inform the public security organs of local government to help protect the site; when finding important relics, it shall be immediately reported to the cultural relics administrative department of the State Council, the cultural relics administrative department of the State Council shall, within fifteen days after receiving the report put forward opinions. Cultural relics that have been found in accordance with the preceding paragraph belong to the state; any unit or individual cannot plunder, privately divide or hide it. Article 23 of Hunan provincial cultural relics protection regulations "(2005.11.1) specifies " Any unit and individual in the construction or production activities, upon discovery of underground cultural relics, shall immediately stop construction or production, protect the scene, and promptly report to the local people's government cultural relics administrative department. The cultural relics administrative department should rush to the scene within 24 hours upon receiving the notice, and in three days to deal with opinions. "Article 24" Any unit or individual can not obstruct the cultural relics administrative departments and archaeological staff to carry out the archaeological investigation, exploration and excavation; before the archaeological Changsha Environmental Protection Vocational College 70 Hunan ECOP for the Riverway Harnessing Works excavation is ended, any unit or individual shall not continue construction or production activities in the archaeological area; after the archaeological excavations have been ended, the cultural relics administrative department, which organizes the archaeological excavations shall notify the treatment opinions to the construction unit in the written form immediately. In accordance with relevant regulations, the environmental codes of practice will put forward the following management requirements on the cultural relics discovered by accident during the construction period: (1) If cultural relics are found during the construction period, the construction shall be stopped at once, the scene shall be protected and the situation shall be reported to the local cultural relics administrative department immediately. And the treatment without permission is not allowed. (2) As soon as the cultural relics management department puts forward treatment opinions, the construction unit shall formulate the construction plan based on the opinions provided by the cultural relics department, and continue the construction after it has been approved by the cultural relics department. Before the archaeological excavation is ended, any unit or individual shall not continue construction or production activities in the archaeological area; (3) Any unit or individual shall not plunder, privately divide, or hide cultural relics discovered. The disposal procedures for cultural relics detected during the construction period is shown in Figure 12-1. Construction Traffic Management As the increasing of the temporary traffic volume due to the riverway harnessing construction will bring noise impact and inconvenience for the living of residents along the transportation line, the environmental codes of practice puts forward the following construction traffic management measures. Reasonably arrange the construction period and shorten the land occupation time. The closed-type vehicles shall be used to convey the earthwork, muck and construction wastes. The silt transportation line shall try to avoid the downtown area and densely populated area. When there are lots of residents within 50m of the construction access road, it’s forbidden to transport construction materials on the access road at nighttime. The construction transportation vehicles shall avoid the rush hour for preventing traffic jam and safety accidents. Construction vehicles should drive on the designated lane; it’s forbidden to privately change the driving routes for avoiding the damage on farmland and forest land. Public Participation The construction unit should provide sufficient information to the public within the affected areas, and especially the residents around the project area that may be directly affected by project construction, the main measures to be taken are as follows: To hang a bulletin board at the entrance of the construction site to inform the public of the project name, main construction content, construction time and contact names and information for complaints and suggestions; Arrange the site environmental engineer to answer questions of the public relevant to environmental protection. If continuous construction at night is required based on the requirements of the construction process, handle relevant procedures and inform the neighboring residents of the starting and ending time of continuous construction and the nighttime construction permit issued by the environmental management department in case of continuous nighttime construction; To post announcements at least 5 days in advance at the project area, the affected households and enterprises to keep them informed and show them the starting and ending time in case of the interruption of municipal services (including water, electricity, telephone and bus routes) due to the project construction. To record and keep in the archives the comments and issues from the public, give timely answers and responses to them, record and keep in the archives the answers and responses and accept the inspection of supervision institution. Social Environment Impact Control 15.1 Analysis on Environmental Impact Factors The riverway harnessing works will affect the social environment from the following two aspects: (1) Demolition involved in the riverway harnessing will affect the life of residents. (2) As the existing roads are occupied due to increasing of the temporary traffic, the trip of residents will be affected. 