The SDR 85.2 Million (US$120 million equivalent) Education and Skills for Productive Jobs Program (ESPJ) was approved by the World Bank Board on June 16, 2016, declared effective on January 25, 2017 and is due to close on June 30, 2021. The development objective of ESPJ Program is to strengthen the institutional capacity of the Recipient’s skills development system and promote the expansion and quality of labour market driven skills development opportunities in select economic sectors. Institutional capacity strengthening is expected at the system and service delivery levels. A Mid-Term Review (MTR) was held on October 21-25, 2019 and identified several issues that are being addressed through this Restructuring Paper (RP). 2. Performance of the Program on the PDO and implementation progress was rated moderately satisfactory (MS) following the MTR. Disbursement against verified results is SDR 31,102,259.00 of the SDR 85,200,000 (36.5 percent). Advances and undisbursed amounts stand at SDR 54,097,741.00. The next verification of results is scheduled to start after the restructuring process. The low disbursement is attributed to the late verification of results suffered by the project in the initial years. 3. The performance rating at MTR was based on the significant contribution of the Program to capacity strengthening of the skills development system through: (a) establishment and operationalization of the Skills Development Fund (SDF) (DLI 6) and the Trainee Voucher Scheme (TVS) (DLI 3); (b) completing the capacity development plan for the first two years backed by a comprehensive capacity needs assessment (DLI 4); (c) establishment of six Sector Skills Councils (SSCs) in the key economic sectors of agriculture, tourism, transport and logistics, construction, energy and ICT, against an overall target of four SSCs (DLI 6); (d) establishment of the Skills Management Information System (SMIS) hosted by the Ministry of Education, Science and Technology (MoEST) through data submission from respective vocational education training providers (DLI 7); and (e) registration of 1,512 skills development programs. At the service delivery level, 28,500 (52 percent female) trainees enrolled in alternative (private and non-government organization), Technical, Vocational Education and Training (TVET) and university-level training programs supported by SDF (98 percent) or TVS (2 percent) against an overall target of 30,000. 4. Despite the observed development impact of ESPJ, several issues identified at the MTR justify the proposed restructuring, subsequently compounded by the impact of the COVID-19 pandemic. These are: a. Evolving policy environment leading to changes in the proposed skills sector institutional oversight. The economic policy environment in Tanzania has changed more in favor of public than private systems and this extends to the delivery of education. Coupled with this is the weak fiscal space to support establishment of a new organ. As a result, it is envisaged that the establishment of the National Skills Council (NSC) and its Secretariat (DLI 1) will not be completed during the life of the project. More advocacy is still needed to enable appreciation of the role of the NSC. It is therefore proposed that rather than establishing the NSC now, the process will be in phases with the role of the NSC being visualized upon the full and effective functionality of the established SSCs. In addition, some of the NSC establishment requirements, such as approval of the NSC set up and staffing requirements, creation of a budget line as well as allocating resources for its functionality fall outside the control of the education sector. b. Need to calibrate program results to better reflect emerging initiatives and intended outcomes. There are outcomes that had not been envisaged at design but have emerged as priorities through the implementation of some initiatives. For example, DLI 4 - completion of annual capacity building activities - had not focused on the globally emerging focus areas like gender or climate change. In other instances, the DLIs were limited to tracking progress on processes rather than outcomes – for example DLI 7 - number of training providers submitting complete data sets upon an agreed variables list to various entities, which neither guarantees quality nor effective utilization of the data by stakeholders in the skills development arena. There is also a need for additional intermediate indicators to comprehensively capture the Program results while eliminating some of the indicators that are linked to results areas where interventions did not take off. c. Split mandates over training funds. The Program faces some inherent complexity as training funds are managed by two different entities. Tanzania Education Authority (TEA) manages the Skills Development Fund (SDF), while the Higher Education Students’ Loans Board (HESLB) manages the Training Voucher Scheme (TVS). Coupled with this are the challenges faced by the HESLB in the management of the TVS, including lengthy and ineffectual beneficiary identification mechanisms and weak beneficiary tracking systems. Other challenges include heavy orientation towards universities as the main training providers, compared to TVET training providers, and limited engagement with employer-based training providers. d. Revising the Program Action Plan. There is a need to revise the Program Action Plan to address emerging issues from the full scale roll out of the national program, as the implementation team deepens focus on the agreed set of DLIs. This includes developing capacity of training providers to follow-up trainees; certification of short courses; roles of SSCs at the sub-national levels; and online programs development in response to emergencies like COVID- 19. e. Addressing the likelihood of non-absorption of the full credit amount by the current closing date, due to delays and COVID-19 pandemic. Disbursement stands at 61.6 percent (including advances) and remaining funds may not be absorbed within the remaining Program period. The Program was affected by slow implementation on account of low staffing levels and limited technical capacity at the time. This situation has been further complicated by the COVID-19 pandemic where face-to-face delivery of training programs could not be conducted following the closure of all learning institutions and events in mid-March 2020. For effective utilization of the un-disbursed funds along with reporting on results for which funds are being used, the MTR identified additional results which needed to be integrated in the Program for the comprehensive realization of the ESPJ Program results at the system and service delivery level coupled with an extension of one-year. f. Responsiveness to COVID-19. The outbreak of COVID-19 and its impact on education systems across the world, generates need for ESPJ to be responsive to emergencies that impact continuity of learning. This has brought to the fore the need for national and institutional systems to consider approaches that enable continuity of learning with inbuilt quality assurance mechanisms. Currently, all training programs on offer through the ESPJ Program are face-to-face which disrupted continuity of these programs between mid-March 2020 and end June 2020 following the closure of all education institutions and schools in Tanzania. However, vocational and technical institutions were re-opened in early July 2020. 5. To address the above-mentioned issues, this RP seeks approval of the following proposed revisions: a. To drop DLIs that will not be realized during the life of the Program, as well as introduce new DLIs and Disbursement Linked Results (DLRs) to effectively capture Program results and enhance focus on results rather than processes. b. To introduce additional intermediate results in the results framework arising from the introduction of the DLRs. c. To reallocate funds across DLIs including revising the payment schedule where appropriate, arising from developments highlighted above. d. To consolidate all training programs under one agency and incentivize the focus on the quality of the programs on offer by the respective providers. e. To revise the Program Action Plan to address emerging issues related to development of online training programs to strengthen the system’s resilience to emergencies; capacity development in trainee tracking and micro-tracer studies; short programs certification; and functionality of the SSCs at the sub-national levels. f. This is coupled with the need to support the set-up of the delivery programs through capacity development and experiential learning from other systems by training providers, programs accreditors and quality assurers of these programs to ensure quality and system-wide reform overtime. g. To extend the ESPJ Program-for-Results by one year. II. DESCRIPTION OF PROPOSED CHANGES 6. The key elements of the proposed restructuring include: a. Deletion of DLI 1 - National Skills Council and NSC Secretariat operational. This is because this DLI will not be executed during the ESPJ Program period due to the limited fiscal space to support establishment of new administrative structures and weak national ownership. b. Revision of DLI 5. DLI 5 has been revised to capture the actual amount of financing expected to be allocated to SDF activities through budget allocations to NACTE and SDF accounts.
