Implementation has been impacted by the fact that there is limited internal coordination and technical leadership of the MoES coordinating departments. In addition, documents of importance for the project implementation need to be prepared or finalized such as: (i) methodological materials for the Community Child Development Groups and the Multi-age teaching for pre-school; (ii) materials for the community awareness campaigns; and (iii) modules on disability screening. Procurement has also been slow due to insufficient human resources and capacity of the ECU to handle large numbers of procurement packages. To support improved performance, the Bank will intensify project supervision. MoES and WB agreed that frequent (bi-monthly or monthly, depending on the needs) thematic implementation support visits would be conducted to assist MoES and ensure implementation is on track. These visits will be complemented by informal virtual meetings between technical teams of the MoES and the WB team. The next technical mission is expected April 26-May 1, 2016.
