Has the Project Development Objective been changed since Board Approval of the Project Objective? No Components Table Name Component A: Rehabilitation of key hydraulic infrastructure for flood protection and rice production:(Cost $95.48 M) Component B: Disaster risk and emergency management:(Cost $2.87 M) Component C: Infrastructure Operation and Maintenance, Project Management:(Cost $9.65 M) Overall Ratings Name Previous Rating Current Rating Progress towards achievement of PDO Satisfactory Satisfactory Overall Implementation Progress (IP) Moderately Satisfactory Moderately Satisfactory Overall Risk Rating Substantial Substantial Implementation Status and Key Decisions The Bank carried out a supervision mission on the field from 17 to 21 June. As per a recently concluded restructuring the project has been extended until May 2020. The main conclusions of the last mission conducted in June were: Component A Rehabilitation works for protection against floods and rice production, remains satisfactory (S), with the rehabilitation works of the main hydraulic works (Maga dam and Logone dike) and irrigated perimeters now practically completed, and on the process of being received. Work on Lot 1 (Maga dam), Lot 2 (Logone dyke), and Irrigated Perimeters (Lot 1 and Lot 2) has been substantially completed and is being received, with some reservations to be lifted over the next few weeks. 7/30/2019 Page 1 of 5 The World Bank Implementation Status & Results Report Flood Emergency Project (P143940) Component B Disaster Risk Management and Emergencies remains Moderately Satisfactory (MS), with the various hydrometeorological stations installed and deployed in Cameroon and Chad, but still suffering from a limitation in operationalization. The hydrometeorological material is now deployed in the field, and the data collected is starting to rise again with the PULCI, in a "manual" way that needs to be better “automating” by setting up modems that allow communication almost in real time. The Contingency Plan is now finalized and validated, and is being published. In April 2019, PULCI held a full-scale simulation exercise to implement this Contingency Plan aimed at training stakeholders and learning from the field. PULCI and SEMRY need to forecast simulation exercises at regular intervals to ensure the permanent preparation of the local population in face of a natural disaster. Component C Institutional Support remains Satisfactory (S), with several studies elaborated for improving the institutional set up and modernization of SEMRY. SEMRY is following up with MINADER and MINEPAT for improving the institutional framework that would allow the sustainability of the hydraulic infrastructure. Indeed, having a strong prevention and alert system in place requires numbers of Hydromet systems installed all along the upstream watershed, including the Chad part, as specified in the Comments: convention signed between the SEMRY and CBLT. Currently the data is being collected “manually” and is foreseen to be collected in an automatic way in the next months.
