The operation is being closely monitored due to threats by the Israeli Civil Administration who conditioned the operation of the landfill to allowing settlers waste to be disposed at the new landfill, a condition the Palestinian Authority is rejecting on the basis that it was established to serve the Palestinian Public Disclosure Copy population and businesses in 33 communities within the Bethlehem and Hebron governorates. It is worth noting that over the past week, several truck loads of settlement waste (about 30 tons per day) have arrived at the landfill escorted by military units. Despite the objection of the landfill management, waste was disposed of. Grant disbursement stands at US$11.8 million (98%) with 8 months remaining till grant closing date. The landfill is being operated by an international operator that was competitively selected through a Public-Private-Partnership (PPP) transaction with assistance from IFC's advisory services. In addition to the PPP agreement between the operator and the Joint Services Council for Solid Waste Management in Hebron and Bethlehem governorates. Due to the political standoff and to avoid any issues with the agreement, both parties have signed a subsidiary agreement allowing the commissioning of the landfill for a period of 2 months on pilot basis. In this agreement, the operator will receive and manage 250 tons per day starting March 25, 2014 to reach 400 tons by end of May 2014. Once fully commissioned, it is envisaged that 600 tons per day generated by about 840,000 Palestinian inhabitants (nearly half of which are females) will be disposed of in a sanitary manner at the new landfill in Al-Minya. The August 30, 2013 signed new agreement signed between the World Bank and the Palestinian Authority will enable to extend further support through mobilizing US$8.25 million over the next four years through the Global Partnership for Output Based Aide (GPOBA) facility. This new grant will provide subsidies to municipalities in solid waste management to improve its delivery of solid waste management services including the poor. Since this GPOBA grant is financed by IFC, the benefits of this grant can only be realized should the private operator of the new landfill continues to manage the waste in a satisfactory manner.