15.2 Environmental Impact Control Measures To reduce the impact of the riverway harnessing works on the residents’ life quality, the following environmental impact control measures shall be taken. (1) In strict accordance with the compensation standards specified by the state and Hunan Province, combined with the practical situation of the local and the agreement signed with the households with land acquisition and house demolition, distribute the subsidy fees for land acquisition and house demolition to relevant villages, groups and individuals in time. Fully develop democracy and respect the citizens’ basic rights to fulfill rational distribution and proper use of the subsidy fees. (2) Local roads occupied or destroyed in the construction process of the riverway harnessing project shall be changed, moved or protected after the construction has been completed, and the pavement restoration and greening shall also be carried out at the same time. Certain compensation expenses will be paid to the local government to maintain the legitimate interests of the local government and resident. (3) Construction vehicles should avoid the traffic rush hour to prevent traffic jams and safety accidents. Landscape Impact Control The impact on landscape brought by the construction of the riverway harnessing works mainly refers to the destroy of the natural landscape due to such behaviors as riverway desilting, and stacking of muck and silt of the waste slag and silt yards. To control the impact on landscape brought by the project construction, the environmental codes of practice put forward the following control measures: (1) To strengthen the integration and compatibility of the project with surrounding landscape of Zoushi Town, the filled and excavated side slopes shall be edge jointed with the ground, and the circular arc side slope can be adopted to improve the visual effect. The side slope shall keep certain rough surface so that such measures as protection and grass planting can be taken on the surface. The retaining wall can be hidden by planting shrubbery, ever- green trees and climbing trees so as to improve the visual effect. (2) As most of construction access roads are arranged along both sides of the road, it’s proposed to enhance publicizing of environmental protection, strengthen the awareness of the management and construction staff, and it’s forbidden to discard domestic and production wastes. (3) The waste slag yard and temporary stacking yard for building materials shall be operated within the specified region; and it’s forbidden to discard wastes to pollute the landscape environment. (4) The oil stain and rubbish within the waste slag yard, stock yard, construction access road area and construction campsite shall be cleaned timely, the site shall be leveled, and the original landform and vegetation shall be recovered as much as possible so as to realize the harmony between the project construction and surrounding natural environment. Environmental Supervision Plan 17.1 Environmental Supervision Purposes The environmental supervision on the project aims to make the environmental supervision and management duties clear, and target specific so as to ensure the environmental protection measures put forward in the environmental protection design and environmental impact report can be implemented smoothly, and clauses relevant to environmental protection specified by the construction contract can be carried out actually. 17.2 Working System of the Environmental Supervision (1) Work recording system, namely the supervision diary: it shall record the inspection conditions, environmental issues, analyze the reasons for problems and responsible units, and put forward treatment opinions. (2) Reporting system: it’s an important channel for communication and information transmission method; it includes the monthly report submitted by the environmental supervision engineer, quarterly report and half-year progress assessment report submitted by the engineer, and monthly environmental report of the project contractor. (3) File notifying system: as a working relationship, the relevant issues of the environmental supervision engineer and project contractor shall be communicated and confirmed by files. In case of urgent working conditions, oral notice can be used, but issues shall also be submitted and confirmed in the written form. (4) Regular meeting system: hold one environmental protection meeting each month to look back and summarize the environmental protection work conditions in the past month. Organize the project contractor, engineer and principals of the county project organization agency to carry out negotiation and research so as to put forward problems and rectification requirements, uniform the ideas and formulate the implementation plan. Occupational Health and Hygiene & Disease Control 18.1 Occupational Health (1) Warning signs and instructions should be provided at working posts, equipment and locations that are occupational-disease inductive on the construction site. (2) Occupational health training and physical examination should be provided regularly for operators conducting poisonous and harmful workings and instruct them to use occupational disease-prevention facilities and personal protective articles correctly. (3) Safety helmet/belt and such personal protective articles as safety shoes and work clothes matched with the type of work should be provided for construction personnel by the construction unit. (4) Low noise equipment should be selected on the construction site and automatic and closed construction technologies should be popularized to reduce the machinery noise. The operators should wear a pair of earplug for hearing protection during working. (5) Forced ventilation facilities should be provided at those anti-corrosion and water-proof working areas in basement which are not ventilated favorably. Operators conducting