Significant progress has been made under the project. The parent project and additional financing were declared effective on April 16, 2020 and June 21, 2020 respectively. The Project Implementation Manual (PIM) was developed and found to be satisfactory in form and substance to the Bank. All five Year 0 Performance Based Conditions (PBCs) have been achieved, verified and confirmed by the World Bank. These include under PBC 1.0: (a) Lesson observation tools harmonized by National Inspectorate Board (NIB) and approved by the Ministry of Education (MOE); and (b) National INSET Framework developed by National Teaching Council (NTC) and Ghana Education Service (GES) and approved by MOE; under PBC 2.0: (a) Agreed targeting criteria applied to list of public schools to identify targeted schools; and (b) Guidelines for learning grants developed by GES and approved by MOE; PBC 3.0: Accountability for Learning framework developed by participating agencies and approved by MOE; PBC 4/27/2021 Page 1 of 17 The World Bank Implementation Status & Results Report Ghana Accountability for Learning Outcomes Project (P165557) 4.0: National Assessment Strategy developed by National Council for Curriculum and Assessment (NaCCA) and approved by MOE; and PBC 5.0: Review of teacher deployment and transfer strategy completed by GES and approved by MOE. The Project’s implementation progress is rated satisfactory with the achievement of all of year 0 PBCs. Year 1 PBCs are expected to be achieved and verified by end May, 2021. 8. Environmental Safeguards. The Project’s environmental safeguards is currently rated moderately satisfactory as there is no environmental safeguards specialist on the project. Prior to the end of the mission however, the Government commenced the recruitment process for an Environmental Safeguards specialist expected to be completed by February 28, 2021. This rating will be reviewed during the next Implementation Support Mission when agreed actions on safeguards are completed and project implementation is aligned with the requirements of the ESMF, RPF, SEP, ESCP and other instruments that may be developed in the course of project implementation. 9. Progress by Components 1. Key implementation progress under Component 1. The INSET Framework has been developed by GES in collaboration with the National Teaching Council (NTC), Special Education Division (SpED) and GES Guidance and Counselling. The framework will be disseminated at regional, district and cluster levels once schools reopen and normalize. GES is developing digital tools and web-based resources for effective delivery of INSET. These include e-learning modules, 350 recorded videos, GES mobile application with teaching tips and resources, peer-to-peer interactions and mobile reminders to attend trainings. Materials for targeted instruction (TI) have been reviewed, and a core INSET Implementation team has been set up which will first focus on the 10,000 beneficiary basic schools under the GALOP before expanding to the remaining schools (~11,000 schools). The GES INSET team will examine available platforms for teacher training (National Teaching Council-NTC, Ghana Library Authority-GhLA) and decide how INSET materials can be shared through these platforms. The INSET team is coordinating with different departments to ensure the proposed INSET will incorporate all the appropriate contents (inclusive education, Early Childhood Development (ECD), COVID-19 responses, gender responsive teaching practices and remedial teaching and learning) A training plan/timetable has been developed and shared with the team. 2. Key implementation progress under Component 2. The GES Finance Team conducted training for all beneficiary districts and GALOP beneficiary schools on the utilization of Learning Grants at the school level from November 04 to 21, 2020. The training includes how to conduct self-study, School Performance Improvement Plans (SPIPs), performance contracts for achieving planned GALOP activities, learning outcomes and accountability among others. An estimated 1,104 participants (at the district and regional level) attended the training. Training of Trainers in a cluster form to adhere with social distancing procedure has also been completed. The World Bank recommended that an evaluation of the training programs be conducted to determine the success of the training, as well as any lessons learnt... The procurement process for the social investors and service providers was initiated in March 2020 with early marketing engagement. Given the timelines for contract development, the MOE notified all bidders of a delay in the finalization of procurement. Social Investors and service providers are expected to be contracted by mid 2021. The MOE is in the process of setting up the EOF Management Unit which will report to the Project Oversight Committee (POC) through the GALOP Secretariat. Further, a communications officer from the MOE will be seconded to the Education Outcomes Fund (EOF) Management Unit and will be supported by external TA (through EOF), Reform Secretariat and the GALOP communications officer. 3. Key implementation progress under Component 3. The GES and MOE are developing an Accountability for Learning Framework dashboard with support from Big Win Philanthropy[1]. The process is in three broad phases. First, the GES and MOE developed an accountability framework. Second, the GES and MOE is developing a dashboard which utilizes existing data sources for decision making. Finally, the dashboard will make use of existing data sources (Education Management Information System-EMIS and Mobile School Report Card-mSRC) which will be integrated in a single application. During the first phase of the work, MOE and GES developed an accountability framework that provides an overview of basic education accountability systems including levels of monitoring and reporting, roles and responsibilities of key stakeholders, key accountability indicators and purposes of assessments. While the framework, which will be the basis of the accountability dashboard, has been fully developed, MOE and GES are conducting stakeholder validations to enhance buy-in before disseminating more widely. As a follow-up to this work, MOE and GES are working on operationalizing the accountability framework to develop an accountability dashboard that will make use of existing data sources 4. Key implementation progress under Component 4. The GALOP M&E manual has been developed. M&E Training for the District Directors, District M&E officers, Heads of Supervision, School Improvement Support Officers (SISOs), District Planning Officers has been completed between November 12, 2020 and December 5, 2020. The areas for impact evaluation under GALOP include: (a) impact of learning grants; and (b) effectiveness of innovative delivery of INSET. For the INSET impact evaluation, a draft design has been completed with the assistance of DeliverED. For the impact of learning grants, MOE is working on the design of the evaluation A common baseline will be undertaken for both evaluations and these are scheduled to start by February 2021. 5. Key implementation progress under Component 5. Substantial progress has been made under the COVID-19 Accelerated Funding under the GALOP AF. In response to the COVID-19 pandemic, basic education schools were closed since March 16, 2020 (with the 4/27/2021 Page 2 of 17 The World Bank Implementation Status & Results Report Ghana Accountability for Learning Outcomes Project (P165557) exception of partial school reopening in June 2020 for about 1.5 million children in JHS2, JH3, and SHS2 and SHS3). Schools have fully reopened since January 18 2021. The Ministry, through GhLA, Center for National Distance Learning and Open Schooling (CENDLOS) and GES has successfully developed a total of 1,641 TV and radio lessons for KG1 to SHS3 and rolled out a number of distance learning modules to students across the country. These lessons include 1,201 lessons for Ghana Learning TV and GhLA online enhanced video library (of which 975 video lessons have been uploaded to online GhLA). Printed student activity books were also developed and distributed to accompany Ghana Learning Radio lessons. GES and non-state actors also continued face-to-face community-based Complementary Basic Education classes observing COVID-19 protocols in districts with limited access to digital learning options, to support over 30,000 out-of-school primary-age children (with UK Foreign, Commonwealth and Development Office -FCDO funding). The GES procured the Edmodo LMS which was adapted to host materials aligned to Ghana’s curriculum and launched during the National Education Week on November 5, 2020 (www.edmodo.com.gh). The Edmodo LMS provides a platform for online-learning and on-going communication and teacher between students, parents, and teachers. The platform will be integrated with all distance learning modules and will be available on laptops, tablets, and smart phones. The recruitment of Independent Verification Agency (IVA) is under way and is expected to be completed by mid-2021. .