poisonous and harmful workings should wear a gas mask or protective facial mask. (6) Sprinkling facilities should be provided at working areas full of dust to reduce the dust concentration. Operators should wear a dust mask and such personal protective articles as protective mask, goggles and gloves in case of welding. (7) Heatstroke prevention and cooling supplies should be provided on the construction site in case of high-temperature operations. And the work and rest time shall be arranged reasonably. Changsha Environmental Protection Vocational College 80 Hunan ECOP for the Riverway Harnessing Works 18.2 Hygiene and Disease Control (1) The staff foods, potable water, rest rooms on the construction site should be compliant with the hygiene standard. (2) Ventilation and lighting facilities should be provided in dormitories, canteens, bathrooms and washrooms and special staffs should be arranged for their daily operation. (3) Open-type windows should be provided in dormitories on the construction site. Beds should not be more than two levels and the wide bed for a number of people should be avoided. (4) Canteens should possess a valid sanitation license issued by relevant authorities and all utensils should be clean and compliant with the standard. The kitchen staff should possess a valid health certificate. (5) Canteens should be arranged in areas far away from such pollution sources as toilets, garbage stations and poisonous and harmful places. (6) Separate preparation rooms and storerooms should be arranged. Rat proof baffle with a height of no less than 0.2 m should be provided under the door leaf. (7) Toilets, sanitation facilities, drainage ditches and dark and humid areas should be sterilized regularly. (8) Closed-type containers should be provided for living areas to control flies regularly and clean and dispose them timely. (9) A clinic should be provided on the construction site and be equipped with heath care kit, common medicines and first-aid apparatus such as bandages, tourniquets, cervical collars and stretchers. (10) In case that the construction personnel get infectious diseases (notifiable diseases refer to: SARS, pestis, cholera, viral hepatitis, bacillary and amebic dysentery, typhoid fever and paratyphoid fever, Aids, clap, syphilis, poliomyelitis, measles, chincough, meningococcal meningitis, scarlatina, epidemic hemor-rhagic fever, hydrophobia, leptospirosis, brucelliasis, anthrax, Changsha Environmental Protection Vocational College 81 Hunan ECOP for the Riverway Harnessing Works epidemic and endemic typhus, epidemic encephalitis B, kala-azar, malaria, dengue fever, pulmonary tuberculosis, schistosomiasis, filariasis, echinococcosis, lepriasis, influenza, mumps, urticaria, tetanus of newborn, acute hemorrhagic conjunctivitis, infectious diarrhea) food poisoning and acute occupational poisoning, the local health and epidemic prevention department and the department in charge of the construction should be informed and the disposal should be based on the relevant regulations of the health and epidemic prevention department. Environmental Protection Training and Education The environmental protection training and education shall contain the following content: (1) Before the project is commenced, the town proeject institution shall send professional environmental protection personnel to carry out the environmental protection training for the civil works contractor and construction supervision unit. (2) The education, training and assessment for the staff of the construction site shall be carried out before the civil works contractor starts construction, and the content shall contain laws and rules relevant to environmental protection and sanitation. (3) The civil works contractor shall carry out the training in risk emergency plan for the staff each year, and organize field practice as well. (4) The civil works contractor shall carry out the occupation health training and physical examinations for the personnel engaged in toxic and harmful operations, and guide the operators to correctly use the occupational disease prevention equipments and individual labor protection articles. (3) Hazardous wastes generated sporadically (such as oil gloves, oil thrum etc.) should be entrusted by the qualified units for recycling and processing. (4) Oil stain leaked into the soil should be collected and sealed by scraper device timely and should be transported to qualified treatment fields for centralized processing. (5) When the maintenance of machinery, equipments and transport vehicles should not be centered on the maintenance locations set up in various segments of the roads, the oily waste water produced by the equipments should be absorbed in vessels or by solid oil absorption materials and should be collected for seal storage to transport outward. The outward transport place should be located near the disposal site qualified to treat this kind of waste. (1) When petrol and diesel oil are transported in the construction site, the inspection personnel should carefully check whether the packaging is intact, and whether there is leakage. If there is leakage, they should reject and return them. (2) Ventilation and lighting facilities should be provided in dormitories, canteens, bathrooms and washrooms and special staffs should be arranged for their daily operation. (3) Open-type windows should be provided in dormitories on the construction site. Beds should not be more than two levels and the wide bed for a number of people should be avoided. (4) Canteens should possess a valid sanitation license issued by relevant authorities and all utensils should be clean and compliant with the standard. The kitchen staff should possess a valid health certificate. (5) Canteens should be arranged in areas far away from such pollution sources as toilets, garbage stations and poisonous and harmful places.
